General Position Description:
Provide acquisition, program management and technical support to the Deputy Assistant Director for Product Acquisition and Deployment Directorate in the Product Acquisition Directorate for all efforts associated with the planning, acquisition, development, test & evaluation, delivery, installation and deployment of systems to support the global and domestic radiation and nuclear detection architecture. This support includes, but is not limited to: monitoring and tracking the Prime Contractors cost, schedule and technical performance, preparing draft acquisition documentation; preparing draft executive level program status briefing materials; preparing draft technical instructions; coordination with internal and external activities to discuss/resolve action items/issues; providing budget inputs for the FYHSP and Congressional Justification; providing inputs for the OMB 300; scheduling and attending program reviews and technical meetings; preparing meeting agendas, presentation material and meeting minutes.
Tasks to be performed include, but are not limited to, the following:
• Provide liaison between the Deputy Assistant Director for Product Acquisition and Deployment Directorate; PAD program Managers, internal Directorates, DOE labs, systems engineering contractor, PAD prime contractors and other activities for central coordination of all efforts relating to the planning, acquisition, development, test & evaluation, delivery, installation and deployment of systems/equipment to support the global and domestic radiation and nuclear detection architecture.
• Prepare draft acquisition documents (i.e. Acquisition Plan, Acquisition Program Baseline, Program/Project Plans, Mission Needs Statement, CONOPS etc.) and updates as necessary in accordance with the Homeland Security Acquisition Manual (HSAM) and Management Directive 1400 for all systems/equipment acquired to support the global and domestic radiation and nuclear detection architecture.
• Provide central coordination and liaison with internal and external PAD activities to obtain all documentation required to support acquisition milestone briefs (i.e. KDPs) and program status briefings to the Investment Review Board, Under Secretary of Management, the Office of Procurement Operations and Congressional level inquiries. Prepare draft briefing materials for the Deputy Assistant Director for Product Acquisition and Deployment Directorate.
• Monitor and track status of Prime Contractors cost, schedule and technical performance. Review and evaluate prime contractors monthly cost (including Earned Value Management System) and schedule progress reports. Identify issues and provide status provide status of action items to PAD PM.
• Prepare draft integrated program schedules for all activities associated with the acquisition, development, test, evaluation, delivery, installation and deployment of systems/equipment for the global and domestic radiation and nuclear detection architecture.
• Monitor and track status of program action items. Coordinate with Prime Contractor, DOE labs, internal activities and other contractors as required to resolve action items. Establish and maintain program action item status reports and provide status to the Program Manager.
• Prepare draft Technical Instructions, Task Orders and SOWs for PAD prime contractors, DOE Labs and other activities involved in the acquisition of systems/equipment for the global and domestic radiation and nuclear detection architecture.
• Research/resolve various technical, programmatic and budget issues as directed by the Deputy Assistant Director for Product Acquisition and Deployment Directorate.
• Prepare draft responses to Congressional level inquiries and Exec-Sec suspense actions.
• Review white papers, design trade studies, proposed engineering design changes and other technical documentation for impacts to baseline program schedules. Identify issues and provide recommendations for resolution to the Program Manager.
• Review and evaluate technical proposals submitted by prime contractors and other activities as directed and provide comments to the Program Manager.
• Provide inputs for the Concept of Operations Document, Test Requirements Documents, Test Plans and Field Validation Test Plans.
• Establish and maintain program information notebooks as directed. Notebooks should contain but not be limited to, acquisition documents, technical instructions, schedules, contract, budget, PRs, SOWs and other relevant information as directed by the Program Manager.
• Maintain an electronic and/or hard copy repository of all program documentation as directed by the Program Manager.
• Coordinate with the program COTR to monitor and tracks status of prime contractor CDRLs. Review CDRLs and provide comments to the POC. Coordinate CDRL reviews and comment resolution meetings as required with the program team. Consolidate review comments and provide draft CDRL disposition letters as required to the Program Manager.
• Prepare draft Procurement Request (PRs) as directed by the Program Manager.
• Assist the Program Manager in developing program budget execution requirements to support annual and out year budget reviews for the FYHSP and Congressional Justification.
• Provide program cost and schedule inputs for the OMB300s and quarterly reports to the PAD BFM.
• Attend Prime Contractor Program Management Reviews, SRRs, PDRs, CDRs, working groups and other relevant program meetings and PAD staff meetings as directed by the Program Manager. Prepare draft meeting agendas, materials, minutes and action items.

• BS Degree in engineering, physics or management science.
• 20 years of Program/Project management experience for a major DOD or DHS program.

Delta provides SEA05 (R&SE) and WFC information technology (IT) support. There are over 700 computers that it manages within the Navy Marine Corps Intranet (NMCI) contract. The support team for the Assistant Chief Information Officer (ACIO) coordinates with the NAVSEA CIO office for data exchange between the Navy and NMCI. The JSEAS effort is a joint venture among the US Navy, US Air Force, and UK Ministry of Defense to develop safe escape and mission planning products for the JSF aircraft.
The JSEAS Software Developer will perform a variety of software development and maintenance activities for the Joint Safe Escape Analysis Solution (JSEAS) program. The focus for this position will be the design, development, unit test, and documentation of object oriented software sub-systems. The Developer will apply documented project processes and tools to ensure that quality standards for development and configuration management are applied to the JSEAS software development effort. Documentation of the intermediate steps and products will be critical and the Developer will fully participate in preparation of support documentation including design specs, change request notes, action items, defect analysis, alternative analysis, unit level tests, and others.
The Software Developer will likely be assigned to support the development of a major JSEAS system and a specific JSEAS Team Lead, but may occasionally be assigned to work on tasks for other JSEAS software systems.
Given the nature of software development and the IT industry in general, there is an expectation that this person shall be willing to research new IT technologies, trends, and issues at the request of project managers.
The Developer must be prepared to accept tasking and work effectively with a culturally and geographically diverse team and to support regular team meetings. Good communication skills are important.
