Responsibilities

Working on site with shipbuilder team and as part of an overall project management team, incumbent will build effective relationships and integrate with shipbuilder public relations manager and their organization. Assist shipbuilder and program with scheduling, preparation, execution, and follow up for VIP visits. Establish communication links with Program Office and Headquarters PAO. Review lessons learned from earlier and on going programs. Research requirements and assist with coordination and development of shipbuilder and program VIP briefings. Will manage office facility, assisting with access, visitor control, and operations, responsible for office equipment, budget, and facility operational requirements. Assist other members of the Project Management team with building an effective and responsive on site support team.

Qualifications

Seeking a highly organized manager with program communications and briefing development experience able to carry out a wide range of programmatic, operational, and administrative tasks.

Bachelor's degree in related discipline with minimum of 5 years directly related experience in technical program planning, administration, budgets, and development. Educational requirements may be adjusted or waived for more than 10 years of applicable work experience. Work experience may be adjusted based on education, or highly specialized knowledge or applicable experience.

Candidates must demonstrate the ability to exercise considerable judgment, initiative, discretion, and independence. Must have the ability to work in a fast-paced, sometimes stressful, environment with tight deadlines and demands. Will be required to interact with senior level staff and VIP visitors. Must have excellent communication and interpersonal skills — must be able to communicate clearly, tactfully, and persuasively, both orally and in writing. Must be professional, tactful, and diplomatic at all times and must have a sound knowledge of official and social protocol requirements. Must have a working knowledge of office administration and operations such a planning, scheduling, budgeting, and managing. Demonstrated knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint, with prior experience developing executive level briefs in the shipbuilding or related industry preferred.

Ability to obtain Secret security clearance.

Performs complex and advanced engineering work in design, evaluation, planning, testing and operation in support of system and product development, engineering analysis and research for one or more programs.

Provides technical advisory and consulting expertise to programs and projects under development, acting as a recognized authority in the appropriate scientific field. Provides engineering subject matter expertise, guidance and work leadership to technical staff and other internal groups. Serves as a technical specialist for the organization in the application of advanced theories, concepts, principles, and processes.

Serves as program technical team lead. Prioritizes technical issues, plans technical approach, and works with program managers to develop schedules and staffing plans to support program delivery milestones.

Supports program risk identification and management activities. Coordinates the application of the organization¿s technical resources when required.

Develops and provides final technical review of major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.

Conducts independent technical investigations and provides impact assessments and design recommendations to clients. Provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.

Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts. Develops related briefings and provides understandable and compelling presentations of technical ideas / proposals.

Complies with applicable quality and security procedures in the performance of duties. Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.
Qualifications
Master¿s degree in mechanical engineering plus 10 to 12 years relevant work experience. Doctorate degree preferred.

Project/program engineering experience.

In some cases, educational requirements may be adjusted or waived for more than 20 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

This position provides support for the DDG 51 Backfit Modernization MCS Software Development and Testing effort which includes oversight for, but not limited to, program management, schedule adherence, earned value management, software development metrics, software requirements management, and software testing. The employee shall interface with PMS 400F/FRC1/FRC6, LBES, other program office contract support and LMSTS by actively participating in DDG-M software milestone reviews, and program level meetings. The analyst shall monitor software development with respect to the published Integrated Master Schedule and evaluate and changes/impacts to the schedule which may have a negative impact on the program. Additionally, the employee shall review the vendor¿s earned value metrics and shall report to the PMS 400F program office any negative trends found. The analyst shall review any software development metrics published by the vendor and track progress against the advertised baseline. The employee shall address to the program office any areas of concern as related to the development metrics. The analyst shall become familiar with the baseline B1 and B2 software requirements and the overall requirements documentation being developed by the vendor. The contractor shall be available to monitor onsite software testing. The employee must participate and provide contractual and program management oversight for, but not limited to, the following meetings: Milestone review meetings like PDR, CDR, Test Readiness Reviews, etc, Software Development metrics meetings, and Requirements IPT¿s Travel as Required to following locations; Naval Sea System Command ¿ Washington D.C. and

Naval System Engineering Station ¿ Philadelphia, Pa.

deployment for one year to Iraq in support of US operations in Al Anbar

Province and periodic travel within Iraq. The position requires well

rounded journalistic experience in conducting interviews with high level

officials as well as junior military personnel, writing investigative

stories, and preparing informational and short entertainment fillers.

Stories will cover military and political operations. In addition to

print proficiency the position requires the ability to set up and

execute press conferences and handle all media formats. Coverage will

include dealing with situations of extreme distress as well as good

fortune stories. Job requirements:

Build contacts to maintain a flow of news with tenant or transient

Marines, Navy, Army, Air Force and Coalition units, and emergency

services, community organizations, press officers from a variety of U.S.

or international organizations.

Comply with strict deadlines as set by the parent news organization.

Seek out and investigate stories via contacts to produce news stories

for internal and external audiences.

Work closely with the news team, photographers and editors.

Adhere to operational security, accuracy, propriety, and policy in the

production of news products.

Experience/Credentials Required: Minimum six years experience as a

journalist. Samples of published print work or web portfolio link must

be submitted. Full resume along with support certificates and

credentials must be submitted. Must have a current Passport.

Education Required: Requires a Bachelor's degree in English, Literature,

or other related discipline.

*** Greater Washington Chapter Surface Navy Association Wounded Warrior

Project

For the past two years, the Greater Washington Chapter of the Surface
Navy Association has conducted a campaign to assist our wounded
shipmates recovering at the National Naval Medical Center in Bethesda,
MD. We collected more than 800 DVDs for the Sailors and marines to
enjoy during their recuperation. The following year we collected funds
and donated 155 portable DVD players.

This year we want to do something very meaningful for those of our
shipmates limited in their ability to get out and around the Washington
area during their convalescence. We have determined that Operation
Second Chance provides many valuable services to military men and women,

and would greatly benefit from a conversion van equipped too transport
wheelchair patients in and around the D.C. area to attend sporting
events, concerts, and other wise get out and about.

This is an expensive proposition, but very important for those men and
women who are virtually stuck in the hospital. We have carefully looked

at Operation Second Chance and are very impressed with the organization
and the services it provides.

Therefore, SNA GWC is seeking to help OSC raise $30,000 to purchase a
conversion van modified by Adaptive Mobility Systems, Inc. (AMS Vans).
