website for professional communicators has a cult following of nearly
10,000 readers.

Area of Expertise: Ned Lundquist, ABC, is a communication professional
who has been publishing the “Job of the Week” e-mail newsletter since
January 2001.  He served on active duty with the U.S. Navy as a Surface
Warfare Officer and as a Public Affairs Officer.  His last tour of duty
was as commanding officer of the 450 men and women of the Naval Media
Center in Washington, D.C., where he published the Navy's flagship
magazine, produced the award-winning weekly TV show, and was responsible
for Navy internal relations, video production, broadcasting and visual
information.  He retired as a Captain in 2000.  He then joined ShipServ,
Inc., an e-commerce provider serving the maritime purchasing industry as
vice president of corporate communications, and then became vice
president of communication for the National Rural Electric Cooperative
Association.  He is current a senior science advisor for Alion Science
and Technology in Washington, D.C., and provides strategic
communications counsel to his client, the U.S. Navy's Surface Warfare
Directorate.

Ned is a native of Auburndale, Mass.  He is a graduate of Marquette
University in Milwaukee, WI, and The American University in Washington,
D.C.  Ned's wife, Laura, is from Lihue, Hawaii.  They have two children,
Tom and Barbara, two cats and a dog.

***  CALL FOR GRADUATE STUDENT PAPERS:

The United States Commission on Military History invites U.S. graduate
students (those enrolled in graduate school but not yet awarded the
Ph.D.) to submit papers for the 2008 congress of the International
Commission of Military History (ICMH) to be held at Trieste, Italy, 31
August – 5 September 2008. The theme of the congress will be “Military
Conflicts and the Civil Population: Total Wars, Limited Wars, and
Asymmetric Wars.”  In order to promote the participation of emerging
scholars, the US Commission is offering a travel subvention of up to
$1,500, and the hosting Italian Commission has agreed to offer a
subvention to cover registration and lodging expenses of those graduate
students who are selected for the congress.  The successful candidate
will submit an original piece of research, such as a seminar paper.
Selected students will present their papers before an international
audience of military historians from around the world and their papers
will be published as part of the conference proceedings.  Send copies of
a one page description of the project, draft copy of the paper, and a CV
by email not later than 15 February 2008 to James K. Hogue, Associate
Professor of History, UNC-Charlotte and Vice President of the US

Responsibilities 
1. Conduct research and prepare management, organizational and business
analyses and forecasts.
2. Track, process, produce and distribute deliverables and monitors
comment status.
3. Collect and analyzes performance data. Assess and quantify
cost/schedule/management/business status and risk. Evaluate trends and
projects cost completion estimates.

Description: The Office of Naval Intelligence (ONI) at the National
Maritime Intelligence Center (NMIC), Suitland, Maryland, conducts
in-depth analysis of worldwide maritime developments to assess overall
patterns in the movement of vessels, movement of high-interest cargoes
and other items in the maritime domain that may pose a threat to the
security of the United States. MAI supports this effort with analysts
who:
-Plan, implement and maintain databases required to process all-source
material and the production of technical and operational intelligence
-Identify information gaps and collection requirements
-Collect, review, interpret and integrate data from multiple sources to
assess relevance to NMIC issues
-Prepare new intelligence products, to include analytical reports,
briefings, databases, studies, estimates and evaluations on Civil
Maritime Networks and activities concerning those networks, to include
financial and biometric aspects.
-Develop contacts and maintain liaison with external intelligence and
non-intelligence organizations, to include attendance at meetings and
conferences as required.
-Represent internal ONI positions and serve on working
groups/interagency forums as required.

These are full time positions at the National Maritime Intelligence
Center, Suitland, MD. Analysts will work as part of a
government-contractor team where a high level of interaction is
maintained and expected. The positions are expected to be available in
the January 2008 timeframe.

Required: The successful applicant must possess or be immediately
eligible for TS/SCI clearance with the U.S. Government. The successful
applicant will have one-to-five years experience in analysis of
commercial maritime activity, maritime trade issues or law
enforcement-related issues (counter-narcotics, counter-terrorism,
criminal networks, etc). Experience in all-source analysis within the
U.S. Military and/or U.S. Intelligence Community is highly desired, but
not required. Experience with and capability to use standard data
processing software (Microsoft Word, Excel and PowerPoint) is required.
Individual capability to express views orally or in writing is required
and abilities to logically document reasoning will be assessed.

Desired: A current TS/SCI access is highly desired and will
significantly enhance an applicant's chance of success. A Bachelor's
Degree in criminology, law enforcement or a related discipline is highly
desired. Experience with financial matters related to maritime trade and
familiarity with maritime systems/shipping issues will be to an
applicant's advantage. More than five years experience in U.S. Military

receive technical training from experienced Cryptanalysts, and rotate to

Cryptanalysts have a multitude of choices as they progress through their

***  The Army had a vast scrap yard in the middle of a desert. The IG
Office performed an inspection and gave the following write-up:
“Improper Security. Someone can easily steal from this area.”

So, the Army created positions for four MPs to guard the facility night
and day.

The IG re-inspected, and gave the following write-up: “Improper
procedures. There are no written instructions for the MPs to do their
job.”
So, the Army created a planning section, and staffed it with two NCOs,
one to write the instructions, and one to do time-studies.

The IG re-inspected and gave the following write-up: “There are no
procedures in place to ensure the MPs are performing their duties
correctly.”
 
The Army responded by creating a Total Quality Management section and
staffed it with two NCOs, one to do studies and perform inspections and
the other to write and file reports.

The IG re-inspected and gave the following write-up: “Insufficient
supervision. There is no definable chain-of-command.”

So, the Army created an administrative section, and staffed it with an
officer as OIC, a senior NCO as NCOIC, and two enlisted administrative
specialists.

The IG re-inspected, and concluded: “This operation has met the
requirements of the regulations. However, the command has been in
operation for only one year and is already $18,000 over budget. The
command must streamline operations and cut back on unnecessary staffing
positions.”
So, the OIC eliminated the four MP positions.

author of Job of the Week
 
Ned Lundquist's “Job of the Week” free e-mail networking newsletter and
website for professional communicators has a cult following of nearly
10,000 readers.

Area of Expertise: Ned Lundquist, ABC, is a communication professional
who has been publishing the “Job of the Week” e-mail newsletter since
January 2001.  He served on active duty with the U.S. Navy as a Surface
Warfare Officer and as a Public Affairs Officer.  His last tour of duty
was as commanding officer of the 450 men and women of the Naval Media
Center in Washington, D.C., where he published the Navy's flagship
magazine, produced the award-winning weekly TV show, and was responsible
for Navy internal relations, video production, broadcasting and visual
information.  He retired as a Captain in 2000.  He then joined ShipServ,
Inc., an e-commerce provider serving the maritime purchasing industry as
vice president of corporate communications, and then became vice
president of communication for the National Rural Electric Cooperative
Association.  He is current a senior science advisor for Alion Science
and Technology in Washington, D.C., and provides strategic
communications counsel to his client, the U.S. Navy's Surface Warfare
Directorate.

Ned is a native of Auburndale, Mass.  He is a graduate of Marquette
University in Milwaukee, WI, and The American University in Washington,
D.C.  Ned's wife, Laura, is from Lihue, Hawaii.  They have two children,
Tom and Barbara, two cats and a dog.

***  You've all heard of the Air Force's ultra-high-security,
super-secret base in Nevada, known simply as “Area 51?”

Well, late one afternoon, the Air Force folks out at Area 51 were very
surprised to see a Cessna landing at their “secret” base. They
immediately impounded the aircraft and hauled the pilot into an
interrogation room.

The pilot's story was that he took off from Vegas, got lost, and spotted
the Base just as he was about to run out of fuel. The Air Force started
a full FBI background check on the pilot and held him overnight during
the investigation.

By the next day, they were finally convinced that the pilot really was
lost and wasn't a spy. They gassed up his airplane, gave him a
terrifying “you-did-not-see-a-base” briefing, complete with threats of
spending the rest of his life in prison, told him Vegas was that-a-way
on such-and-such a heading, and sent him on his way.

The day after that though, to the total disbelief of the Air Force, the
same Cessna showed up again. Once again, the MP's surrounded the
plane…only this time there were two people in the plane.

The same pilot jumped out and said, “Do anything you want to me, but my
wife is in the plane and you have to tell her where I was last night!”
