*** The “Test”
Sometimes I wonder if any of your DEFCON 1 subscribers are awake. I put out the newsletter each week, pretty faithfully. With few exceptions, I rarely get any input. The idea behind a cooperative network is that we all share, which means giving as well as receiving. I don’t get many announcements to post, or comments to ponder.
So, imagine my surprise when I’m noodling around with the Topica service and I see a web address that looks like it might be a way for people to send me stuff for the newsletter. I sent an email to the address, with just “Test” in the subject line. Imagine my surprise when I got the email, followed by some out of office replies and then a bunch of “Loud and Clear,” “Test Sat,” and “Got it” messages. Maybe someone is awake, after all.

It's like a teleseminar, only better. The online version of At Ease With the Media is now available at its own website (www.AtEaseWithTheMedia.com).
This self-study program provides spokespeople with tools and insights to manage exchanges with reporters to win-win outcomes, while applying risk management strategies to protect their reputation and their organization's.
The program consists of 10 audio-visual modules that vary in length from four to 13 minutes and cover a range of topics. Each module is accompanied by a five-question quiz. Spokespeople view the modules and complete the quizzes. Those who earn a combined score of 45/50 receive a Certificate of Completion for the program.
“The quizzes serve two purposes,” says Eric Bergman, ABC, APR, who designed the program and is also author of the train-the-trainer guide Media Training With Excellence: A Balanced Approach (http://iabcstore.com/prmediarelations/mediatraining.htm). “First, they force participants to listen to the information contained in the modules. Second, they help internalize the concepts taught. Testing has shown the program to be extremely effective at achieving both ends.”
The modules cover topic areas that include: Managing Polarization; Working With Reporters; Negotiating the Interview; Print vs Broadcast; and Managing Risk. “Participants have commented that the 'Managing Risk' module alone is worth the cost of the program,” Bergman says.
The program is extremely flexible and adaptable. Organizations can offer all modules to their spokespeople, or only offer specific modules. The online version can be used as stand-alone training, or offered in conjunction with “live” training — either in person or via teleconference.
“The original idea was to bring cost-effective media training to a wide geographic audience,” says Bergman. “And there is no better program available for doing that. But beyond that original aim, At Ease With the Media sets a new standard for media training that helps an organization's spokespeople create strategic outcomes from their exchanges with journalists.”

Responsibilities
The selected applicant will work directly for the Supervisor of Quality Assurance (QA), co-located with the QA staff at the Governments location, SUPSHIP Bath. The support will be provided under the QA Supervisor in support on the US Navy's LCS and DDG 1000 shipbuilding programs.
This person will be working with an experienced professional organization that work supportively in a team environment in all aspects of evaluating contractors performance on a variety of Government programs. This individual will be expected to be able to perform analytical evaluation of data gathered from the contractors in a confidential manner.
Comply with applicable safety, quality and security procedures in the performance of duties and provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.
The selected candidate will be required to obtain information from various sources, analyze the information and processing the information to develop metrics and reports that will be used to monitor the day to day operations and contractor performance.
Will assist in obtaining required information to develop flow diagrams that illustrate process flow. Will apply computer applications to prepare reports, graphics and presentation.
Other duties will include follow up on PMC taskings, perform internal audits, proofread text of proposed Operational Procedures, develop instructions as necessary and directed, support other SUPSHIP Bath QA staff DCMA taskings on the DDG 1000 program and maintain the trial card summary spreadsheet. The incumbent will be required to perform other similar tasks that may be assigned.
This person will be expected to prepare and review input to a variety of documentation including technical reports, status reports, letters, technical memoranda, contract reports and formal briefings. They will author or co-author technical status reports. Prepare and provide formal briefings to the customer and support the customer in defending project performance evaluation. Assist in developing related briefings and works through appropriate channels to schedule presentation of these briefings and proposals to prospective customers. Lead technical discussions at project review sessions and with the customer and shipbuilder. Identifies opportunities for follow-on tasking for current projects.
The selected candidate will perform their responsibilities of planning, designing, and developing shipyards' process and performance analysis under limited supervision. But, will receive technical guidance and training from more experienced technical staff. Plans, results, and work products will be reviewed periodically by senior Alion and Navy staff.
Qualifications
Although a Bachelors with at least 2 years of experience is required. Educational requirements may be decreased or waived for at least 7 years of proven performance in related service with relevant work experience. The right person with the ability to meet the described qualification may be considered.
A back ground with the Navy or Naval ship's design, operations and or shipbuilding is desirable, however not essential.
Requires a high degree of initiative and ability to work independently. The candidate for this position must work proactively to ensure all appropriate data is obtained in support of reporting and analysis requirements.
This person will be required to posses or able to develop advanced skills in Microsoft computer applications, including Microsoft Office suite programs, MS Word, Excel, Access and PowerPoint with a basic understanding of relational databases, create macros and write VB code for Access and Excel. Able to develop process flow and project status graphics. Knowledge of, and experience in, the use of Microsoft Project is desired.
Effective organization level communication, presentation and interpersonal skills, comfortable and able to interface and communicate effectively with the customer's and shipbuilders' representatives and at all levels.
Assignments may require the development of improvements to current techniques and procedures.
Some travel to other than Bath Iron Works shipyards may be necessary to perform this work.

Position Description
This position is responsible for providing technical leadership in the development, operation, and implementation of selected security operations projects supporting DOE/NNSA and other Government clients. The incumbent fulfills these responsibilities through the identification of issues based upon continuing discussions with Senior Managers, assessment of resources required to analyze causes, and development of solutions. In discharging these duties the incumbent will be responsible for maintaining strategic alliances with specified clients, participating in proposal development and linking programmatic activities to achieve maximum effectiveness for PNNL's Government clients. Quantitative Dimensions
This position will manage $200-500K per year. This position will perform work for, work directly with Government employees up to, and including SES level managers and senior military leaders both domestic and foreign. The staff member will be responsible for self-management and leading the efforts of other team members in the development and execution of domestic and international courses. This includes PNNL and other DOE Laboratory staff and subcontractors.
Nature and Scope
This position reports to the Technical Group Manager for Safeguards, Security Analysis & Operations. Position duties are to develop, lead, and manage various security projects for the development of specialized security training courses and implementation of security operations for PNNL to assure continued growth and client satisfaction. The incumbent will be designing international training courses requiring the ability to integrate foreign nationals in course design and execution. The incumbent also will be required to communicate with senior level Government managers and domestic and foreign military commanders to develop long-term strategies, processes and technologies, and to assist in the implementation of cost effective, risk based protection programs. Technical program elements include: protective force, logistics, and program evaluation.
The incumbent will be responsible for scope, schedule, budget and the deliverables of the project to assure client expectations are being met. The incumbent will develop new and continuing business; contribute to the development and implementation of business plans and proposals; and work in partnership with line, product line, and project managers to plan technical work and obtain resources.
Responsibilities & Accountabilities
Serve as the single point-of-contact and manage specialized protective force projects for specific countries from initial concept through implementation of overall program.
Serve as the technical authority for client decision making on protective force operations and training with emphasis on special response team functions, transportation security, and testing, evaluations, and control of special operations.
Recognized as a subject matter expert in domestic and international training management.
Develop new or continuing international and domestic Safeguards and Security business with NRC, DOE, NNSA, DOD, State Department and private industry.
Provide technical expertise in both domestic and international training, protective force, surveys/inspections and performance testing for the development of new or continuing Safeguards and Security business.
Provide daily operational input to Senior Managers within DOE and DOD Headquarters and field sites to assure continued operations.

Interact with clients and industry contacts to expand PNNL capability and credibility in existing and new business areas. Identify needs and propose new projects to potential clients.
Assure that technology solutions identified for DOE include consideration of non-DOE funded technologies.
Position Level Requirements
– Bachelor's degree in Criminal Justice or Education with 7 years of relevant experience or advanced degree plus 4 years of relevant experience in protective force operations and training both domestically and internationally. The candidate must have demonstrated communication and project management skills for the development and management of cross-disciplinary activities to solve unique technical, logistical and cultural challenges. Experience should include active participation in or knowledge in the deployment and training of military small arms and explosives in both the attack and defense of a position/facility. The candidate will be expected to interface with personnel ranging from maintenance staff through Ministry level officials and with DOE/NNSA program managers to develop partnership relationships. Must have knowledge of and experience in the DOE processes for evaluating protective force operations, training techniques and safety procedures. Must possess or have the ability to obtain a DOE “Q” clearance.

The NCS engineer will assist in the performance of scheduled and other assessments to determine the overall health of the contractor NCS program and compliance with requirements specified by rules, orders, and ANS/ANSI NCS standards, as directed.
The NCS engineer will maintain required training and other activities to perform the job functions described above.

This year marks the 67th Anniversary of the Battle of Midway. On June 4th 1942, a vastly outnumbered and outgunned U.S. Fleet defeated the finest of the Imperial Japanese Navy in the waters off a small Pacific Atoll named Midway. Their daring combination of intelligence, tactics, courage and sacrifice forever changed the course of the war and world history.
In 1999 then Chief of Naval Operations Adm. Jay L. Johnson announced that beginning with the 2000 observance, June 4 would become as significant as Oct. 13 — the Navy's birthday. “Twice a year, we will pause as a Navy to reflect upon our proud heritage and to build in all hands a renewed awareness of our tradition and history,” Johnson said.
For the past several years the Battle of Midway has been commemorated in the month of June in Washington DC. This year the Battle of Midway Commemoration is being sponsored by a number of Associations and Foundations including Association of Naval Aviation, Naval Historical Foundation, Naval Order of the United States, The Navy League of the United States, The United States Navy Memorial Foundation, Surface Navy Association, and the Tailhook Association.

One other event is being planned to commemorate the Battle of Midway in the DC Area. The Naval District Washington will host a wreath laying ceremony at 1100 on 4 June at the Navy Memorial, located at 701 Pennsylvania Avenue NW in Washington DC. – Must be of sound physical and mental condition.
– Must be able to travel frequently to overseas locations and in non-exotic foreign countries.

Education/Experience Requirements:

All over the broad Atlantic, wherever they had been working or lying hid, the U-boats surfaced, confessing the war's end. A few of them, prompted by determination or struck by guilt, scuttled or destroyed themselves, or ran for shelter, not knowing that there was none; but mostly they did what they had been told to do, mostly they hoisted their black surrender flags, and stayed where they were, and waited for orders.
They rose, dripping and silent, in the Irish Sea, and at the mouth of the Clyde, and off the Lizard in the English Channel, at the top of the Minches where the tides raced; they rose near Iceland, where Compass Rose was sunk and off the north-west tip of Ireland, and close to the Faeroes, and on the Gibraltar run where the sunk ships lay so thick, and near St. Johns and Halifax and in the deep of the Atlantic, with three thousand fathoms of water beneath their keel.
They surfaced in secret places, betraying themselves and their frustrated plans: they rose within sight of land, they rose far away in mortal waters, where on the map of the battle, the crosses that were the sunken ships were etched so many and so close that the ink ran together. They surfaced above their handiwork, in hatred or in fear, sometimes snarling their continued rage, sometimes accepting thankfully a truce they had never offered to other ships, other sailors.
They rose, and lay wherever they were on the battlefield, waiting for the victors to claim their victory.

(May 8 was the 64th anniversary of V.E. Day (for “Victory in Europe”), 8 May 1945, which marked the German surrender and the end of World War II in the European theater. Lest we Forget. English novelist Nicolas Monsarrat (1910-1979) was born in Liverpool and earned a law degree at Cambridge. With the outbreak of World War II, he joined the Royal Naval Volunteer Reserve and served on the North Atlantic convoys for several years. This experience led to his crafting perhaps the most highly regarded novel about modern naval warfare yet written – The Cruel Sea – which appeared in 1951 while its author was serving as a British diplomat in South Africa. An equally esteemed motion picture, starring Jack Hawkins, was made of the book two years later, and it remains a classic today. Several other Monsarrat novels followed, but none ever gained the stature of The Cruel Sea.)

*** RDML Terry McKnight, who has just returned from off the coast of Somalia, is the guest speaker at our GWC SNA luncheon Thursday, 7 May at the Hyatt Crystal City. RDML McKnight turned over duties, this month, as Commander, Expeditionary Strike Group Two and more famously, Commander Task Force 151. He was quoted extensively in the press during his time battling pirates in the Indian Ocean. He will be discussing counter-piracy operations during his remarks. This is his first public speaking opportunity since the change of command.
