In support of the Stratospheric Observatory for Infrared Astronomy (SOFIA) Project at NASA Ames Research Center we are looking for a talented and motivated Senior Project Scheduler to join us in support of the SOFIA Science Systems Engineering and Integration Team. This position will support the continued development of several schedules that will be integrated to support a mature science research project. Proficient-to-expert in MS Project and Excel is essential.

 

We are looking for candidates who have a wide experience analyzing critical paths, assessing delays and implementing recovery and/or acceleration plans. Additional attributes should include self-motivated, excellent work prioritization skills, highly reliable team member and proven project schedule leadership capabilities.

Specific responsibilities include:

 

' Oversee all phases of scheduling and serve as the primary client contact, helping define client requirements and helping establish project approach.

' Ensure that all required information related to the completion of the project is obtained and integrated into the project multi-year schedule, starting at the work breakdown structure (wbs) level and working up to the fully integrated Science Project level schedule.

' Coordinate development of multiple schedules and shift priorities as needed to accommodate various customers' needs while meeting scheduled delivery dates.

' Interact effectively with program and wbs managers as well as technical staff across the Science Project team to complete integrated schedules in a minimal period of time.

' Manage updating of schedules to meet evolving project requirements.

' Provide periodic status reports as requested to keep the schedule owners appraised of the schedule activity.

 

Required Qualifications:

We are looking for candidates with wide experience in:

 

' Constructing an effective logic-based network schedule

' Understanding how MS Project calculates the critical path and float/slack

' Resource leveling

' Integrating schedules (time), cost, and scope

' Supporting “what if” analyses and provide potential solutions for resolving late completion forecasts.

' B.A/B.S. in an engineering or business discipline or equivalent experience.

' 10 years related experience.

According to the latest Paraglide, the paper was published by the PAO office with an off-base printer through this past week. The latest issue has nothing about the pending change; but four of the nine editorial positions were vacant, so somebody must have known something.

Some questions that come to mind: Is this type of abrupt switch normal these days?  Do the other five have any chance of keeping their jobs?

There's no sign of retention from the positions Landmark is trying to fill; but putting out next week's paper cold without the old staff seems rather daunting.

By the end of this week some 16 journalists will be available up the road in Raleigh. The SPJ website reported Thursday folks at The News & Observer were told about the cuts last Monday, along with news that the Raleigh newspaper will consolidate coverage with The Charlotte Observer. The cuts are in addition to buyouts earlier this year.

Lecture: “Stephen Decatur and the Formation of the Navy” by Robert
Allison, author of Stephen Decatur: American Naval Hero, 1779-1820.  He
will discuss the life and legacy of Decatur, the youngest man ever to be
appointed Captain in the U.S. Navy.  Decatur's legendary roles in the
war against Tripoli (1801-1805) and in the War of 1812 were crucial to
the young nation's well-being; his relationship with Robert Fulton led
to the development of the world's first steam-powered warship; his years
as administrator of the peace-time Navy and his understanding of
American politics and culture were crucial to the Navy's survival. He
will be available to autograph copies of his book.

real-time shape reconstruction. This position will include construction
of 3D models from multiple images and integrating these capabilities
into products for high-speed object position and orientation
measurement. You will be using new techniques in projective geometry to
determine relative motion between cameras and the objects and scenes in
view. This software will be used with both passive video and active

Technical Writer and communications specialist required to assist the government facilitating, coordinating and preparing congressional reports and provide research services for the Coast Guard Acquisition Directorate Office of Strategic Planning and Communications.  Tasks include:

-Ensure delivery of legislatively mandated reports to Congress by soliciting and inputting relevant content from responsible program and Coast Guard elements, draft and edit reports, and coordinate appropriate responses to comments from reviewers.

-Identify reporting requirements and elements to be included in each congressional report

Coordinate and participate in discussions, pre-briefs, briefings, one on one meetings with POCs and conference calls related to the reports to understand relevant strategies and expectations

-Prepare weekly reports for senior leadership on the status of each report draft executive summary and introduction, background information and coordinate specific Subject Matter Experts (SMEs) input into consolidated report.

-Coordinate report element inputs from multiple USCG directorates and CG-9 offices.

Merge all inputs into one report document, ensure consistent flow in the report, edit where necessary and format according to the CG-9 branding directive.

-Perform follow-up with senior leadership, SMEs, program reviewers and stakeholders to ensure report requirements are met prior to established deadlines

-Participate in follow-on meetings with the GAO and Congressional staff to answer any questions on the final report. 

 Qualifications 

 Applicant must have a Bachelor's Degree, 2-4 Years of relevant work experience, and knowledgeable in using Microsoft Office Applications. Excellent communication, presentation and interpersonal skills.  Experienced with Congressional and Legislative Affairs to include providing information and expert recommendations to respond to Congressional, DOD, other Government agency, media or industry inquiries, and audits, and for Congressional testimony.  Experienced with providing support in drafting, editing, and dissemination of public affairs products including but not limited to: magazine articles, press releases, multimedia products in support of public events and technical seminars (sponsored by various technical, Government, and industry associations).

It was necessary to keep a good supply of cannon balls near the cannon on old war ships.  But how to prevent them from rolling about the deck was the problem.  The best storage method devised was to stack them as a square based pyramid with one ball on top resting on four resting on nine which rested on sixteen.  Thus a supply of 30 cannon balls could be stacked in a small area right next to the cannon.
 
There was only one problem — how to prevent the   bottom layer from sliding/rolling from under the others. The solution was a metal plate with 16 round indentations called a Monkey.  But if this plate were made of iron the iron balls would quickly rust to it.  The solution to the rusting problem was to make Brass Monkeys.
 
Few landlubbers realize that brass contracts much more and much faster than iron when chilled. Consequently when the temperature dropped too far the brass indentations would shrink so much that the iron cannon balls would come right off the monkey.  Thus it was quite literally cold enough to freeze the balls off a brass monkey.  And all this time you thought that was a vulgar expression didn't you?  You must send this fabulous bit of historical knowledge to at least a few and unsuspecting friends.

Colleagues: Please join us for what promises to be an informative and
entertaining presentation.

Lecture: “Stephen Decatur and the Formation of the Navy” by Robert
Allison, author of Stephen Decatur: American Naval Hero, 1779-1820.  He
will discuss the life and legacy of Decatur, the youngest man ever to be
appointed Captain in the U.S. Navy.  Decatur's legendary roles in the
war against Tripoli (1801-1805) and in the War of 1812 were crucial to
the young nation's well-being; his relationship with Robert Fulton led
to the development of the world's first steam-powered warship; his years
as administrator of the peace-time Navy and his understanding of
American politics and culture were crucial to the Navy's survival. He
will be available to autograph copies of his book.

Senior Military Analyst with Modeling and Simulation (M&S) experience and international planning and coordination background as well as an Operations Research and Systems Analysis (OR/SA) education. Experience with multinational, joint and service unique environments as well as working in host nation in Ministry of Defense (MOD) and NATO environments.  Ability to lead diverse working groups and projects to successful completion and document the efforts and results in high level planning and strategy documents.

Secret Clearance required.  Ability to obtain NATO Secret Clearance level required.  Passport and ability to work internationally for extended periods of time required.

This position requires a Masters Degree in Operations Research and Systems Analysis (OR/SA) or related field with more than 20 years overall military experience.  Advanced Military Studies Program (SAMS) or equivalent program attendance and degree preferred.  Teaching experience at military Command and Staff College level or higher preferred. 
 
Responsibilities 
 
1.  Onsite Study Team/Working Group Analysis and Management:
     a.  Provide onsite support as program manager¿s representative and subject matter expert (SME) to lead study team in the planning and conduct of study analysis and training exercises for the NATO CBRN Center of Excellence.
    b.  Conduct and manage working group activities to accomplish established goals.
    c.  Coordinate with COE Director, COE Department Managers, Czech MOD staff, Alion personnel and other sub-contractor support to integrate the support activities to successfully complete the assigned study analysis/training exercise.
    d.   Provide advice to Alion Program Manager, COE Director, COE personnel and Chief, US Office of Defense Cooperation (ODC) on the conduct study and training operations.

2.  Oversight and Mentoring of M&S Cell Staff Personnel:
     a.  Provide oversight of the training of the CBRN COE M&S cell personnel.
     b.  Mentor the M&S cell personnel in the conduct of their various jobs and functions.
     c.  Assist the M&S cell personnel in the coordination of study and training.

3.  Training and Establishment of Standard Operating Procedures:
     a.  Lead the development effort of a Standard Operating Procedure (SOP) manual that will establish routine procedures for the planning and conduct of activities within the M&S cell.
     b.  Mentor M&S cell personnel in SOP update process.

4.  Program Management Assistance:
     a.  Assist Alion Program Manager in development of study plans and training exercise documents and after action reports as required.

Essential Job Functions

1. Work from schedules and instructions from superior as to general
course or presentation requirements and parameters and in close
cooperation with Engineering, Production, Quality Assurance and other
pertinent departments and personnel in the accumulation of technical and
general subject material.  Prepare and submit short and long range
course schedule for review and/or approval; make recommended changes.
2. For approved courses, develop and prepare all necessary curricula
outlines and classroom presentations; obtain and correlate all required
training and illustrative material and equipment. 
3. As directed, confer with various art, photographic and other company
personnel as necessary in the design and development of charts, photos,
movies and other presentative material; as approved, obtain commercially
available or developed material. 
4. Prepare and submit finished course outlines and/or individual
lectures for review and approval. 
5. Prepare and present similar orientation and training sessions in the
proper completion and handling of warranty claims, service reports and
similar administrative documents and procedures.
6. Conduct classes for company, distributor and/or customer personnel in
service, maintenance and repair operations and procedures for all
current and past company product cranes and/or components.
7. Conduct similar training and instructional courses or sessions at
distributor locations as assigned, either within or outside of the
continental limits.
8. Maintain continuing contact with various company departments and
personnel to keep abreast of new products, components and techniques;
distributor and other field personnel to obtain information as to
service and parts requirements, field problems and other related
matters.
9. Personally participate in and/or observe crane and component repair
operations as necessary to obtain required technical data for training
programs or to develop or demonstrate more efficient service and repair
procedures and techniques.

Job Requirements/Working Conditions

1. Experience in a related field operating, rigging, and assembling
cranes.
2. Strong presentation, communication, writing, and interpersonal
skills.
3. Ability to prepare and conduct effective training programs and
materials.
4. Strong computer background. 
5. Willing to travel to Regional and site specific classes.
6. Thorough knowledge of training methods and techniques, visual aids.

7. Familiar with product cranes and componentry, basic service and sales
practices documentation. 
8. Sufficient general background to deal with all levels of personnel in
a creditable manner. 
9. Equivalent to technical, theoretical and professional training
comparable to 4 years' college.
10. Travel required 35%.

Job Description – Conduct system evaluation efforts for passive and
active Surface Combatant Sonar Systems. Evaluation efforts will be

Duties – Conduct detailed acoustic analysis and event reconstruction of
tactical sensor employment exercises. Plan data collection

managers, sponsors and operational users. Maintain strong skills in the
employment and operations of Surface Combatant and Surveillance Sonar
systems to provide direct support during at sea exercises. Participate
in acquisition sponsor and R&D sponsor peer review groups.

Provide peer review groups with Fleet perspective and utilize Fleet
experience to develop new algorithms/systems and to evaluate candidate
algorithms/systems. Participate in performance assessment (laboratory
and at-sea) of algorithms and sonar systems using APL-developed analysis
and metrics software. Prepare detailed briefings and reports documenting
results. Brief results and peer groups, and sponsors. Work closely with
the Program Office on new business development.

Requirements

Required – Possess extensive background in LOFAR and Pulse Analysis,
ACINT Data Collection, event reconstruction and training associated with
the detailed operational employment of Surface Warfare SONAR systems
and/or Surveillance SONAR systems.
Possess a detailed knowledge in Sonar signal processing and system
employment. Possess strong communication, writing and presentation
skills.

Desired – Possess NEC 0416 (ACINT Specialist) qualification and be
Surface Warfare designated. Candidate should be willing and physically
able to support at Sea Test and Evaluation. Possess experience in
evaluation of fleet sonar performance.

SOAP, WSDL, Struts, JMS, Ant, CVS.

Software development expertise to include object-oriented design and

Experience with database design and modeling is desired, preferably with
