Description of Duties:

 

Primary

 

•Plan and manage current and projected budget versus funding in a specific Government office; participate is strategic planning; prepare justifications.

•Monitor expenditures; maintain the office financial records.

•Create documents to fund office functions.

•Analyze and report funds execution and status, focusing on the impact of funding decisions.

•Prepare financial notices, instructions, guidelines, and reports.

•Identify program specific financial issues related to deficiencies, excesses, trends, and imbalances to ensure funds availability for primary office functions.

•Work with Government personnel to expedite financial execution to ensure Government benchmarks are met.

•Draft responses to communiqués on programmatic and program specific financial and budgeting issues.

•Develop management tools, e.g., spreadsheets, to define, observe and assess actions.

•Assist Government personnel in preparing input to the three annual versions of the Congressional R2 budget exhibits.

•Prepare purchase requisitions.

 

Secondary

•Support management of the specific Government office human capital development efforts.

•Establish the tools for, and maintain the records for, personnel administration history and statistics, and assist in the development and administration of long-range position plans.

•Interface with other Government activities, which are supported by the specific Government office, to acquire information and requirements for supported training and production of awards and certificates of recognition.

•Support all aspects of recruiting, hiring, training, and deploying temporary personnel who report to this specific Government office.

•Assist in coordinating the oversight of the performance appraisal system for the temporary personnel who report to this specific Government office.

•Coordinate the development of Individual Development Plans and Letters of Intent for approximately 50 temporary personnel who report to this specific Government office.

 

Requirements for the Position:

 

•Bachelor’s degree in Business.  An equivalent combination of education and experience may be considered.

•7 years relevant experience, including 3 years supporting DoD acquisition programs.

•Intermediate to advanced proficiency using Microsoft Office applications (Excel, Word, Outlook, and PowerPoint).

•Must have good oral and written communication skills.

•US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret).

Description of Duties:

 

Cost Analysis

 

Perform and assist Lead in cost trade studies, estimate for special studies, understand range of applicable cost methods, perform “What-If” exercises, be able to analyze previously accomplished estimates, understand and gage the executability of a program and provide cost model design, and development and/or maintenance.

 

Earned Value Management (EVM)

 

Perform analysis for major acquisition programs, working closely with Government Program Office Teams. Support Contractors and Prime Contractors. Perform earned value analysis, provide oversight, participate in Integrated Baseline Review (IBR) activities, perform schedule analysis, and write technical reports. Prepare briefings for the customer and management reports. Lead a team of analysts and schedulers and instruct project staff on EVM policies, processes and procedures. Provides expertise developing plans and guidance and procedures in implementing earned value management (EVM) for major program office. Will work closely with Government Program Office Teams and Contractors. Primary responsibilities will be to perform earned value analysis, provide oversight, participate in Integrated Baseline Review (IBR) activities, perform schedule analysis, write technical reports, prepare briefings for the customer and prepare management reports.

 

Applies knowledge to prepare program reports and financial documentation. Draws conclusions and devises solutions to problems relating to improvement of cost analysis, EVM effectiveness, work methods, financial systems, and procedure efficiency. Develops and maintains program budgets and other financial tracking documentation. Will perform cost analysis/estimates and studies and/or earned value management (EVM) analysis.

 

Requirements for the Position:

 

•Bachelor’s degree in Business discipline, Engineering, or Statistics.

 

•6+ years relevant experience.

 

•Must have the ability to work autonomously or in a team environment.

 

•Shall be capable of independently performing the tasks relevant to the Performance Work Statement (PWS). Progressive experience must be shown from prior level.

 

•Must be proficient with using Microsoft Office Applications; Excel, PowerPoint, and Word.

 

•Knowledge of EVM tools and the National Defense Industrial Association Guides for Earned Value Management.

 

•US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret). Must be able to obtain interim Secret clearance within one month of hiring.

Description of Duties:

 

•Assists the ONR Future Naval Capability (FNC) Program Manager with the preparation of program documentation including Change Requests (CRs), reports, spreadsheets, budgets, and briefings.

•Conducts financial database searches and runs reports using ONR’s NAVRIS (Naval Research Information System) and Navy ERP (Enterprise Resource Planning).

•Prepares or collects fiscal data on the program in response to inquiries and action items.

•Develops spend plans and updates plans based on inputs from ONR Program Officers and Principal Investigators.

•Assists with the preparation of FHP annual program budgets.

•Prepares spreadsheets to track the fiscal execution of the program against Command benchmarks.

•Provides input to RDT&E (Research, Development, Test, and Evaluation) Budget Item Justifications (R-2 Exhibits).

•Assists with execution of program funding by compiling proposal documentation including Human/Animal/rDNA use paperwork required to fund research efforts.

•Interfaces with ONR personnel and stakeholders in academia, industry, and government laboratories.

•Establishes and/or maintains necessary electronic and/or physical records and files.

 

Requirements for the Position:

 

•Bachelor’s in Business, Finance, or Accounting. An equivalent combination of education and experience may be considered.

 

•7 years relevant experience; 1 or more years experience running reports using NAVRIS, Navy ERP, or STARS and 3 years supporting Science & Technology programs (preferred) or 3 years supporting DoD acquisition programs.

 

•Intermediate to advanced proficiency with Microsoft Excel.  Knowledgeable on other MS office suite applications.

 

•US citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility for the required Government clearance (Secret).

Provides primary support for responses to government and customer requests related to price reasonableness and commerciality. Works with Company managers, and members of the Sales, Finance, Order Management, Supply Chain Services, Legal departments to manage all aspects of the contracting process. Structure, review, negotiate, prepare and administer sales, purchase, software licensing, intellectual property, and confidentiality agreements with defense prime contractor and government customers. Applies sound, experience-based judgment to obtain optimal contracting outcomes for the Company. Assists in the preparation of proposals for prospective customers and reviews and as necessary negotiates customer Purchase Orders and associated Statements of Work. Review, negotiate, modify, prepare, and approve customer requested representations and certifications. Ensure that Company agreements comply with Company policies and procedures, regulatory requirements, and other applicable specifications or requirements. Work with other members of the Legal Department to develop and update the Company’s template agreements. Advise business units and managers of risks associated with agreements. Obtain appropriate approvals for any deviations from Company policies procedures and forms.

 

Qualifications: Excellent oral and written communication skills. Proven analytical and negotiation capabilities. Experience in government contracting processes that are relevant to Company’s operations, including FARs/DFARs, DCAA audit and review processes, rules and principles related to commerciality and commercial item sales to US government, data rights an intellectual property protection and all aspects of sales operations and contract administration. Ability to anticipate and respond quickly to business requirement. In-depth knowledge of commercial and federal contracts, including the drafting and negotiation of agreements as well as an understanding of the legal/economic basis for the terms of such agreements and the substantive implications of relevant terms and conditions and their variants. Ability to handle a high volume of contract-related tasks in a fast-paced environment with minimal supervision. Strong attention to detail. Requires a minimum of 10 years experience in contracts. Bachelor’s Degree required, advanced degree a plus. Must be a US citizen with willingness and ability to obtain a security clearance.

***  On 19 August an IED strike took the lives of three New Zealand troops in Afghanistan. Lost were Corporal Luke Tamatea, 31, Private Richard Harris, 21, and Lance Corporal Jacinda Baker, 26, medic.

 

Jacinda was the first New Zealand female killed in Afghanistan. The strike occurred in Bamiyan Province which has become increasingly dangerous. Two Kiwi troops were killed there earlier this month.

In the past, Bamiyan has been touted as a vacation spot during the war, with regular flights into the region.

 

The New Zealand Defence Force released the following video of hundreds of troops performing a Maori funeral Haka at the Burnham Military Camp near Christchurch:

Description of Duties:

 

•Medical Modeling and Simulation (MM&S) for Military Training and Education Program at the Office of Naval Research (ONR).

 

•Assist ONR personnel in overall technical program management by assisting in program/project planning, program/project financial reviews, data analyses, and conference and seminar planning and management.

 

•Develop documentation necessary to procure, fund, monitor and complete (or terminate) contracts and grants.

 

•Review program/project status reports and assess progress.

 

•Schedule and attend program/project preliminary and critical design reviews, program/project technical and financial reviews, and key demonstrations or tests.

 

•Prepare draft reports, presentations, testimonies, speeches, and other documents relative to program/project goals, objectives and results.

 

•Provide feedback regarding ONR policy-oriented issues that affect the performance of technical programs.

 

Requirements for the Position:

 

•The Program Specialist should have a Bachelor’s degree from an accredited college or university and a minimum of one year working in an office environment.  A degree in Psychology, applied Mathematics, Cognitive Science, Computer Science, Neuroscience, Systems Engineering, Education, or Business Management is preferred. An equivalent combination of education and experience may be considered.

 

•Excellent writing and communication skills.

 

•Proficiency with Microsoft Office products is required.

 

•The successful candidate will have demonstrated ability to be detail oriented and organized while handling multiple responsibilities in a fast-paced environment.

 

•US Citizenship is required. Applicants selected may need to complete a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret).

 

•Must be available to travel as required.
