Responsibilities 
 
You will be responsible for an Aerodyne high resolution Aerosol Mass
Spectrometer (for information see

As part of your role in the team you will receive general direction as
to project goals and objectives from our management and the customer. A
major part of your duties will be to use the AMS to characterize
secondary organic aerosol (SOA) originated from the oxidation of
biogenic and aromatic and other hydrocarbons in smog chambers.
The candidate will also use the aerosol mass spectrometer to
characterize the chemical species present in the ambient atmospheric
aerosol. Candidates should have a PhD and previous experience with the
aerosol mass spectrometry. The characterization of particles shall be
studied in great detail. There will be strong collaboration with other
scientists within the atmospheric group and within our client working
group at the smog chamber. Other duties may include but not limited to
meet project objectives as well as troubleshoot problems and recommend
corrective actions for the AMS.  As part of your collaborative and team
building effort you will interpret project results and communicate
findings to supervisor, associates, and peers as well as provide
authorship of project reports, manuscripts (including peer-reviewed) and
presentations.  Other responsibilities include: developing accurate,
reliable data and timely reports; providing and executing ideas for
continuous improvements in the characterization processes.  You will be
expected to write, update and follow Standard Operating Procedures
(SOPs) as necessary along with writing quality assurance documents for
projects
 
Qualifications 
 
You have completed a PhD and are a subject matter expert in
environmental science, chemistry, physics or equivalent. You
preferentially have experience in mass spectrometry and atmospheric
science including aerosol chemistry. As a PhD candidate you have a
strong background on the Aerodyne AMS system and the characterization of
polar organic compounds. Now that is our preferred list, here is what we
must have.
At minimum a Master level and 6 yrs experience or PhD with 2 to 4 years
experience with the AMS instrument. Candidates should have a good
knowledge of aerosol science physics; chemistry, aerosol generation and
measurement mainly the organic fraction are encouraged to apply. You
like challenging science and you enjoy working in a team but you are
also able to accomplish results on your own.
We require excellent communication skills both verbal and written and
must be proficient in MS Office Word and Excel.  This position requires
someone with the following attributes: Good problem solving, team
building/mentoring, analytical and critical thinking skills, computer
proficiency including programming language, statistical software,
spreadsheet and word processing programs are a must.  Our selected
candidate will have a proven record of good technical writing and
interpersonal skills along with effective presentation background.
You must be eligible to work in the US as Citizen or permanent resident;
there is no sponsorship for this position.

copy edit, in-depth edit, comprehensive edit, or rewrite.  The editor
also possesses an intermediate to expert level of competence with
software products such as Word, WordPerfect, Excel, and PowerPoint.

The technical editor must also have good oral communications skills. He
or she may interview subject matter experts and conduct research for
writing assignments or clarify the intent of communications products
that need in-depth editing.  The technical editor will also be managing
communication product development by consulting with clients and
collaborating with graphic designers, publication designers, or others
to provide additional expertise and achieve the intent of the
communication product.

As a staff member, the technical editor will develop a broader knowledge
of Laboratory operations, and an understanding of scientific and
technology business of Laboratory programs and projects.  Through
experience and networking within Pacific Northwest National Laboratory,
the technical editor will self-market his or her services to develop a
strong customer base and maintain a workload from repeat customers and
referrals.

***  Landing a Concorde

Very interesting video, with full technical explanation by the Captain,
of how to slow a Concorde from Mach 2, begin descent (they turn OFF the
autothrottles because monitoring the engine instruments is critical
during throttle reduction, and do it manually), slowing and descending
and finally, the traffic pattern at JFK.  Note how long they maintained 350 KIAS, from
beginning the descent at 57,000' until well after leveling off at
9,000'. Also note how they increased the rate of descent while at flight
idle.

Interesting to me was how LATE in the process they finally get around to
lowering the 'visor' as he calls it (the entire nose of the Concorde
drops to allow visibility thru the forward windscreen downward to see
the runway).  They don't lower it until the same time they lower the
landing gear!

Important member of system engineering team to determine strategies, plans and dependencies in managing risks across a system of systems. Develop and implement strategies to identify potential inabilities to meet system requirements. Assess the probability and consequence of risk in design, development, integration, test, fielding and lifecycle support. Devise strategies and develop decision support analyses for critical investment in future technologies. Take a holistic view of technological and programmatic risks across programs. Required Qualifications:
We seek an individual with at least 5 years as a DOD risk analyst/process manager, who currently holds a Secret security clearance, and who has worked closely with DOD managers and engineers at all levels to implement risk control processes to support major program decisions.  Our client requires strong verbal and written communications skills and the ability to prepare and brief data, prepare reports, and prepare command level correspondences.  This individual must be able to effectively write and coordinate policy, prepare briefings, and execute presentations to senior military and government officials.  This individual must be a self starter of high integrity, be able to manage, coordinate, and complete multiple complex tasks and be to develop and present innovative solutions to complex problems.  We expect proficiency in Microsoft Word, PowerPoint, and Excel.

 

Desired Experience:

         Knowledge of deterministic and stochastic methods used in risk analysis.

         In-depth knowledge of weapons technologies and sensor phenomenology.

         Familiarity with government and commercial risk support tools.

         In-depth knowledge and skills support to DOD T&E events.

         Experience with Microsoft Project.

***  For those of you who made it to New London for the Maritime
Security Forum last Wednesday at the U.S. Coast Guard Academy, you will
agree with me that it was a superb event by all measures.

Turnout was good, especially for a first-time event.  There were more
than 400 registered attendees.  We had 13 exhibitors or sponsors.  The
presentations were first rate, with content provided by a cast of 17
active and retired flag officers, SES, and senior professionals from the
navy, Coast Guard, Canadian Forces, industry, and academia.
 
The Surface Navy Association looks to conduct this event again next
spring.

Ancient Maritime Tradition Pays Homage To Sailors & Fishermen Worldwide
       
The 18th annual Blessing of the Fleets celebration, when the fountains
on the Navy Memorial Plaza are officially turned on for the season,
follows the National Cherry Blossom Festival Parade.  Sailors from the
U.S. Navy's Ceremonial Guard will proceed across the Plaza's “Granite
Sea” to pour water from the Seven Seas and the Great Lakes into the
surrounding fountains, “charging” them to life and ushering in the
spring season

Jenny of Jenny's Side Party – Died in Hong Kong

JENNY BEM
     
Generations of sailors who visited Hong Kong will mourn the death of
Jenny. She was a much loved living legend who. for all the colony's
constant change, remained the same incomparable institution for over
half a century.

      Much of her life was an enigma. However. the authors of her
twenty-seven Certificates of Service generally agreed that she was born
in a sampan in Causeway Bay in 1917. Her mother, Jenny One, according to
her one surviving Certificate of Service, which was copied in 1946 from
an older, much battered and largely illegible document., 'provided
servicable sampans far the general use of the Royal Navy, obtained sand.
and. was useful for changing money'. She brought up her two daughters to
help her.

      Behind her perpetual great gold-toothed grin Jenny complained; “I
vcIIy chocker. All time work in sampan. N0 learn to lead or lite.” But
what she lacked in education she made up more than a hundredfold with
her immense and impressive experience in ship husbandry. her unfailing
thoroughness and apparently inexhaustible energy. her unquestionable
loyalty and integrity,
her infectious enthusiasm and her innate cheerfulness.

      Officially Jenny's Date of Volunteering was recorded as 1928. From
then until 1997, when the colony became a Special Administrative Region
of China and the Royal Navy moved out. she and her team of tireless
girls. who at one time numbered nearly three dozen, unofficially served
the Royal and Commonwealth Navies in Hong Kong by cleaning and painting
their ships. attending their buoy jumpcrs, and, dressed in their best.
waiting with grace and charm upon their guests at cocktail parties.
Captains and Executive
Officers would find fresh flowers in their cabins and newspapers
delivered daily. And many a departing officer received a generous gift
as a memento from Jenny. For all of this she steadfastly refused ever to
take any payment. Instead she and her Side Party earned their keep
selling soft drinks to the ships' companies and accepting any item of
scrap which could be found on board.

      Jenny's huge collection of photographs – too big. she said. to be
put into books – she stored in a large envelope. They dated back to the
mid 20th century and showed her in the ships she so faithfully served,
with Buffers and Side Parties, and with grateful officers. many of whom
became distinguished admirals. In two thick albums she proudly kept her
letters of reference, all without exception filled with praise and
affection for her.
One was a commendation by the Duke of Edinburgh for her work in the
Royal Yacht during her visit to Hong Kong in 1959. She has a Long
Service and Good Conduct Medal presented to her in 1938 by the captain
of HMS DEVONSHIRE, and a bar engraved 'HMS LEANDER 1975'.

      Most treasured of all Jenny's distinctions was the British Empire
Medal awarded her in the Hong Kong Civilian List of the Queen's Birthday
Honours in 1980 and with which she, formally named Mrs. Ng Muk Kah, was
invested by the Governor of Hong Kong, Sir Murray MacLehose.

      In later years Hong Kong was no longer visited by the great fleets
of battleships and cruisers which gave Jenny and her Side Party their
livelihood and she found it increasingly difficult to make ends meet.
Yet she stayed fit and always willing to undertake any work available.
To the end of the Royal Navy's presence in Hong Kong there could be seen
in the shadow of the towering Prince of Wales building within the naval
base, a small round figure in traditional baggy black trousers and
high-collared
smock, with a long pigtail and eternal smile who, regardless of time.
remained it seemed for ever – just Jenny.

      Jenny died peacefully in Hong Kong on Wednesday 18th February
2009. She was 92 years old.

*Develop and update System Security Authorization Agreement (SSAA)
packages, including generating discrete portions of the SSAAs in
Government-prescribed format, for HQ USAFE/A2-supported systems.
* Review SSAA packages submitted by Information System Security Officers
(ISSO) for accuracy and completeness.
* Maintain a repository for all system certification documentation and
modifications
Maintain proficiency and intimate familiarity with all applicable
Government security regulations.
* Review audit trails weekly, or as directed by the ISSM, and take
appropriate action where applicable. Conduct document audit trail
reviews.
* Conduct Internet Security Scans prior to the installation of
new/modified Intelligence Mission Systems/Applications.
* Provide system security support to include observing and documenting
security testing, reviewing Communications-Computer Systems Requirements
Documents (CSRD), documenting security issues, recommending security
enhancements, coordinating system and circuit installations, and
assisting HQ USAFE/A2S in maintaining and update security data for the
HQ USAFE homepage.
* Develop Information Systems connectivity drawings, as well as floor
plans and circuit diagrams.
* Perform site or facility accreditation surveys IAW the Joint
Department of Defense Intelligence Information Systems Security
Standards (Joint DoDIIS), and investigate and analyze existing USAFE
Site functions and operations.  Other applicable directives for SCI and
collateral facilities will be applied as appropriate. 
* Develop documentation including Facility Site Surveys and Security
Test Reports.
* Review weekly bulletins and advisories that impact security of site
information systems to include, AFCERT, ACERT, NAVCIRT, IAVA, and DISA
ASSIST bulletins.
* Represent the Information Systems Security Manager at monthly
Configuration Control Board meetings
* Investigate and report (to the Designated Accrediting Authority and
local management) security violations and incidents IAW applicable
Government security directives.
* Prepare Site Security documentation updates including USAFE Facility
Site Surveys, the USAFE Intelligence Site Security Policy, the USAFE
Site Security CONOPS, the USAFE Site Security Architecture, USAFE/A2S
Functional Analysis, Standard Operating Procedures and other security
documentation as required.
* Train authorized personnel to perform, and assist the Government in
executing secure data transfers between networks of different
classification.
* Document these efforts in the USAFE Intelligence Project Status
Report.  Upon written request, formally document efforts performed in
support of this paragraph IAW established parameters. 
 Qualifications 
 This position requires a BS degree in the IT field and experience along
with a minimum of  3 yrs experience in the Information Assurance field,
or an AS degree in the IT field and a minimum of 7yrs experience in the
Information Assurance field or 12 yrs experience in the Information
Assurance field.
