Experience working at the COO-equivalent level in an organization.  Excellent communication, presentation and interpersonal skills.  Executive-level business experience preferably associated with government acquisition.  Demonstrated business sense to include strategic planning and metrics development and monitoring.  Experience in change management.  Ability to address complex programmatic issues and recommend courses of action.  Ability to work independently to achieve organizational goals and objectives.  Knowledge of Federal regulations and supplemental acquisition regulations of government agencies.  Strong analytical abilities; detail oriented.   Skilled with Microsoft Office (Word, Excel and PowerPoint).  Experience in providing executive-level administrative support including travel and calendar maintenance.  Experience within DoD and Air Force organizational structure highly desirable.  Master¿s degree in related discipline plus 10 to 15 years of directly related experience in a government or industry acquisition environment including supervisory/management experience. 

 

Responsibilities 

Provide direct support to COO-level government executive.  Works with minimal staff to coordinate a broad range of staff, programmatic, and service functions that provide support, service and assistance to the principal.  Supports metric development, implementation, and monitoring related to acquisition goals, policies, programs and practices. Recommends changes/revisions to organizational capabilities and supports strategic planning activities.  Supports the principal activities as a change agent, investigator, and program review authority.  Regularly interfaces with organization's executive leadership.  Represents the organization at the behest of the principal.  Developmental position with advancement opportunities.

Job Description/Essential Functions:

In support of the Stratospheric Observatory for Infrared Astronomy (SOFIA) Project at NASA Ames Research Center we are looking for a talented and motivated Senior Project Scheduler to join us in support of the SOFIA Science Systems Engineering and Integration Team. This position will support the continued development of several schedules that will be integrated to support a mature science research project. Proficient-to-expert in MS Project and Excel is essential.

 

We are looking for candidates who have a wide experience analyzing critical paths, assessing delays and implementing recovery and/or acceleration plans. Additional attributes should include self-motivated, excellent work prioritization skills, highly reliable team member and proven project schedule leadership capabilities.

Specific responsibilities include:

 

' Oversee all phases of scheduling and serve as the primary client contact, helping define client requirements and helping establish project approach.

' Ensure that all required information related to the completion of the project is obtained and integrated into the project multi-year schedule, starting at the work breakdown structure (wbs) level and working up to the fully integrated Science Project level schedule.

' Coordinate development of multiple schedules and shift priorities as needed to accommodate various customers' needs while meeting scheduled delivery dates.

' Interact effectively with program and wbs managers as well as technical staff across the Science Project team to complete integrated schedules in a minimal period of time.

' Manage updating of schedules to meet evolving project requirements.

' Provide periodic status reports as requested to keep the schedule owners appraised of the schedule activity.

 

Required Qualifications:

We are looking for candidates with wide experience in:

 

' Constructing an effective logic-based network schedule

' Understanding how MS Project calculates the critical path and float/slack

' Resource leveling

' Integrating schedules (time), cost, and scope

' Supporting “what if” analyses and provide potential solutions for resolving late completion forecasts.

 

We are seeking candidates with the following qualifications:

' B.A/B.S. in an engineering or business discipline or equivalent experience.

' 10 years related experience.

' Demonstrated problem solving, negotiating and conflict resolution skills.

' Excellent oral and written communication skills with strong presentation skills

' Experience with Earned Value Management Systems (EVMS) a plus.

' U. S. Citizenship required.

According to the latest Paraglide, the paper was published by the PAO office with an off-base printer through this past week. The latest issue has nothing about the pending change; but four of the nine editorial positions were vacant, so somebody must have known something.

Some questions that come to mind: Is this type of abrupt switch normal these days?  Do the other five have any chance of keeping their jobs?

There's no sign of retention from the positions Landmark is trying to fill; but putting out next week's paper cold without the old staff seems rather daunting.

By the end of this week some 16 journalists will be available up the road in Raleigh. The SPJ website reported Thursday folks at The News & Observer were told about the cuts last Monday, along with news that the Raleigh newspaper will consolidate coverage with The Charlotte Observer. The cuts are in addition to buyouts earlier this year.
