***  Greater Washington Chapter Surface Navy Association Wounded Warrior
Project

For the past two years, the Greater Washington Chapter of the Surface Navy Association has conducted a campaign to assist our wounded shipmates recovering at the National Naval Medical Center in Bethesda, MD.  We collected more than 800 DVDs for the Sailors and marines to enjoy during their recuperation.  The following year we collected funds and donated 155 portable DVD players.

This year we want to do something very meaningful for those of our
shipmates limited in their ability to get out and around the Washington area during their convalescence.  We have determined that Operation Second Chance provides many valuable services to military men and women, and would greatly benefit from a conversion van equipped too transport wheelchair patients in and around the D.C. area to attend sporting events, concerts, and other wise get out and about.

This is an expensive proposition, but very important for those men and women who are virtually stuck in the hospital.  We have carefully looked at Operation Second Chance and are very impressed with the organization and the services it provides.

Therefore, SNA GWC is seeking to help OSC raise $30,000 to purchase a conversion van modified by Adaptive Mobility Systems, Inc. (AMS Vans).  Please indicate your contribution at the SNA website:

https://www.navysna.org/Events/OperationSecondChance.asp

This will take you directly to the OSC website fundraising page for
donations.  (When prompted “How did your hear about OSC?” click on
Surface Navy Association.)  Your donation will be made directly to OSC, but we want to track our progress so we can follow our progress to attaining our $30,000 goal.

Our goal is to help OSC raise the $30,000 by December 15th.  If we
exceed the $30,000, the additional funds will be available to OSC for insurance, registration, maintenance and operating costs for the van.

Please be generous, and share this appeal with others who share your
concern for those shipmates who had made a very great sacrifice in
service to their nation and security and freedom everywhere.

Agencies urge Congress to act on threat posed by stateless sublike watercraft

By Katherine McIntire Peters

On Friday, senior officials from agencies at Homeland Security, Justice and the Defense departments, and the White House urged lawmakers to act on legislation that would criminalize the operation of stateless self-propelled semisubmersible vessels before Congress adjourns on Sept. 26.

Twice in the previous six days, the Coast Guard boarded such submarinelike craft loaded with cocaine bound for the U.S. market. Both vessels, which are about 60 feet long and can be underway for several thousand miles, were built in Colombia and used sophisticated electronics, Coast Guard officials said.

The concern is such vessels, known as SPSS craft, could be used to ferry weapons of mass destruction to the United States. They are difficult to detect on radar and relatively easy to build and operate. Officials estimate more than 32 percent of all cocaine smuggled into the country now is transported this way.

(Think this will help?)

Of course it will.  Would anyone dare using one of them if they knew that they'd face certain prosecution?    Why, if only there had been a law on the books prohibiting the use of commercial airliners as lethal missiles, 9/11 would have never happened.

2.)  Senior Marketing Advisory Board

I am in the process of helping a client put together a senior marketing advisory board. The company builds and sells electronic devises that enhance personalized micro-displays/viewers. The company is targeting the military markets, commercial training and simulations (medical scoping, flight simulation, quality training) and the consumer market in the area of video gaming, retail brands, advertising tie-ins and mobile devises (i-Pods, PSP's, PDA's)

We are seeking experts who can serve on their advisory board and be
compensated with stock/cash. We seek people in each category of military, commercial and consumer markets.

Can you recommend individuals that would fall into military/government category? I would need their names, contact info and a brief thumbnail bio.

For example a perfect person for the military would be a retired senior officer of procurement from one of the branches of the armed services or a senior VP sales director for defense contractor.

Any ideas would be great. Thank you in advance. I realize and recognize this is a hard one and any assistance would be appreciated.

***  Greater Washington Chapter Surface Navy Association Wounded Warrior
Project

For the past two years, the Greater Washington Chapter of the Surface
Navy Association has conducted a campaign to assist our wounded
shipmates recovering at the National Naval Medical Center in Bethesda,
MD.  We collected more than 800 DVDs for the Sailors and marines to
enjoy during their recuperation.  The following year we collected funds
and donated 155 portable DVD players.

This year we want to do something very meaningful for those of our
shipmates limited in their ability to get out and around the Washington
area during their convalescence.  We have determined that Operation
Second Chance provides many valuable services to military men and women,
and would greatly benefit from a conversion van equipped too transport
wheelchair patients in and around the D.C. area to attend sporting
events, concerts, and other wise get out and about.

This is an expensive proposition, but very important for those men and
women who are virtually stuck in the hospital.  We have carefully looked
at Operation Second Chance and are very impressed with the organization
and the services it provides.

Therefore, SNA GWC is seeking to help OSC raise $30,000 to purchase a
conversion van modified by Adaptive Mobility Systems, Inc. (AMS Vans).
Please indicate your contribution at the SNA website:

https://www.navysna.org/Events/OperationSecondChance.asp

This will take you directly to the OSC website fundraising page for
donations.  (When prompted “How did your hear about OSC?” click on
Surface Navy Association.)  Your donation will be made directly to OSC,
but we want to track our progress so we can follow our progress to
attaining our $30,000 goal.

Our goal is to help OSC raise the $30,000 by December 15th.  If we
exceed the $30,000, the additional funds will be available to OSC for
insurance, registration, maintenance and operating costs for the van.

Please be generous, and share this appeal with others who share your
concern for those shipmates who had made a very great sacrifice in
service to their nation and security and freedom everywhere.

For information about SNA, visit  www.navysna.org.

For information about OSC, visit

*** I received a lot of feedback on my “Linseed Oil” 9/11 tribute to Micheal Noeth.

Read it here:

http://www.new.facebook.com/inbox/readmessage.php?t=1006363358850&mbox_pos=0

***  From Donna Foley:

Dear Ned,

Thanks for sharing your story — the story of Michael Noeth. I didn't
“enjoy” reading it, because it was bittersweet, but I appreciated it. (Some
day I'm going to figure out a word to use for “enjoy” when that word just
isn't really appropriate. Do you have any suggestion? 🙂

No doubt you already know this, but scientists have discovered that our
sense of smell is absolutely our most powerful sense in terms of the effect
it has on us (even for those people who don't have what we call “a good
sense of smell”).  For instance, apparently we choose our mates, ultimately,
based on their smell.  We can see someone, find them extremely attractive to
look at, but once we are up close and personal, if they don't smell good to
us (and most people aren't even aware of this going on) we are no longer
going to find them attractive.

When I cleaned out my Dad's house after his death, it was the smell of his
belongings that brought him back to me, vividly, rather than photos or
mementos.

In my teens, I lived with a Moslem family in Jakarta, Indonesia,(through the
American Field Service program) as if I was their own daughter.  Indonesians
make and wear batik clothing.  Their batik is the most beautiful and
intricate of all the varieties made by many different cultures.  Also, the
cloth has a distinctive (pleasant) smell to it.  To this day, (I'm 48 now),
if I smell batik, I am instantly transported back to Jakarta, to the house I
lived in, to the bedroom I shared with my Indonesian sister. It is an
incredibly powerful experience.

I share this with you to let you know that I can understand your reaction to
the smell of linseed oil.  A sensitive nose, which you and I seem to share
(since you recognize the source of memories of Michael Noeth) can be both a
curse and a blessing.  Certainly, if there is a bad odor around, it can be
much more difficult for us than for others who hardly notice.  Still, I'm
comforted by the thought that I'll never sleep through my house being on
fire!  But the power our sense of smell has to evoke brilliant memories —
of both people and places — is certainly a blessing.  I'm sure that Michael
is pleased that when you smell linseed oil, you think of him.

Thanks for ALL that you share with JOTW and DEFCON members.

With a heartfelt, personal tribute to those whose lives were lost on 9/11,
and prayers for their families, I am,

Yours truly,

Donna Foley

Surface Navy Association

Wounded Warrior Project

For the past two years, the Greater Washington Chapter of the Surface Navy Association has conducted a campaign to assist our wounded shipmates recovering at the National Naval Medical Center in Bethesda, MD.  We collected more than 800 DVDs for the Sailors and marines to enjoy during their recuperation.  The following year we collected funds and donated 155 portable DVD players.

This year we want to do something very meaningful for those of our shipmates limited in their ability to get out and around the Washington area during their convalescence.

This will take you directly to the OSC website fundraising page for donations.  (When prompted “How did your hear about OSC?” click on Surface Navy Association.)  Your donation will be made directly to OSC, but we want to track our progress so we can follow our progress to attaining our $30,000 goal.

Our goal is to help OSC raise the $30,000 by December 15th.  If we exceed the $30,000, the addition funds will be available to OSC for insurance, registration, maintenance and operating costs for the van.

Please be generous, and share this appeal with others who share your concern for those shipmates who had made a very great sacrifice in service to their nation and security and freedom everywhere.

Special 9/11 Issue of DEFCON-1

Special issue:  Defense Career Opportunities Newsletter – DEFCON 1 Newsletter for 11 September 2008

www.nedsjotw.com

<?xml:namespace prefix = o ns = “urn:schemas-microsoft-com:office:office” />

This is a special issue

Today is a day that all Americans should be flying their flag.  It is also a day to reflect and remember.  We were all affected by the events of 9/11.  And we should never forget how we felt on that day, and the days immediately after the attack.

This is what I remember, and what I choose to reflect upon every year on this day.  You will indulge me, I hope, because it is necessary for me to share this with others, and share it every year on this day for as long as I can do so.

*** Linseed oil:

Some things have an evocative smell.

A few years ago, the executive officer of a frigate based at Pearl
Harbor called my staff at the <?xml:namespace prefix = st1 ns = “urn:schemas-microsoft-com:office:smarttags” />Naval Media Center. They had a Sailor
aboard the ship who wanted to be a draftsman.

The “undesignated seamen” or SN on a ship usually work in the deck
force, chipping paint and handling lines. As they see what's
professional opportunities are available on board, they can “strike” for
a rating, like Radioman or Quartermaster. A “Striker Board” will
convene and review the needs of the ship, and the desires of the
individual. If the Sailor is squared away, has done a good job with the
deck force and the ship needs a Quartermaster (QM), for example, he or
she can strike for that rating, and becomes a QMSN.

SN Michael Noeth wanted to be a Draftsman. The DM rating was and is one
of the smallest ratings in the Navy. There are very few of them
compared to Gunner’s Mates or Machinist’s Mate, and certainly none
aboard a frigate. In this case, the executive officer wanted to do
something good for his Sailor. In spite of the fact that the ship was
about to deploy for six months, the XO called us and asked if his Sailor
could come and work with us to learn the DM rating and be able to take
the DM test for Third Class Petty Officer. If he passed, he could
become a DM3. If not, he could return to the ship and eventually strike
for another rating. For our part of the deal, we had to cover his
travel expenses.

So, SN Michael Noeth came to work for us. He was placed under the
expert tutelage of our First Class Draftsman, DM1 Rhea Mackenzie.
Seaman Noeth quickly made himself at home in a back corner of the All
Hand magazine spaces. And it was here he set up his easels, canvasses
and paints. When I would come by, which was often, I could smell the
linseed oil he used for his brushes long before I reached his work area.
He would have various canvasses and illustrations that he was working
on posted around his desk, as well as
examples of artwork he wanted to emulate.

He learned his trade from an experience draftsman, created artistic
content for the magazine, and became a well-like and contributing member
of the command. At our Halloween party, he came in second place in our
costume contest. He was a dead ringer “Alex” from Clockwork Orange, and
was topped only by an even more convincing Cruella Deville from 101
Dalmatians.

Whenever I got near his work area I would be greeted by the smell of his
linseed oil, and I knew I would be in for some kind of surprise. Seaman
Noeth painted the cover for several All Hands magazines. Top see him
tackle these assignments was a joy, probably because he was enjoying his
work, and appreciative of the opportunity. On my visits, I would see
the many versions and sketches he was working on, and I could see it all
come together with the finished product.

He took the advancement exam and passed it. As his six-month temporary
assignment came to an end, his command allowed him to transfer to my
command on a permanent basis as they did not have any billets for a
draftsman, and we did. Soon, he moved on to other Navy assignments as a
Draftsman, all because his ship wanted to give him a chance to realize
his dream, and my command wanted to help him get there. But most of
all, because he deserved it.

He did, indeed, become a talented Navy illustrator and draftsman. He
was assigned to the Navy Command Center where he skillfully created
briefings and presentations for Navy leadership. He was doing just that
on September 11, 2001, when terrorists forced an airliner to crash into
that building.

I will remember a bright, ambitious, creative young striker whenever I
smell linseed oil.

attack, visit www.navy.mil.)

***  What role do OPVs have to play in the current maritime security
domain?

OFFSHORE PATROL VESSELS 2008
September 29 – 2 October, 2008
Cotone Congressi Genova, Genoa, Italy
www.offshorepatrolvessels.com

Dear Captain Lundquist,

Naval budgets continue to constrict. Maritime security feeds further
more into plans for preserving national security. For many, the answer
lies in increasing hull numbers by building smaller ships. The questions
remain though:

– Do OPVs have any useful role to play inactual combat conditions?
– What is the optimum balance between capability and cost for an OPV?
– What is the best combination of deployable assets for OPVs?

The 3rd annual OPV conference in Genoa, 29th September – 2nd October
2008 will seek to help you answer these questions with your global
peers.

The full conference agenda is now available for download at
