•Medical Modeling and Simulation (MM&S) for Military Training and Education Program at the Office of Naval Research (ONR).

 

•Assist ONR personnel in overall technical program management by assisting in program/project planning, program/project financial reviews, data analyses, and conference and seminar planning and management.

 

•Develop documentation necessary to procure, fund, monitor and complete (or terminate) contracts and grants.

 

•Review program/project status reports and assess progress.

 

•Schedule and attend program/project preliminary and critical design reviews, program/project technical and financial reviews, and key demonstrations or tests.

 

•Prepare draft reports, presentations, testimonies, speeches, and other documents relative to program/project goals, objectives and results.

 

•Provide feedback regarding ONR policy-oriented issues that affect the performance of technical programs.

 

Requirements for the Position:

 

•The Program Specialist should have a Bachelor’s degree from an accredited college or university and a minimum of one year working in an office environment.  A degree in Psychology, applied Mathematics, Cognitive Science, Computer Science, Neuroscience, Systems Engineering, Education, or Business Management is preferred. An equivalent combination of education and experience may be considered.

 

•Excellent writing and communication skills.

 

•Proficiency with Microsoft Office products is required.

 

•The successful candidate will have demonstrated ability to be detail oriented and organized while handling multiple responsibilities in a fast-paced environment.

 

•US Citizenship is required. Applicants selected may need to complete a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret).

 

•Must be available to travel as required.

Description of Duties:

 

The contractor shall assist by providing directorate security operations support.  The contractor shall assist by maintaining Sensitive Compartmented Information (SCI) coordinated meetings and agendas.  The contractor shall assist by preparing and coordinating security-related briefing materials.  The contractor shall provide security-related technical assistance to the directorate for briefings, meetings, and conferences.  The contractor shall assist by recording and tracking security program action items and suspenses.  The contractor shall assist with managing newcomer and security-related databases.  The contractor shall maintain an active Joint Personnel Adjudication System (JPAS) account and assist with verifying personnel security clearances.  The contractor shall assist with providing special administrative and logistical assistance for visiting personnel.  The contractor shall assist with processing personnel security investigation documents, reviewing the investigation documents for accuracy, and tracking submitted requests for personnel security clearances.  The contractor shall assist with the development of security requirements into contractual commitments.  The contractor shall administratively assist with the coordination of DD Form 254, DoD Contract Security Classification Specification.  The contractor shall assist in preparing CONUS and OCONUS travel arrangements and travel vouchers using DTS and by interfacing with US mission travel liaisons.  The contractor shall assist to establish and maintain official file plans with the use of Air Force Records Information Management System (AFRIMS).  The contractor shall assist with electronic files management, records management, and file plan management.  The contractor shall assist in the use of Microsoft Office tools to prepare security-related spreadsheets, briefings, figures, graphics, tables, forms, and documents.  The contractor shall assist with preparation and maintenance of security program documentation and briefing material.

 

Requirements for the Position:

 

Incumbent of this position will be responsible for security management support.  Secret security clearance required with eligibility for TS/SCI security clearance (requires Single Scope Background Invesgiation within the past five years) to perform the security management support. Incumbent shall provide technical security services relative to the development, acquisition, and sustainment of aeronautical weapon systems, subsystems, and associated support systems.  Assistance with implementation of Information Security, Personnel Security, Communications Security, Resource Protection, Force Protection, and Anti-Terrorism programs may be required.  Incumbent shall assist with program protection, technology control, system security engineering and ensure compliance with related DoD and AF instructions.

Knowledge of Cost Estimating for Space Systems Acquisitions. At a Mastery level, candidate should be able to perform and lead cost trade studies, estimate for special studies, understand range of applicable cost methods, perform and lead cost trade studies, estimate for special studies, understand range off applicable cost methods, perform “What-If” exercises, be able to analyze previously accomplished estimates, understands and gauge the executability of a program and provide cost model design, development and/or maintenance.

 

Compiling/reviewing all tasks/briefings (Financial/Budget preparation). Understanding Air Force and DoD application of acquisition regulations and budget execution requirements, understanding and application of financial management regulations, laws relative to AF investment funds, RTD&E, acquisition and O&M funds, DoD appropriations, multi-service funding a PLUS. Reconcilation of disbursement, entitlement and accounting databases and financial records. Must be able to perform complex contract analysis and contract closeout.

 

Requirements for the Position:

 

BA/BS degree required in one of the following Business, Math, Economics Statistics

 

Years of experience required: 8-15 years of applicable experience

 

Must be able to perform quick-turn around Cost Estimates, BOEs, what-if exercises, budget drills. Must be able to produce and develop cost documentation to support program level decisions.

Travel Requirements:  Extensive travel required (98%).  Thus, candidate can be based anywhere near a major airport.

 

Skills:  Must have very good knowledge of MS Office system; superior organizational skills required, ability to gather data, compile information, and prepare reports; ability to use independent judgment and to manage and impart confidential information.

 

Experience:  Two years of administrative experience desired.  Military veteran with flight experience desired.

 

Desired Education:

 

High school diploma at a minimum.  Some college coursework desired.

 

U.S. Citizenship required for all positions.  Must be able to obtain a U.S. DoD security clearance.   Active U.S. DOD security clearance a plus.

Description of Duties:

 

Represent the Army’s Program Executive Office (PEO) Aviation and provide direct staff support to G2 Staff elements in G2 spaces in the Pentagon.

 

Develop, coordinate and staff actions within the G2, the Army Staff, and offices in the Office of the Secretary of Defense (OSD) responsible for the acquisition of intelligence related programs and the oversight of Intelligence, Reconnaissance and Surveillance capabilities within the Department of Defense.

 

Gain a thorough understanding of the G2’s Aerial Layer strategy and assist PEO Aviation in aligning programs and strategic efforts with this strategy.

 

Provide assistance to IPTs and OIPTs responsible for the management, integration, synchronization and coordination of Intelligence related program milestones; coordinate and provide liaison within Army staff agencies, PEOs and OSD offices on all aviation/intelligence related actions.

 

Develop, review and coordinate strategies, policies, doctrines, plans, procedures, and other materials associated with Army G2 strategy and represent PEO Aviation interests in these efforts.

 

Ensure appropriate milestones, technologies, desired functionalities and capabilities, and integration activities to meet G2 requirements are scheduled, monitored, and achieved.

 

Provide liaison between multiple customers, primarily the Army G2, G3/5/7, G8 ASA ALT, PEO Intelligence, Electronic Warfare and Sensors, ISR Task Force and PEO Aviation to support the successful equipping and implementation of the G2’s Aerial Layer Strategy.

 

Individual is responsible to assist the government customer with the development of requirements and management of programs involving UAS, fixed wing aircraft, and sensors and payloads in support of the Army’s Intelligence requirements.

 

Requirements for the Position:

 

•Bachelor’s degree.  An equivalent combination of education and experience may be considered.

•15 years relevant experience.

•Candidate should be an experienced senior-level individual with extensive knowledge in Army Aviation/Intelligence operations and activities with recent experience in strategic level planning, problem solving, and resource and program management.

•Knowledge and experience should include aviation, intelligence, Unmanned Aircraft Systems (UAS) staff and operational position.

•Also, should have thorough knowledge of Headquarters Department of the Army (HQDA) structure and staffing processes.

•The candidate must be results-oriented with a strong track record of performance in high-paced organizations, with extensive experience synchronizing people, tasks and resources to accomplish objectives.

Provide fiscal year closeout support to include resolving issues with DFAS, the SAFB Accounting Liaison office, program managers and customers, cleaning up open document listings and ensuring accounts are balanced and all TWCF operating funds are expensed and/or revenue funds are properly posted.

Description of Duties:

 

Systems Engineering position available at the AED, AMRDEC to support all US Army fixed wing aircraft programs.  Duties include close coordination with upper level Army program management and supporting project management staffs and contractors for cost, performance and schedule of programs as well as IPT lead supporting airworthiness qualification associated with the design, development, and test processes.  Other responsibilities will include development of Airworthiness Qualification Plans (AQP), contract deliverable requirements lists (CDRL), participation in preliminary and critical design reviews (PDR and CDR), participate in Flight Readiness Reviews (FRR), participate in source selection process, lead Technical Interchange Meetings (TIM’s), provide guidance for Engineering Changes, Systems Engineering, support hardware and software test activities and review of Maintenance Work Orders (MWO’s), Aviation Safety Action Messages (ASAMs), Safety of Flight (SOF) Messages, Airworthiness Impact Statements and Airworthiness Qualification Plans.

 

Requirements for the Position:

 

•Bachelor’s degree in Engineering (Aeronautical, Mechanical, Electrical, or Systems).  An equivalent combination of education and experience may be considered.

 

•Ideal candidates should have minimum of 8 years engineering experience with the Army airworthiness qualification.

 

•Knowledge and understanding of the airworthiness process for Airworthiness Releases (AWR) through Aviation Engineering Directorate (AED), Aviation and Missile Research Development Engineering Command (AMRDEC) relating to fixed wing aircraft programs.

 

•Knowledge and understanding of the policy regarding military qualification of commercial derivative aircraft (CDA) and foreign military sales (FMS) programs.

 

•Additionally, knowledge and understanding of FAA certification of commercial civilian aircraft as well as familiar with the FAA Military Certification Office.

 

•Knowledge/experience with aircraft ground and flight testing, payload engineering, integration, test, and systems engineering.

 

•Excellent oral and written communication skills.

Description of Duties:

 

Provide input to and develop: Life Cycle Cost Estimates (LCCE), Economic Analyses (EA), Budgeting, Forecasting, Analysis of Alternatives (AoA), Scenario Analysis, and Independent Government Cost Estimates (IGCE) through data collection and normalization, research, methodology development, modeling, cost risk analysis, briefing and documenting work. Provide cost analysis support for products such as Logistics Requirements Funding Summaries (LRFS), Depot Level Source of Repair Analyses, and Business Case Analyses (BCA) using appropriate tools and models including MS Excel, ACEIT, SEER, PRICE, Crystal Ball, and @Risk. This support shall be conducted in accordance with industry best practices and as described in the MARCORSYSCOM Cost Analysis Guidebook, MILSTD 881C, OSD Operating and Support Cost Estimating Guide, DoD 5000.4, GAO Cost Estimating and Assessment Guide, and SECNAVINST 5223.2.

 

Requirements for the Position:

 

•Bachelor’s degree in Mathematics, Economics, Statistics, Engineering, Operations Research, or Business.

•2+  years experience in data collection and cost analysis.

•Strong quantitative skills, particularly statistics and financial analysis.

•Data modeling experience.

•Ability to work well both independently, as well as part of a team effort.

•Proficient computer skills using Microsoft applications (Excel, Word, PowerPoint, and Outlook), Statistical Software (SAS, SPSS, etc.), and ACEIT.
