The SNA Greater Washington Chapter is honored to let our members know
about the upcoming Battle of Vella Gulf 65th Anniversary celebration.
The event will be held at the Hyatt Regency Crystal City on August 7-10,

I, too, have been a CACO.  And I escorted my XO's remains from Hickham AFM to Philadelphia when I was an Ensign.  In the TWA cargo terminal at PHL I saw two young men laughing.  One points to the casket and says, “Hey look, a stiff!”  I walked over to them in my dress blues and held out the flag I was carrying home to LT. Chris Rinko's family and said, “Would you please help me place this over the casket?”

 

That shut them up.)

Children ages 5-12 can make periscopes, Jack Tar puppets, scrimshaw, sailor valentines and naval officer hats.

6 Bells Author Event

A Sailors History of the U.S. Navy with author Tom Cutler

 

Adopted by the U.S. Navy for issue to all new Sailors, A Sailor’s History of the U.S. Navy brings to life the events that have shaped and inspired the Navy of today while highlighting the roles of all Sailors—from seaman to admiral. Rather than focus entirely upon such naval icons as Stephen Decatur and Chester Nimitz, as most histories do, author Thomas J. Cutler, a retired lieutenant commander and former second class petty officer, brings to the forefront the contributions of enlisted people. You’ll read about Quartermaster Peter Williams, who steered the ironclad Monitor into history, and Hospital Corpsman Tayinikia Campbell, who saved lives in USS Cole after she was struck by terrorists in Yemen.

 

As Cutler states in his preface, the book is not a whitewash.  He includes mistakes and defeats along with the achievements and victories as he draws a portrait of a Navy growing stronger and smarter while turning tragedy into triumph.  The result is a unique account that captures the Navy’s heritage as much as its history and provides inspiration as well as information while emphasizing that most essential element of naval history:  the Sailor.

– MSO Port Operations at any of the 13 major commercial strategic/power projection seaports (San Diego, CA, Beaumont, TX, Jacksonville, FL, etc.)

– Member of a Port Readiness Committee and experienced in the planning and supporting of the movement and throughput of personnel, supplies and equipment through a seaport.

 

Required Qualifications are functional and working knowledge of:

– Planning and preparation of unit personnel, supplies and equipment for overseas movement in support of a Regional Combatant Commander (i.e., U.S. Central Command for Operation Iraqi Freedom, etc.)

– Familiar with the USCG Supply and Logistics standards, concepts, practices, policies, procedures and systems.

 

Desired skills: 

– Supply and logistics inventory and maintenance information technologies and supporting processes.

– Activities associated with acquiring, sustaining, and retiring the components of capability: people, information supplies/equipment and systems. 

 Responsibilities 

 Under the supervision of a project, program, and/or division manager, or more senior analyst, and within the scope of work derived from a contract with a government customer, performs assignments requiring the analysis and synthesis of systems and projects.  Utilizes effective theory, concepts and principles in the implementation of analytic models and systems.  Is familiar with the field and certain client communities.  Anticipates future requirements.  Assists in evaluating plans for various projects or program activities to meet requirements.  Possesses familiarity with applicable operational mission areas and national defense requirements.

 

Assists in developing problem resolution options based on knowledge of the situation, utilizing quantitative and qualitative theory and principles to develop viable options.

 

1. Assists senior analysts in providing optional solutions to commercial and government staff, based on analysis that utilizes accepted theory, principles and methods.

2. Operates in multinational, interagency, joint, and service unique environments.

3. Applies operational background, as well as academic understanding of analytic theory and principles, during joint and combined operations at tactical, operational and strategic levels of warfare to assist in solving current and/or future mission needs or to correct problem areas.

4. Assists in developing operational ideas in specialty area, and carries out effective implementation schemes, Assists in preparing or coordinating the preparation of proposals as required.

5. Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

6. Under supervision of senior analysts, monitors standards for the quality of programs and documents. Assists in the resolution of project and program priorities. Assures quality control throughout all contract activities.

7. Assists in developing and executing budgets, work breakdown structures and other management procedures as required to monitor and control smaller projects.

8. Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

9. Maintains and complies with security procedures in the performance of duties.

The Reserve Officers Association is a 66,000-member, professional association of officers, former officers, and spouses of all the uniformed services of the United States, primarily the Reserve and National Guard.  It is a congressionally chartered Association that advises the Congress and the President on issues of national security on behalf of all members of the Reserve Components.

The Congressional Budget Office (CBO) is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO's Budget Analysis Division seeks a manager to direct its Defense, International Affairs, and Veterans’ Affairs Cost Estimates Unit. The 12-person unit is responsible for preparing multi year budget projections, producing cost estimates for legislation and policy studies, and providing ongoing assistance to Congressional committees in the preparation of legislation. This unit’s work encompasses:

• Defense issues and proposals, including the cost of overseas military operations, development/procurement of weapon systems, and changes in military pay and benefits;

• International affairs, including foreign aid and international finance programs; and

• Veterans’ programs, including health care, education, housing, and disability compensation.

The unit chief will be responsible for organizing, overseeing, and reviewing the unit’s work to produce high-quality, nonpartisan analyses and estimates, often within tight deadlines. Those responsibilities include coordinating, reviewing, and editing numerous CBO cost estimates for the annual defense authorization bill and for many proposals affecting veterans and foreign assistance programs. Effective communication with Congressional staff is essential to success in this process. The unit chief will also coordinate the preparation of 10-year baseline spending projections and analyses of the President’s budgetary proposals for the program areas covered by the unit. In addition, the unit chief will oversee cost analyses for a wide range of defense policy studies and budget options involving weapon systems and military force structure.

Qualifications: Candidates for this position should possess superior analytical skills and leadership qualities to manage and motivate a highly skilled staff. Strong communication skills are necessary, especially the ability to communicate complex material clearly and concisely, both orally and in writing. Familiarity with one or more of the unit’s three major program areas, experience in working with federal budget issues, and knowledge of the Congressional budget process are desirable. Applicants should have an advanced degree in public policy/administration, economics, mathematics, or a related field. This position requires U.S. citizenship; the incumbent will be required to obtain and maintain a Top Secret security clearance.

Minimum educational and work-related experience requirements are: Bachelor’s degree in Electrical, Mechanical or Industrial Engineering, Planning/Resource Utilization or an equivalent combination of education and experience. Experience with program planning and estimation is required. Experience in MS Project, Earned Value Management, MS Office and government research, development and acquisition practices is desired. Chris Rinko's family and said, “Would you please help me place this over the casket?”

A Sailors History of the U.S. Navy with author Tom Cutler

 

Adopted by the U.S. Navy for issue to all new Sailors, A Sailor’s History of the U.S. Navy brings to life the events that have shaped and inspired the Navy of today while highlighting the roles of all Sailors—from seaman to admiral. Rather than focus entirely upon such naval icons as Stephen Decatur and Chester Nimitz, as most histories do, author Thomas J. Cutler, a retired lieutenant commander and former second class petty officer, brings to the forefront the contributions of enlisted people. You’ll read about Quartermaster Peter Williams, who steered the ironclad Monitor into history, and Hospital Corpsman Tayinikia Campbell, who saved lives in USS Cole after she was struck by terrorists in Yemen.

 

As Cutler states in his preface, the book is not a whitewash.  He includes mistakes and defeats along with the achievements and victories as he draws a portrait of a Navy growing stronger and smarter while turning tragedy into triumph.  The result is a unique account that captures the Navy’s heritage as much as its history and provides inspiration as well as information while emphasizing that most essential element of naval history:  the Sailor.

Required Qualifications are functional and working knowledge of:

– Planning and preparation of unit personnel, supplies and equipment for overseas movement in support of a Regional Combatant Commander (i.e., U.S. Central Command for Operation Iraqi Freedom, etc.)

– Familiar with the USCG Supply and Logistics standards, concepts, practices, policies, procedures and systems.

 

Desired skills: 

– Supply and logistics inventory and maintenance information technologies and supporting processes.

– Activities associated with acquiring, sustaining, and retiring the components of capability: people, information supplies/equipment and systems. 

 Responsibilities 

 Under the supervision of a project, program, and/or division manager, or more senior analyst, and within the scope of work derived from a contract with a government customer, performs assignments requiring the analysis and synthesis of systems and projects.  Utilizes effective theory, concepts and principles in the implementation of analytic models and systems.  Is familiar with the field and certain client communities.  Anticipates future requirements.  Assists in evaluating plans for various projects or program activities to meet requirements.  Possesses familiarity with applicable operational mission areas and national defense requirements.

 

Assists in developing problem resolution options based on knowledge of the situation, utilizing quantitative and qualitative theory and principles to develop viable options.

 

1. Assists senior analysts in providing optional solutions to commercial and government staff, based on analysis that utilizes accepted theory, principles and methods.

4. Assists in developing operational ideas in specialty area, and carries out effective implementation schemes, Assists in preparing or coordinating the preparation of proposals as required.

5. Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

6. Under supervision of senior analysts, monitors standards for the quality of programs and documents. Assists in the resolution of project and program priorities. Assures quality control throughout all contract activities.

7. Assists in developing and executing budgets, work breakdown structures and other management procedures as required to monitor and control smaller projects.

8. Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

9. Maintains and complies with security procedures in the performance of duties.

The 12-person unit is responsible for preparing multi year budget projections, producing cost estimates for legislation and policy studies, and providing ongoing assistance to Congressional committees in the preparation of legislation. This unit’s work encompasses:

• Defense issues and proposals, including the cost of overseas military operations, development/procurement of weapon systems, and changes in military pay and benefits;

• International affairs, including foreign aid and international finance programs; and

• Veterans’ programs, including health care, education, housing, and disability compensation.

The unit chief will be responsible for organizing, overseeing, and reviewing the unit’s work to produce high-quality, nonpartisan analyses and estimates, often within tight deadlines. Those responsibilities include coordinating, reviewing, and editing numerous CBO cost estimates for the annual defense authorization bill and for many proposals affecting veterans and foreign assistance programs. Effective communication with Congressional staff is essential to success in this process. The unit chief will also coordinate the preparation of 10-year baseline spending projections and analyses of the President’s budgetary proposals for the program areas covered by the unit. In addition, the unit chief will oversee cost analyses for a wide range of defense policy studies and budget options involving weapon systems and military force structure.

Qualifications: Candidates for this position should possess superior analytical skills and leadership qualities to manage and motivate a highly skilled staff. Strong communication skills are necessary, especially the ability to communicate complex material clearly and concisely, both orally and in writing. Familiarity with one or more of the unit’s three major program areas, experience in working with federal budget issues, and knowledge of the Congressional budget process are desirable. Applicants should have an advanced degree in public policy/administration, economics, mathematics, or a related field. This position requires U.S. citizenship; the incumbent will be required to obtain and maintain a Top Secret security clearance.

…To the American packet steamer Sultana, which suddenly exploded and sank in the Mississippi River near Memphis on April 27, 1865? Estimates of the loss of life range from 1,450 to 2,200. Almost all of the victims were exchanged federal prisoners of war on their way home from Confederate camps.

Windows XP Pro operating system, Oracle database, .NET, Office, and
commercial-off-the-shelf (COTS) applications and software products. Expert
knowledge of IA products and IA-enabling products such as PKI, VPN,
Firewalls, Intrusion Detection Systems, etc., is expected. They will provide
IA analysis related to the design, development and implementation of
software operating systems for products including, but not limited to,
utility software, development software, network and computer communications
software.

General Experience: Seven (7) year of progressive functional experience
related to the technical areas included in Section C. Most recent experience
must have occurred with the past three (3) years. Specialized Experience:
Three (3) years of this functional experience must have included management
responsibility for large projects related to the individual's subject matter
expertise and must have occurred in the last five (5) years. Functional
Responsibility: Serves as a subject matter expert in areas relevant to the
project. Provide guidance to the technical staff on the functional
procedures/processes/policies reflecting detailed knowledge of technical

systems software which have been identified by the SMC. Report all findings

-Support and cross-train Government employees within the Datacom/Adabse/M204
team. The Government will pay for any necessary training materials.

– Support SMC Mechanicsburg efforts to establish assured computing through
the use of data sharing, SMS, and parallel sysplex among other techniques.

– Keep software and DBMS environments in compliance with the Security
Technical Implementation Guide (STIG). This includes but is not limited to
keeping software at a vendor supported version, applying necessary security
software patches within the required timeframe, and maintaining required
documentation as outlines in the STIG.

Typically performs one or more of the following assignments: (1) develops and adapts photographic equipment or processes to meet new and unprecedented situations, e.g., works with engineers and physicists to develop and modify equipment for use in extreme conditions such as excessive heat or cold, radiation, high altitude, under water, wind and pressure tunnels, or explosions; (2) plans and organizes the overall technical photographic coverage for a variety of events and developments in phases of a scientific, industrial, medical, or research project; or (3) creates desired illusions or emotional effects by developing trick or special effects photography for novel situations requiring a high degree of ingenuity and imaginative camera work to heighten, simulate, or alter reality.

Independently develops, plans, and organizes the overall technical photographic aspects of assignments in collaboration with operating officials who are responsible for project substance. Use imagination and creative ability to implement objectives within the capabilities and limitations of cameras and equipment. Exercise limited control over the substance of events to be photographed by staging actions, suggesting behavior of the principals, and rehearsing activities before photographs are taken.

Successful candidate will have completed a government security investigation and must meet eligibility requirements for access to classified information.

Knowledgeable in media production and direction, script writing, and the operation of the above mentioned production equipment sufficient to create quality video programs. Plans and develops video programs by transforming training and other objectives into production ideas requiring the determination of format, approach, content, and level of presentation. Plans and schedules productions: cast, crew, sets, props, wardrobes, etc. Directs and assists staff to fabricate sets, props, and wardrobes, as needed, and secures permits, consents, and releases to meet the legal requirements for videotaping persons and places. Writes, produces, and directs programs using the media of slides, sound, and motion pictures. Requires Bachelor's degree (in Communications or related field) or equivalent, and five to seven years of related experience.
