***  SNA Greater Washington Chapter Luncheon – TODAY!

 

Please join us this Wednesday, 24 February, for the SNA Greater Washington Chapter Luncheon.  Our guest speaker will be Ms. Allison Stiller, Deputy Assistant Secretary of the Navy for Ship Programs (DASN Ships).  Ms. Stiller has been responsible for executive oversight of all naval shipbuilding programs since January 2004, including major ship conversions and nuclear refueling, as well as the maintenance, modernization and disposal of in-service ships.  She is also responsible for executive oversight of cost, schedule, and performance of surface ship, submarine, and Marine Corps combat systems, electronic warfare systems, shipboard radars, Open Architecture, and Navy missile defense programs.  This promises to be a very interesting event!

Walters Scholarship Fund was established to honor the memory of the first president of the Association and to recognize worthy members of dependents of members of the Surface Navy Association and assist them in attaining their educational goals.  The Surface Navy Association Scholar receives an academic scholarship awarded for demonstrated leadership, community service, academic achievement and a commitment to pursuing higher educational objectives. This award is $2000 a year and awarded for 4 years as long as a 3.0 GPA and full time status is maintained.  Scholarship deadline is March 1, 2010

SELECTION QUALIFICATIONS

  • Must be a child, stepchild, ward or spouse of a Surface Navy Association member.  The member must be in their second or subsequent consecutive year of membership.
  • Member can be serving, retired or honorably discharged and must be a Surface Warfare Officer or Enlisted Surface Warfare Specialist.  Qualified members must serve for a minimum of 3 years on surface ships of the U.S. Navy or a Coast Guardsman, Officer or Enlisted, with a permanent Cutterman Pin. Surface ships include carriers, combatants, amphibious, service force, mine force, tenders, and U.S. Coast Guard cutters of all classes.
  • The 3 years need not be consecutive but must have been served on active duty. 
  • There is no minimum service period for children or spouses of personnel who died on active duty while serving in a surface ship or cutter.
  • Surface Navy Association scholarships are for studies in an accredited undergraduate or postgraduate institution.

Participates in and assists with Divisional strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.);

Provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration and procurement activities;

Collaborates with senior management to ensure proper support in proposal preparation, as well as contract negotiations and administration;

Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy;

Negotiates the more difficult, complex, or sensitive issues with clients;

Write subcontract agreements and flow down any required contractual clauses;

Assists in conducting due diligence reviews during corporate acquisitions 

 

Qualifications

 

20 years of relevant management, contracts and subcontracts management experience in a DOD environment with a minimum of 5 years in a management capacity with oversight of multiple entity contracts organizations is required. Active Secret level security clearance is a requirement. Demonstrated prior experience in leading a multiple site contracts organization and proven ability to provide a business solutions approach while interacting with program management personnel and to work productively with other management at the division, segment and corporate levels is required to be successful in this role. Direct hands-on experience integrating contract organizations post-acquisitions is a must. Candidate must work closely with experts in the various science areas to identify the best perspectives and content for editorial projects (article, publication, website, interview, video, etc.). The Senior Writer/Editor will report to the manager of the Public Affairs Communications office and work closely with other department members as well as key Institution groups and individuals to evolve their presence in the science and technology community of experts

3.)  Graphic Design Specialist, contract position supporting the Office of Naval Research, offered by The Page Group, Arlington, VA

 

Job Description:

 

Design and layout of graphic communications for an internal communications department of a Government agency.

 

Primary duties will center around design and production of publications and promotional materials—both internet and print for both internal and external audiences.  May include travel to a number of client-directed conferences, exhibitions, and meetings.

 

Duties may include, but will not be limited to:

 

  • Work under the direct supervision of Senior Communications Specialist (SCS) to produce publications and promotional/informational materials for programs and events, both for:
  • Print (such as journals, information brochures, ads, and information sheets and
    packets) and
  • Online (such as online flash and html ads, landing pages, and html emails).
  • Additional projects may include media communications, such as radio and TV ads, signage, posters, presentation materials, special exhibits, and flash presentations and graphics for video productions.
  • Participate actively in development of appropriate conceptual and design solutions to individual project challenges.
  • Where helpful and appropriate, interface with other agency departments, such as Web and Media.
  • Perform all design under the creative direction of and in collaboration with the SCS.
  • Collect and organize all content and copy for said initiatives; edit copy and on occasion, create original editorial,
  • Track time and expenditures to keep all work within stated budgets; create and maintain a coherent filing system for all project records, paperwork, and electronic files to conform with Agency’s protocol,
  • Maintain excellent relationships with client department contacts, attending planning and progress meetings, documenting communications between PAO and contacts, and keeping them involved at appropriate stages, serving as liaison as requested by Senior Communications Specialist.
  • Document, in concert with SCS, goals and specifications of each individual project.
  • Daily coordination with SCS and other PAO staff on all current and upcoming projects, scheduling them and distributing schedules to all stakeholders.
  • Maximize productivity and efficiency throughout each and every project, projecting estimated cost and completion time, staying within estimates and, where overages occur, document reasons in advance wherever possible, obtain approval for proceeding with the work or terminating, and alert stakeholders.
  • Responsible for requesting and tracking renewal of software licenses, updates, and image usage fees and agreements.
  • Communicate with other members of the PAO staff, including the project manager (PM), meetings managers and staff, and senior editor/writer and staff.
  • Coordinate with all vendors—both inside the government and outside, as required—providing detailed specifications and linking such procurement activity with the appropriate project. Accordingly, monitor the quality of delivery and/or fulfillment of service or product, advising the SCS when problems arise or when support is required.
  • Maintain and oversee design equipment and software; keep close track to new software and hardware developments and recommend purchases to Sr. Communications Specialist where advisable.
  •  
  • In all cases, communicate and implement vision and policies of PM and SCS.
  • Where required, serve as a liaison between SCS and other members of PAO staff and with client department contacts.
  • Comply with all internal processes and policies in an efficient, expeditious, and pro-active manner.

 

Qualifications—primary:

 

  • Bachelor's degree in graphic design, communications design, advertising design, or marketing communications; or equivalent combination of education and experience, with a minimum of 2 years college
  • Minimum of three years of graphic communications and design experience in a creative environment
  • Experience working with and trouble-shooting design software (Adobe Suite, html coding, Dreamweaver, and related) and hardware products and services
  • Knowledge of and experience implementing marketing communications best practices in a business, institutional, or government environment
  • Understanding of the nature of such related disciplines as public relations, web programming, printing, broadcast, video production and how they relate to overall marketing communications initiatives. 
  • Experience working with printing, pre-press coordination

  • Excellent knowledge of English
  • Strong editorial and proofreading skills
  •   Highly organized and detail-oriented, with strong time-management skills

4.)  Exhibits Coordinator, contract position supporting the Office of Naval Research, offered by The Page Group, Arlington, VA

 

Working under the direction of the institution’s meetings and conferences management, the Exhibits Coordinator is responsible for the planning and logistics involved in the institution’s exhibiting at multiple meetings, conferences and other events around the country some taking place concurrently.  S/he will be responsible for arranging shipping of exhibit, content and materials for each meeting, for set-up, tear-down, on-site services and equipment, maintenance of exhibits, tariffs, etc.  Where necessary, individual will travel to meeting venues for oversight and coordination.

 

Duties include but are not limited to:

 

  • Under the direction of the Meetings & Conferences management, the Exhibits Coordinator will coordinate all traveling exhibits for meetings and events at which the Institution will exhibit. And working as a member of the exhibit development team, attend meetings involving long-range planning of exhibits, concept, and content for the Institution.
  • Coordination comprises many tasks, such as scheduling, compiling and tracking of all exhibits, supporting materials, content, and equipment required to fulfill all Institutional exhibiting commitments.  More specifically, this includes but is not limited to:
  • For each event, create a tracking schedule as stipulated by events sponsors to insure the timely arrival and set-up of exhibit,
  • Coordinates with procurement office in obtaining quotes and/or bids for materials and services to complete assigned projects.
  • Coordination with all relevant parties, including sponsors, suppliers, and representatives of the institution to ensure successful exhibiting implementation;
  • Initiate and track shipment of all materials to and from meeting venues, preparing bills of lading, arranging for insurance, tariffs, etc.
  • Arranges for special packaging and labeling as required by each event sponsor; likewise, arrange for special packaging and preparation of special labeling as required by each show sponsor;
  • Where print material will accompany exhibits, check in advance to ensure that sufficient quantities exist, or submit timely requests for additional print runs of needed materials with the appropriate parties, to ensure that materials are ready in good time to accompany shipment of exhibit.
  • Likewise, where video or multi-media presentations are to be streamed at meeting site, include same in tracking of project.  In those cases where a new presentation must be developed, communicate with responsible parties concerning schedule and logistics.
  • Arrange for equipment (electrical outlets, tables, carpets, etc.) and support services at meeting venues (tech support, carpentry, etc.).
  • Oversee secure storage and ongoing maintenance of all exhibits and ancillary equipment and materials.  Where necessary, arrange for repairs to be done in a timely manner, personally inspecting all repairs to ensure proper implementation.  Likewise, coordinate maintenance and repair of electronic components of the exhibit.
  • Check for damage to exhibits and coordinate claims, referring matter to senior management where appropriate.
  • Where required, travel to meeting venues in order to oversee installation, exhibition, tear-down, etc. onsite.
  • Manage relationships with all vendors and with sponsor and underwriter contacts, negotiating terms and pricing advantageous to Institution.

  • Minimum 3 yrs experience in meeting planning or meeting-related environments
  • Extreme organizing skills and multi-tasking essential

Last weekend, Robin and I took time to attend a Military ski event out in the Berkshires. Called Sno!!!Jam, it's a weekend for Military personnel that we were involved with in a past life when we invented a program called Operation Ski & Snowboard (OpSki). essentially we worked with ski resorts worldwide to develop lift ticket and lodging discounts for qualified military personnel – a small market of about 11 million. Weekend on-mountain fun, family events at resorts like Copper Mountain, Squaw, Steamboat, Attitash, Berkshire East were part of the offerings. It was a phenomenal program. All privately run – which astounded The Pentagon when we were called to Washington to help them understand how we could develop a program with no government help. Then the dot-com bust hit before we were able to finally ink the big deal. Timing's everything in life.

Meanwhile, because of the exposure, ski resorts worldwide continue to offer the Military Discounts we helped establish. That's fulfilling. And on-mountain events like Sno!!!Jam here and the USAF Academy's SnoFest at Keystone continue.

We went to the event out in the Berkshires because of the many lasting friendships we made. It's not about the skiing. Primarily a US Navy event, other services have attended, including the Air National Guard Unit that were part of the rescue in The Perfect Storm as well as Army, Marine and Coast Guard personnel. “Locals” like USS Constitution crew members attend as well as folks who flew in from as far away as San Diego! What was especially fun was that we had several Fernites From Afah Chapter Presidents in attendance. We collected on the beers they owed us for their appointments. 

But here's the point of all of this. Regardless of your political persuasion, when you spend time with these men & women you can't help but be inspired by their zest for life, positive can-do attitude, their unwavering commitment to what they do and the intense loyalty they hold in their hearts for their friends. We all wish that we didn't have a need for a military force but that's a fantasy. And when we need them – these are the professionals that I want on my side. We all have our daily grind – but you have to admire what they volunteer to do.

I'd be happy to share the editorial from our recent Ferns Country Store Pickle Barrel E-News with your loyal readers! However, YOUR readers should know that when we developed OpSki you were active duty at the time and you were instrumental in helping us launch the program. It was pretty 'out-of-the-box' for most of the military folks we were trying to work with. Probably due to the fact that it was one of the first times all branches were brought together in a cooperative effort. But you helped penetrate some of the key naysayers which paved the way for us. And when you were CO of the Naval Media Center your intro of us to the Navy Marine Corps News staff resulted in the first and only on-mountian, slope side production of the weekly news. Operation Ski & Snowboard was, without question, a tremendous success with thousands of military personnel and their families were able to enjoy the benefits of our OpSki program – – without costing the taxpayers one dime! Ultimately, when the dot-com bust hit, we were no longer able to sustain the program. And unfortunately, no one was willing to pick it up to continue it.

The Virginia Chapter of the National Wild Turkey Federation Wheelin' Sportsmen program, The Virginia Deer Hunters Association, Sunrise Hunt Club in Sussex, and Fort A.P. Hill sponsored deer hunts for disabled sportsmen, veterans and wounded warriors throughout December. The Virginia Deer Hunters Association also hosts hunts for Wounded Warriors and disabled veterans. Steven Sears with Sunrise Hunt Club in Sussex County reported their fifth annual wounded warrior and veterans hunt was very successful utilizing the VDGIF wheelchair accessible hydraulic lift stands for hunting week. AT encompasses the systems engineering activities intended to prevent and/or delay exploitation of critical technologies in U.S. weapon systems. These activities involve the entire life-cycle of systems acquisition, including research, design, development, implementation, and testing of AT measures. Properly employed, AT will add longevity to a critical technology by deterring efforts to reverse-engineer, exploit, or develop countermeasures against a system or system component. AT is not intended to completely defeat such hostile attempts, but it should discourage exploitation or reverse-engineering or make such efforts so time-consuming, difficult, and expensive that even if successful, a critical technology will have been replaced by its next-generation version. AT implementation will be evaluated during the program’s developmental and operational testing through expert assessment. 

 

Job Description:

•As related to the design/redesign of submarine, surface ship, and air-launched torpedo components, subsystems and systems, provide systems engineering support that includes the implementation of AT planning and execution in the design process to ensure compliance with regulations, and other AT guidance, as applicable. Guide programs through the AT process. Support government program offices in establishing Program Protection Integrated Product Teams (IPT) and lead IPTs, if required. Gain an understanding of Critical Program Information (CPI) identification in order to identify CPI and provide programs with CPI training and support to ensure correct identification and documentation of CPI.

•Review, develop and coordinate AT documents including Program Protection Plans (PPPs) and all appendices.  Attend and participate in acquisition program meetings, IPTs, technical interchanges, planning conferences, and various acquisition program protection planning working group meetings. Interface with program managers, design engineers, contractors and others in Government program offices and contractor offices. Provide reports including significant discussion, action item assignments, and recommendations as appropriate.

•Assess and evaluate mitigation efforts for system security threats and risks throughout the program life cycle for torpedo systems. Validate system security requirements definition and analysis. Assess security designs in hardware, software, data, and procedures. Analyze AT management and design implementation information and provide recommendations that are cost-effective alternatives and countermeasures to protect CPI and Critical System Resources. Work closely with government customers in the design of torpedo components, subsystems and systems to effectively and efficiently implement AT designs. Analyze computer-based system designs to determine potential penetration points. Evaluate new AT technologies and other information protection devices. 

•Candidate will be expected to travel to Newport, RI, and to Crane, IN.

 

Job Requirements:

•Minimum of a Bachelor's Degree or equivalent, and at least 15 years in torpedo-related design and systems engineering experience.

•Individual must be able to interact successfully with personnel at all levels from all branches of military, government civilians, contractors and engineers.

•Direct experience interfacing with NAVSEA/NUWC technical and management personnel is highly desirable. 

•Broad knowledge of the AT and technology protection field is desired. Sabre’s customer will provide a limited period of on-the-job training in AT application and implementation within their working environment on existing programs.

•Must have knowledge of system engineering processes as related to torpedoes

•Experience with weapon system evaluation and analysis  

•Understanding of the DoD acquisition and gate process; and understanding of  the Navy organization 

•Knowledge of software and hardware development and design processes

Position Summary: The Joint Simulation Bus (JBUS) Interface Developer is responsible for the life-cycle software engineering of JBUS system interfaces to meet Navy Service Program Manager objectives. JBUS is a High Level Architecture (HLA) compliant simulation and Command, Control, Communication, Computer, and Intelligence (C4I) interface system and is a component of the core simulation used in the Navy Continuous Training Environment (NCTE).  The NCTE is a federation comprised of many distributed simulation systems and interfaces used to support Navy and Joint Training, as well as Navy concept development and experimentation. The JBUS Interface Developer is a contributor to the Navy Warfare Development Command's (NWDC) software engineering activities in support of Fleet Synthetic Training (FST). NWDC Software Engineering provides modeling and simulation application development, live, virtual and constructive systems integration support and in-service engineering support to US Fleet Forces (USFF) and the Number Fleets. The NWDC Software Engineering team is directly responsible, in this context, for developing and maintaining technical solutions and standards to provide the greatest level of training capability to the warfighter, at the lowest possible cost, at the fastest pace achievable.

 

Duties and Responsibilities: This developer, receiving prioritized requirements from the Navy Warfare Development Command Software Development Lead, works with end users to achieve robust, maintainable and effective simulation and C4I interfaces and supports the continuous improvement of the software infrastructure.  The developer will be required to work with a team of developers and subject matter experts to develop, enhance, integrate, and support JBUS. Primary development is done on Red Hat Linux platforms using JAVA, C and C++.  Shell scripting is used to help automate tasks and query information.  Subversion is the primary revision control system. 

 

Qualifications 

 

Bachelor's degree in related discipline plus at least 2 years of directly related experience. Professional certification(s) may be required.

The individual selected for this position must have a valid Driver's license from their state of residence and possess a valid Emergency Medical Technical (EMT-B) certificate issued by the State of Connecticut. Connecticut Type 102 or CDL or Driver's license are also desirable.

 

Individual must also be certified at least to a level of Firefighter 1 and HAZMAT Tech. The individual must also go through RadCon training.  Job ID Number 10-3925.
