Duties

 

Serve as a Capital Planning and Investment Control (CPIC) subject matter expert (SME) and thought leader for the Department/Division's senior leadership;

-Provide Project Management Professional (PMP) best practices techniques and advice in support of the client's IT portfolio investments, and develop standardized procedures;

-Support the integration of the Department/Division's CPIC and Enterprise Architecture Programs;

-Perform business analysis and capital planning duties associated with the CPIC process in satisfying Department and OMB Circular A-11 Requirements in alignment with the GAO Information Technology Investment Management (ITIM);

-Provide consultation services for the client's IT investments through the CPIC phases;

-Prepare, submit, and maintain Exhibit 300 documentation for individual IT investments

-Prepare and submit the Department's Budget's budget request to OMB;

-Respond to budget/IT portfolio data calls from OMB and GAO;

-Prepare and maintain Exhibit 53's;

-Assist Government and other contractor personnel in the preparation, submission, and maintenance of project documentation required by the Exhibit 300 process (Alternatives -Analysis, Risk Management Plan, etc.)

-Assist Government and other contractor personnel in the collection and presentation of planned versus actual spending and planned versus actual schedule performance figures

-Continuing the improvement of CPIC practices

-Develop and present CPIC training.

 

Qualifications

 

This position will require providing capital planning and investment control (CPIC) and strategic planning support within the Office of Information Technology (OIT) for a Division of a Federal Department.

-BS or BA degree with a minimum of 8 years of related experience at a Federal Department-level -Experience with the federal CPIC process

-Expert knowledge of the OMB Circular A-11 as it relates to CPIC, Investment Review, Exhibit E-300s and related processes/documents.

-Experience developing and reviewing OMB 300 business cases

-Understanding of the full federal appropriations cycle

-Knowledge of and experience with budget and performance integration.

-Strong quantitative skills and comfort working with, analyzing, and synthesizing budget and program data

-Strong planning and organizational skills

-Excellent written and verbal communication skills

-Solid computer skills with CPIC related software applications, i.e., Microsoft, Deltek, Primavera

Duties:

 

·         Provide guidance and expertise on setting up a policy planning office in the Ministry of Defense/SPLA Affairs.

 

·         Provide advisory services to the Ministry of Defense/SPLA in collaboration with Ministry of Culture and Communications.

 

·         Responsibilities include assisting the ministry in: Crafting MoD and SPLA strategic communications, implementing outreach activities (on sight visits) that publicize the MoDs activities, organizing outreach activities to include coordinating ground and rotary transportation.

 

·         Assist SPLA/M in developing detail-training outreach plans to support modernization efforts and operational objectives.

 

Qualifications:

 

·         Candidate must have a minimum of eight years in government outreach experience specifically with military related activities or organizations.

 

·         Prior experience working on Department of State or other Sudan related projects at a managerial level is desired.

18.)  Stochastic Modeler and Decision Support Analyst, MIT Lincoln Laboratory, Lexington, MA

 

The Weather Sensing Group develops sensors, automated forecasting systems, and decision-support tools to reduce the impact of adverse weather on commercial aviation. To accomplish this, the group combines MIT Lincoln Laboratory expertise in innovative signal, image, and sensor data-fusion processing with physical insights furnished by staff meteorologists. Key accomplishments have included the development of the FAA's Terminal Doppler Weather Radar, ASR-9 Weather Systems Processor, Integrated Terminal Weather Systems, and Corridor Integrated Weather System.

 

An applied mathematician, engineer or operations research scientist is needed to develop stochastic models for the incorporation of uncertainty and risk management in weather-aware decision support systems for air traffic management. Research involves the analysis of the spatial and temporal characteristics of weather forecasts and forecast errors and translating that information into explicit estimates of the errors in weather impacts on the ATC system (e.g., route blockage and sector capacity).

 

Requirements:

 

PhD in Applied Mathematics, Operations Research or Engineering is required. In lieu of a PhD, an MS with 5 years of directly related experience will be considered. Creativity, flexibility, strong interest in weather and air traffic operations and ability to work as part of a small research team are critical, as this is a relatively new field of research. Experience utilizing stochastic modeling in real world applications and in estimating parameters of a stochastic process from experimental data is highly desired. Knowledge of stochastic processes, quantitative risk analysis and probabilistic decision making are required.

DOCA, founded in 1952, is a non-political, non-partisan, non-profit association directed toward the interest of national defense without special advocacy of any particular military service or defense concept. DOCA objectives are as follows: to provide a means of continuing the education of its members in matters pertaining to national security under the direct jurisdiction and supervision of the Departments of Defense and State; to enable members to pass on such information to others; to provide a permanent medium for cooperation between its members and Departments of Defense and State.  DOCA members are able to participate in five programs each year, visiting military installations throughout the world as well as with U.S. embassies and host nation governments.

 

Position Concept: The Coordinator, Conference Services position is located at our headquarters in Burke, VA, and reports to the Executive Vice President.  Responsibilities include assisting with the day to day management of the association, and coordination and execution of association programs and meetings, to include logistics, financial management, marketing and member communications.

 

Specific Responsibilities:  These would include: database management; correspondence; dealing with phone and email inquiries from association members, vendors and others; assisting with bookkeeping, deposits, accounting and general financial management of the association; assisting with office management, including inventory and ordering of supplies, operating office equipment such as copiers, printers, etc.; assisting with planning, coordination and execution of meetings and programs of the association; web site updates; layout and design of printed and online documents for association management and program coordination; compilation and mailing of program materials; researching background material for Board and Executive Committee meetings, and requesting and receiving Board reports; maintaining master files.

 

Qualifications: Proven listening, written and oral communications skills.  Ability to interact with government officials and agencies, as well as association members.  Administrative acumen, good judgment, willingness to learn and accept new challenges, aptitude and ability to be a self-starter and find solutions; willingness to travel.

 

Technical Skills: Must have thorough knowledge of Microsoft Office programs.  Database management skills and familiarity with QuickBooks a plus.  Military experience desirable but not required.  Public affairs and/or hospitality industry experience a plus.  Bachelor’s degree preferred.  Must demonstrate ability to respond to short deadlines and shifting priorities.

Description
 
Support the Dugway Proving Ground (DPG) Rapid Integration and Acceptance Center (RIAC).  Support operational coordination tasks with the DPG RIAC team and to support the coordination required between RIAC and West Desert Personnel.
 
Implement efficient and effective administrative procedures for travel, employee development, personnel and manpower matters, action tracking and document preparation and review. Collect and assemble pertinent data and information for use in developing briefing materials, reports, and other official documentation. Coordinate actions and prepare basic correspondence, memorandums, letters, and reports in a variety of formats, including word processing, spreadsheets, and databases. Schedule, organize, and coordinate and facilitate meetings and conferences. Coordinate interoffice schedules and calendars for the RIAC team at DPG as well as between West Desert Test Center and RIAC.  Coordinate visiting personnel, icluding dignitaries, traveling to the RIAC site. Provide administrative support of technical workshop/conferences and maintain classified documents and storage. Maintain supervisors’ calendars, schedule meetings, appointments and engagements, and make travel arrangements in the Defense Travel System. Develop recommendations, master plans, schedules and plans of action to reengineer administrative process/practices to increase efficiency. Duties

1.Assessing Naval Capability Needs and Requirements such as Joint Capabilities Integration Development System (JCIDS), Operational Requirements, Mission Needs Statements, Future Naval Capabilities, technology transition opportunities and relevant studies.

Experience with MatLab is a plus.

A Bachelor Degree in Aerospace, Mechanical or Electrical Engineering is preferred for this position. Other engineering degrees will be considered along with work experience for applicability to lab development work.

Prior use of ADA and/or C++software languages is required. Working knowledge of real-time software systems and environments is required. Selected candidate must be capable of working in a real-time, software intensive environment with skills that are applicable to development, test, integration and delivery of real-time simulation systems. Excellent communication skills, computer skills, and general computer architecture knowledge are required.

Qualifications

The Health, Safety & Environment (HSE) Manager will provide broad range management and technical support for HSE programs with emphasis on occupational safety and health program management.

The HSE Manager must have:

• Associates degree with a minimum of 7 yrs experience or equivalent. Bachelor Science or higher degree in environmental science, safety management, or related field preferred.
• Professional Certification(s): Certified Safety Professional (CSP) is required.
• Professional level HSE experience with proven management, communications, and management/administrative skills.

• Ability to accomplish results in a team environment and on own, with significant latitude and independence in assignments.
• Demonstrated experience in working with all levels of management – department heads, program managers, and field operations – to be proactive in HSE management.

• Demonstrated ability to interface with Federal Services clients, client HSE Professionals and client program/contract managers in defining and assessing the effectiveness of HSE programs.
• Excellent writing skills to provide support and input for developing written HSE programs and HSE section of proposals.
• Experience in managing health, safety and environmental programs at projects and/or across business units.
• The ability to travel (approximately 50%), including possible travel to international, remote and/or hostile locations

• Security Clearance: Must have a government security clearance. Current Secret clearance is highly desired.

The HSE Manager has primary responsibility to develop, implement, and monitor HSE programs to provide for and maintain healthful and safe working conditions and ensure compliance with company HSE policies, procedures, and practices. Specifically, the HSE Manager will:

• Provide technical advice related to safety, injury prevention, equipment and property protection, pollution prevention, environmental protection, and industrial hygiene.
• Monitor and maintain key safety metrics and develop reports with the identification of trends and opportunities for continuous improvement.
• Audit and assess hazard control and prevention programs to ensure compliance, proper resourcing and effective implementation.
• Perform injury and incident investigations, conduct root cause analysis, recommend corrective and preventative actions, and prepare corresponding reports.
• Develop HSE training programs and conduct training to implement HSE programs and procedures.

The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a NSS Modeling and Simulation Software Engineer. 

 

Responsibilities 

 

Software Engineer to provide critical contributions to National Security Space (NSS) programs in areas of Space Situational Awareness, Using Space to Enhance Terrestrial Ops, Space System Security, and Operationally Responsive Space.  Applications include modeling and simulation software, testbed software, and decision support tools.  Design and develop models and simulations to support the analysis of complex National Security Space problems.  Design and develop software for testing and/or emulation of spacecraft software systems.  Support studies relating to the design and implementation of modeling and simulation projects, testbed software, and decision support tools. 

 

Qualifications 

 

Required:

Bachelor’s degree in Computer Science, Computer Engineering, Electrical Engineering or equivalent. Top Secret clearance. 5-10 years experience in model and simulation development and/or spacecraft software development. Experience developing and managing software development efforts using established software processes. Strong written and oral communication skills, strong interpersonal skills with excellent initiative and follow through.

 

Desired:

SCI clearance, Proven ability to lead small to medium teams. Master¿s in Software Engineering, Computer Engineering, Computer Science, or Management. Experience developing or managing software development efforts with CMMI Level 3 and AS-9100 standards.   Experience with development of models and simulations for National Security Space software or systems engineering efforts. Experience with MDA, Air Force, Joint Space, or National Asset programs.

Some travel may be required.
