***  MCR Buys Alion's Navy Research Business
Acquisition expands company's program management and strategic planning support work

MCR LLC has acquired a portion of Alion Science and Technology Corp.’s business that provides expert program management and technical services to the Navy’s Office of Naval Research.

Financial terms of the deal, which closed July 9, were not disclosed.

Under the transaction, MCR acquired several contracts currently performed by Washington Consulting Government Services, a subsidiary of Alion, according to an MCR announcement today.

The work includes a variety of program management and strategic planning support services for the ONR in areas such as expeditionary maneuver warfare, naval air warfare, and ship systems and engineering.

MCR’s acquisition will support four of the ONR’s six departments to help the Navy develop new ship and battlefield technologies and transition them to the systems commands, the announcement said.

ONR’s mission is to plan, foster and encourage scientific research and technology development to maintain the technological advantage of the Navy and Marine Corps.

Neil Albert, president and chief executive officer of MCR, said the acquisition broadens MCR’s presence within the Navy and serves as a platform for the company to expand its program management and technical services among research organizations throughout the Defense Department.

MCR, of McLean, Va., is a professional services firm with more than 500 employees who specialize in integrated program management services for the federal government.

“This acquisition complements MCR’s existing support to the Air Force Research Laboratories and intelligence community organizations, and will enable us to help the Navy and other military services achieve important mission objectives in the years ahead,” Albert said.

TYBRIN provides operations, logistics and other support aspects to Flying Operations Support A&AS at Creech AFB, NV. This work will focus primarily on the operational and maintenance squadrons for Reaper and Predator operations.

 

The Mission Planning Cell creates detailed mission products with a variety of operational and intelligence information for aircrews flying combat missions.

 

Job Duties:

 

Conduct initial mission planning upon notice of tasking from higher headquarters and prepare/coordinate mission-related documents for classified MQ-1 Predator and/or MQ-9 Reaper combat missions.

 

Receive and process taskings at classification levels up to Top Secret/Sensitive Compartmentalized Information (TS/SCI) from the 432d Wing Operations Center (WOC) and/or higher headquarters.

 

Convert taskings into mission briefings and paperwork packages IAW local instructions.

 

Interface with mission intelligence coordinators to provide real-time informational support to ongoing combat missions (missions that the mission planning cell briefed/planned) as required.

 

Collect pertinent information during and after mission execution for tracking and trend analysis purposes, and provides recommendations to squadron/group leadership.

 

Interface with unit schedulers and operations supervisors to resolve crew and system shortages/conflicts when required.

 

Education, Training & Experience Required:

 

3-5 years experience with duties listed above.

 

Must have a minimum of three years as a flight crew member in a DoD Flying unit.

 

Must be proficient in the use of Microsoft Office.

 

Operation is 24/7. Shift hours will vary.

 

Must have excellent written and oral communication skills.

 

Education Desired/Required:

 

A High School Diploma is required.

 

U.S. CITIZENSHIP REQUIRED. Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.

 

Physical Requirements

Working at a computer or desk (Considerations: sitting, eyes, hands). May involve long periods of sitting or standing depending on current tasking.

 

Work Environment

Work involves an inside office environment/cubicle. (Considerations: closed quarters, close together, limited lighting) Must be able to commute between buildings to support work requirements. Independent transportation necessary to support work requirements and to arrive at work site. No hazards on job site or any unusual environmental condition exists.

Attendance

Full-time regular work hours between Monday-Friday(excluding Saturday & Sunday). Position may require occasional weekend work depending on task requirements. Regular attendance is extremely important, but not critical, except for deadlines and meetings.

1) Needs to have clear, concise, and accurate communication skills.

2) Must have ability to work well with office staff and customer representatives.

3) Government security clearance may be required in the future.

4) Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.

Experience in water purification or a related trade such as plumbing or electrical. Preferred candidates have US military experience as a Water Purification Specialists. Follow instructions and meet set standards; Judge distances and slopes accurately; and make decisions based on verifiable standards. Physically, workers must be able to: Stoop, bend, and crouch; Use hands, arms, and legs fully; See well (either naturally or with correction); and lift up to 50 pounds, with frequent lifting and carrying of objects weighing up to 25 pounds.

The Associate Director for Information Technology (ADIT) has responsibility for the leadership, management, oversight, strategic planning, and execution of the information systems and technology programs and services for the Laboratory. Reporting to the Principle Associate Director for Science, Technology & Engineering (PADSTE) the Associate Director for Information Technology will play a vital role in providing expertise, support, and guidance in all areas of the IT strategy across the Laboratory. As a key member of the Laboratory's senior management team, the Associate Director for Information Technology has program and line responsibility for three divisions: Departmental Computing Services, Software and Applications Engineering, and Network Infrastructure and Engineering. The Associate Director is responsible for ensuring high-quality information systems and technology programs and for the development and execution of assigned programmatic responsibilities. ADIT programs serve the entire Laboratory and include support for personal computing, business computing, computer and telecommunications security, and network operations. Line management responsibilities include management of safety, security and environment, facilities management, workforce diversity and excellence, quality of science, technical capability development, and programmatic performance. The Associate Director is responsible for the development and implementation of institutional plans and programs for meeting or exceeding Los Alamos National Security/Department of Energy contractual requirements and performance measures in the above areas and for satisfying all relevant state and federal laws. The Associate Director will effectively address Laboratory goals for programmatic, business, and operational excellence and will be responsible for maintaining effective working relationships with Laboratory senior management, ADIT managers, the ADIT workforce, and internal and external customers. A person in this position does the following; maintains repairs and modifies aircraft structures, structural components and engines of complex to extreme difficulty, maintains and repairs aircraft components including but not limited to flight controls, engines, hydraulics, pneumatics, fuel systems and mechanical components, and applies technical knowledge of airframe and power plant systems in determining equipment malfunctions and applies technical expertise in restoring equipment condition and operation.

This worker also applies professional technical expertise and guidance to solve complex problems by interpreting technical data such as blueprints or manufactures' manuals. Work typically requires a thoroughly comprehensive knowledge of aircraft mechanical component troubleshooting/repair procedures and replacement of components, a thorough knowledge of aircraft sheet metal/structural modification and repair and the ability to determine functionality of non-complex electrical systems. A detailed knowledge of aircraft unique tools such as test equipment, torque wrenches, dial indicators, micrometers, cable tensiometers, sheet metal brakes and sheers, etc. is required.

The work schedule is planned for a 40 hour week, Monday thru Friday.
 
Qualifications Required
A successful candidate will possess the following:

* Must possess at least 4 years experience at an aircraft technical skill level equivalent to the AFSC Skills levels.

* Experience and practical knowledge of the work environment located on a military facility.

* Must be familiar with reading Technical Manuals, Maintenance records, safety
regulatory guidelines such as OSHA and EPA instructions and publications.

* Must have previous experience and be familiar with Quality Control programs.

* The incumbent must possess the experience and ability to provide technical support to structural/mechanical engineers and customers alike, must possess excellent organizational skills in prioritizing workload to meet aircraft delivery schedule. This worker will be required to make entries in aircraft logs and records, and is responsible for providing guidance and technical expertise to lower level technicians throughout all aircraft modifications and/or maintenance efforts.

• Support general recurring engineering analyses and long range planning for the Nuclear C3 System architecture.

• Conduct a variety of quantitative and qualitative analyses using nuclear weapons effects models and simulations of various component systems and the Nuclear C3 System.

• Support both quick reaction and longer continuing studies and analyses of nuclear C3 issues for OSD, the Joint Staff, various commands, the services and agencies.

 

REQUIRED EXPERIENCE:

• BS in technical engineering or equivalent experience

• 15+ years relevant work.

• Expert in using and interpreting the results of DTRA’s nuclear weapons effects modeling and simulation codes such as the WECOM family of code.

• Sound knowledge of communications engineering, computer communications, network architecture, effects of nuclear weapons, tactical and strategic command and control and radio frequency propagation.

• Experience working with nuclear C3 community stakeholders such as OSD (NII), Joint Staff, and USSTRATCOM.

 

PREFERRED EXPERIENCE:

• MS in technical engineering

• Ability to perform Nuclear C3 technical assessments of DoD communications including RF signal and channel characteristics, data link protocols and long haul networking protocols and architectures.

Must have successful experience in working across organizations, getting to the core of issues quickly and in making decisions that resolve problems.
