• Everything in the federal budget that isn’t mandatory spending is called discretionary spending, which amounted to $1.7 trillion last year 2023.
• The US spent $806 billion on defense, the biggest discretionary category, with $317 billion of that supporting, acquiring, and maintaining new weapons systems. About $173 billion covered military personnel pay and benefits. Another $142 billion covered modifying/procuring new aircraft, armored vehicles, satellites, and more.
• The largest non-defense discretionary spending is: $131 billion for veterans’ benefits.

• The International Maritime Bureau Piracy & Armed Robbery Report recorded 116 incidents in 2024 vs 120 in 2023 and 115 in 2022, of which 94 vessels were boarded, 13 attempted attacks, six vessels were hijacked, and three were fired upon.
  • 02.02.2025: 1950 UTC: Posn: 01:02.73N – 103:39.35E, Singapore Straits. Four robbers armed with guns and knives boarded a bulk carrier underway. 3/E was taken hostage and tied up in the engine room but managed to escape. Alarm raised, ship’s horn sounded, crew mustered. The robbers escaped with stolen engine spares.
  • 07.02.2025: Night Hours: Posn: 07:54N – 049:56E, Around 6nm SE of Eyl, Somalia. Six persons boarded and hijacked a dhow and took its crew including a Somali guard, hostage. Authorities are investigating the incident.
  • 27.01.2025: 1620 UTC: Posn: 16:54.55N – 082:25.27E, OPL Kakinada, India. Duty AB on anchored tanker saw two unlit boats near the bows and an unauthorised person on forecastle deck. Alarm raised, ship’s horn sounded, crew mustered to the forecastle. Seeing the alerted crew the scoundrel escaped with stolen stores.

• M6.0 Earthquake – Ethiopia, Universal Time (UTC): 14 Feb 2025 20:28:24; In FY 2022, U.S. bilateral assistance to Ethiopia totaled $1.93 billion, trained 4,000 Ethiopian troops and provided security assistance; there is no current US military personnel in Ethiopia.
