Our Management Services Division is seeking an experienced Capture Manager / Program Manager to cover the DOD and federal market in the Washington, DC metropolitan region.

The successful candidate will have extensive experience securing and managing professional services supporting large-scale implementation of major ACAT programs for all phases of the acquisition life-cycle, including System Development and Demonstration (SDD), production, sustainment, and program performance improvement.

Specific experience supporting Navy or other ACAT Programs is highly preferred.

In this hybrid role, this individual will primarily be responsible for identifying and capturing new work. Key duties will focus on:

– Communicating our core business services to a broader DoD and Federal market with similar requirements; – Developing and supporting business strategy, and marketing and branding activities of our service areas; – Cultivating new customer relationships; – Investigating teaming opportunities; – Leading, evaluating, and executing proposal activities; – Supporting contract project management efforts;

Requirements:

– A Bachelors degree and a minimum of 8 years experience capturing and/or supporting afore mentioned services; – Superior written and verbal communications skills; – Ability to develop and convey concepts via proven analytical capabilities; – Ability to gain internal support, operate independently with limited supervision, and establish a solid working relationships with staff, peers, partners, and customers, while displaying a high degree of tact and diplomacy; – Demonstrable success analyzing RFI’s/RFP’s, and then working with SME’s in evaluating requirements, preparing a draft and writing to a technical response; – Established knowledge and rapport with DOD and/or Federal decision makers interested in the service areas mentioned;

The candidate will possess superior written and verbal communications skills and the ability to develop and convey concepts via proven analytical capabilities,. The ability to gain internal support, operate independently with limited supervision, and establish a solid working relationships with staff, peers, partners, and customers, while displaying a high degree of tact and diplomacy is also required.

This is primarily a telecommuting based position, but the candidate will need to live in the Washington, DC metro area with immediate availability for on-site meetings with clients and/or co-workers in the Washington, DC area. This includes periodic meetings at NAVAIR headquarters / Pax River in Lexington Park, MD (20670).

US citizenship and either an active Secret clearance of the ability to immediately obtain an interim Secret clearance required.

The conclusion of active operations in the Middle East calls into

question the ongoing threat from radical extremism and the other threats

faced by the United States. Due to the heightened intensity of threats

the Coast Guard has taken steps to secure safety and has allocated

$10.34 billion for FY2012 towards modernization and increasing maritime

security capabilities. It’s an important time for the maritime community

to accurately assess its priorities and plan for both existing and

emerging challenges.

 

The 10th Annual Maritime Homeland Security Summit will bring together

all relevant stakeholders to discuss the most pressing issues facing the

maritime community, from efforts to build new partnerships to

modernizing security capabilities. Departmental policy makers, uniformed

service leaders, law enforcement and industry partners will gather in

Norfolk to network, share best practices and explore potential paths to

Description of Duties:

 

Experience with developing life cycle cost analysis models and

documentation, particularly for aircraft systems, as well as developing

life-cycle trade off analysis such as Business Case Analysis and other

economic analysis. Capable of leading a team of cost analysts and

reviewing their work.

 

Will serve as task lead for projects. Interface with Navy customers and

NAVAIR 4.2 Cost Department.

 

Advise program office of impacts to lifecycle cost and schedule

estimates including analysis of contractor reports, government spend

plans, POM issue sheets, etc.

 

Act as guide to more junior cost, schedule or acquisition analyst by

accomplishing program plans and quality reviews in a coordinated effort.

 

Will provide expertise in accomplishing more complex problem solutions.

 

Requirements for the Position:

 

• Bachelor’s Degree; Mathematics, Business, Finance, or Economics.

 

• 10 years cost analysis experience.

 

• Experience in developing cost estimates based on weapon system and

subsystem technical and performance characteristics, as well as

knowledge of state of the art design and manufacturing processes

required to produce these systems and subsystems.

 

• Position also requires experience in developing cost estimating

relationships using technical and performance attributes as a basis for

estimating labor and material costs of systems and subsystems.

 

• Experience in defining weapon systems programmatic and technical

requirements related to system development, production and operation and

support is also required, as well as experience in performing life cycle

cost trade-off analysis and business case analysis.

 

• Proven proficiency using Crystal Ball and @Risk.

 

• Full understanding and proficient with using Microsoft Office

applications (Word, Excel, PowerPoint, and Outlook).

 

• NAVAIR experience is highly desired.

 

• SEER and PRICE experience a plus!

 

• Applicants selected may be subject to a Government investigation and

leadership of peer groups and technical mentoring to programs and other

engineers as subject matter expert in Surface Navy Applications.

 

Desired Skills & Experience

 

Basic Qualifications:

 

• Minimum of 10 years of experience with systems engineering in the

design of electronic warfare systems or related experience

• Minimum of 6 years of experience developing Surface Navy integrated

EW solutions including architecture, system design, system integration

and testing

Description of Duties:

Conduct a variety of cost analysis, life cycle cost estimating, and/or cost research tasks in support of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE), using approved processes and tools to determine Life Cycle Cost Estimates (LCCEs), Independent Cost Estimate (ICE), Total Ownership Costs (TOC) and/or Economic Analysis for use in Investment Analysis, Analysis of Alternatives, Cost Analysis Requirements Description (CARD), and Business Case Analysis. Develop cost estimates using a variety of techniques including modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships. Specific support activities will include the following areas: cost benefit analysis, life cycle cost estimation, business case analysis, risk analysis, technical baseline development and cost, and technical data collection.

Work with other MCR and Government analysts to identify requirements and resolve issues. Work requires the technical capability to assess the cost. Support customer meetings and data collection efforts. Prepare briefings, communicate status, and document results.

Requirements for the Position:

•             Bachelor’s degree in Math, Economics, Statistics, Engineering,

Operations Research, or Business.

•             0–3 years experience in data collection and cost analysis.

•             Strong quantitative skills, particularly statistics and financial

analysis.

•             Data modeling experience.

•             Ability to work well both independently, as well as part of a team

education growth; select and develop high quality team members.

3. Participates with Program Management in the preparation of budgets

4. Performs monthly account and program analysis identifying trends and

proactively working with Program Managers and Finance staff to identify

negative program financial trends.

5. Prepare and track program performance to operating plan and initiate

recovery actions when necessary and follow up on long-term planning.

6. Budget and monitors multi-level WBS oriented government projects;

collaborate with Program Managers in assessing cost status.

7. Analyzes cost and schedule variances and works as part of program

team to recommend cost and schedule recovery strategies.

8. Performs analyses and prepares reports in order to ensure that

contracts are within negotiated and agreed-upon parameters and

government cost control guidelines.

9. Ability to perform ad-hoc analysis, data integrity checks, and

reconciliations required. Must be able to create presentations for

internal and external reviews and present to senior management.

10. Participate in safety training and actively comply with safety

policies and practices; maintain a clean and safe workstation.

11. Ensure 5S is adhered to and sustained within work area.

 

MINIMUM JOB QUALIFICATIONS:

1. Ten (10) years related experience in a fast-pace manufacturing

experience, a plus; Bachelor of Arts or Science degree in Business

Administration, Engineering or Finance, required; Master of Arts or

Science in Business Administration, Engineering, or related field, a

plus.

The conclusion of active operations in the Middle East calls into question the ongoing threat from radical extremism and the other threats faced by the United States. Due to the heightened intensity of threats the Coast Guard has taken steps to secure safety and has allocated $10.34 billion for FY2012 towards modernization and increasing maritime security capabilities. It’s an important time for the maritime community to accurately assess its priorities and plan for both existing and emerging challenges.

 

The 10th Annual Maritime Homeland Security Summit will bring together all relevant stakeholders to discuss the most pressing issues facing the maritime community, from efforts to build new partnerships to modernizing security capabilities. Departmental policy makers, uniformed service leaders, law enforcement and industry partners will gather in Norfolk to network, share best practices and explore potential paths to fortifying the United States’ maritime security.

•You must have a deep, proven and recent client relationships within the CIO’s, CFO’s and business or mission organizations for these clients.

•You must have a proven track record of closing new business with these clients over the last two years.

•You must understanding of the consultative sales process.

Description of Duties:

  • Prepare, coordinate and distribute meeting and      conference agendas, documenting accomplishments.
  • Planning and scheduling conferences and meetings.
