Functional Responsibility:

 

The Contractor shall provide senior level functional expertise support and the development, preparation, review, analysis, coordination and maintenance used in planning, programming, budget and execution processes for a support contract. Provides and demonstrates expert knowledge to ensure command wide requirements are supportable and defensible to the standard of the CBJB, CJB and Army MDEP. Prepares budget justification documents for the National Intelligence Program, Military Intelligence Program, the President’s budget and the five-year Defense Program requests. Compiles and analyzes data from various components and provides products to the Office of the Under Secretary of Defense (Intelligence) and the Director of National Intelligence. Makes recommendations concerning supplemental funding needs, submits requirements, and monitors funding. Adjusts resources in the National/Military Intelligence Program, as required, to accommodate revised thresholds and priorities.

 

Generic requirements are;

 

• Assist with the Intelligence Resource Management Process.

• Assist with resource management oversight.

• Assist with budget programming.

• Familiar with the National Intelligence Program (NIP) and Military Intelligence Program (MIP) and components.

 

Functional Responsibility: The Principal Program Analyst is a functional and subject matter expert (SME) who analyzes client needs to determine functional requirements as they apply to client systems or solutions. Under the direction of a Project Manager, he or she leads complex, enterprise-wide engagements, oversees planning, client problem solving, and recommendation development. He or she may work independently or with other program analysts to incorporate functional requirements into new or existing management systems and may remain involved through the design and final implementation of the resulting systems. Upon implementation, the Principal Program Analyst may be on-site with client agencies to support reports and analysis derived from new system applications. The Principal Program Analyst demonstrates exceptional oral and written communications skills.

 

Required Experience:  At least five (10) years experience in consultation and facilitation professional services to US Government agencies, with concentration on the Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) system and Agencies of the United States Intelligence Community, and/or with a concentration on the National Intelligence Program (NIP) Capabilities Programming and Budgeting System (CPBS).

 

Required Education: B.S./B.A. degree in an associated discipline, M.B.A., M.S., or M.A. desired.

The Marine Structural Engineer will design and implement structural and mechanical systems, assemblies and components used in AUVs and the handling of AUV’s manufactured by Bluefin Robotics.  The successful candidate will develop designs, addressing performance, safety, manufacturability, maintainability and cost, from concept through final production. Bluefin’s customer base spans government, commercial, academic and research entities, and the engineering processes employed must effectively support this diverse client base and a variety of product delivery scenarios.

 

Responsibilities:

•Conceptualize, develop and design vehicle lift systems and lifting-related components, pressure vessels, and other subsystems and components to meet requirements of Bluefin new product programs, and perform sustaining engineering for existing systems.

•Identify appropriate factors of safety based on engineering design considerations, application, and recognized standards such as ABS and DNV.

•Perform hand calculations, detailed structural modeling and FEA as needed to verify designs meet performance, strength, safety, and environmental requirements (lifting loads, factors of safety, handling of vehicles in various sea states, depth/pressure, temperature, weight, buoyancy)

•Conduct analyses and trade-off studies in support of concept development and detailed design, to address performance, manufacturability, and cost.

•Select materials and processes and manage dimensional tolerances to support supply chain constraints and manufacturability/cost targets.

•Support business development by providing first-pass design and analysis of new product concepts for bids and proposals.

•Assist in the development of in-house design tools, methodologies and expertise

 

Required Experience and Qualifications:

•Minimum BSME or similar (MS preferred), with minimum 5 years relevant marine design experience.

•Direct experience with design of lifting systems and related gear, deep sea pressure vessels, underwater vehicles, and PBOF cabling and connectors

•High level of proficiency with 3D CAD modeling software such as SolidWorks (preferred) or Pro/ENGINEER, as well as structural design and analysis, particularly FEA tools such as ANSYS and SolidWorks Simulation (COSMOS).

•Familiarity with a wide range of industry-standard part fabrication and finishing methods and technologies, particularly for the marine environment; understanding of deep-sea vehicle design issues such as: effects of pressure, aging and fatigue of materials and galvanic corrosion protection.

•Excellent written and verbal communication skills, as well as proficiency with Microsoft Office and tools for documentation of engineering calculations such as Mathcad.

•Capable of obtaining a US Department of Defense Security of Cleanance, and willing to do so if requested.

Duties and Responsibilities:

The successful applicant will provide direct support to the US Homeland Security (HLS) team and UKTI DSO team in London. Specific duties will include:

-Support DSO to reach UK companies speaking at UK events delivering the message of the complexities of getting into this market.

-Following trends and business opportunities by gathering market intelligence to support the US HLS network team and DSO to deliver support to UK PLC.

-Working with US HLS team to provide market intelligence, in advance of UK trade delegations to major US security shows supported by DSO.

-Promoting UK security products and services to the US Government and private sector purchasers.

-Establishing and maintaining strong links into state and federal security and law enforcement departments in order to understand their equipment requirements.

-Providing strategic and tactical advice to British security companies seeking to enter the US market.

-Hosting and organizing events, working with the US HLS team including trade missions, seminars and visits of US security officials to the UK.

-Liaising with UKTI and other British Embassy staff in support of security export efforts.

-Developing an understanding of available market opportunities to develop a prioritised listing of target organisations and developing a high level of understanding of them and their processes, including relationship-building with key individuals.

 

Minimum Qualifications/Experience:

-Collaborating and partnering – Establishes relationships with a range of stakeholders and readily shares resources to support higher priority work, showing pragmatism and support for the shared goals of the organisation.

-Managing a quality service – Develop, implement and maintain systems and service standards to provide a quality efficient and value for money service.

-Delivering at pace – Takes responsibility for delivering expected outcomes on time and to standard, planning ahead and reassessing priorities if situations change.

Applicants should have significant security experience gained in either law enforcement or other government security role, preferably with experience of working for or with UK law enforcement organisations. They should have an understanding of law enforcement procurement processes and be able to demonstrate the ability to use this knowledge to help UK firms partner with US agencies on security projects.

The post offers the opportunity to work closely with the UK’s security industry – one of the fastest growing sectors and to be part of UK Trade and Investment’s high performing teams across the US.

WHAT:            In celebration of the US Navy Memorial’s 25th Anniversary, guests are invited to a special ‘Author on Deck’ literary event sponsored by General Dynamics in which Larry Berman will present his latest work, ZUMWALT: THE LIFE AND TIMES OF ADMIRAL ELMO RUSSELL ‘BUD’ ZUMWALT, JR. (Harper Collins Publishers; October 9, 2012).  Zumwalt is a compelling portrait of the controversial admiral widely regarded as the founder of the modern Navy, who implemented major strategic innovations that endure to this day.

 

In Zumwalt, Berman takes an admiring yet evenhanded look at the life and career of Admiral Elmo Russell Zumwalt, the charismatic Chief of Naval Operations (CNO) and “the Navy’s most popular leader since WWII” (Time). Embodying honor, courage and commitment over a career spanning forty years, Zumwalt rose to the top echelon of the U.S. Navy, notably as a commander of all Navy forces in Vietnam.  After retiring from service in 1974, he spearheaded a citizen education and mobilization effort that helped thousands of Vietnam veterans secure reparations.

Description of Duties:

 

Serves as the subject matter expert for the TRADOC G2 OE/OPFOR Directorate responsible for planning, design, development, testing, implementation, and management of the Training OE Website including technical management of the web site and web interface. Provide services that permit the publication and transmission of information to internal and external audiences. Work requires determining overall technical design and structure of internet services; monitoring functionality, information assurance, security, and integrity of internet services; troubleshooting, resolving technical problems with the design and delivery of internet services; collecting and analyzing internet service usage and performance statistics; evaluating new internet services and technologies; and providing technical advice to internet content providers.

 

Primary Duties & Responsibilities:

 

  • Plans, coordinates and accomplishes studies to develop a “notional internet” that mirrors routine and adversarial world-wide web content in support of the Army Combat Training Centers (CTCs) consisting of email, websites, blogs, and other web-based technologies.

 

  • Position requires a Hypertext Markup Language (HTML) designer/programmer to conceptualize and implement the notional internet environment.

 

  • Performs basic systems administration duties on Windows server platforms to include Microsoft Exchange, and Microsoft Internet Information servers.

 

  • Leverages existing notional internet and adversarial web page content developed by other Department of Defense (DOD) agencies (e.g., Kansas National Guard, Marine Air Ground Task Force (MAGTF), 29 Palms, 505th OC, Nellis, Air Force Base, etc) and integrate this content into the project.

 

  • Coordinates with notional website point of contact at each CTC to ensure that the content (web, email traffic, blogs, etc) is tailored to and integrated with rotational training scenarios.

 

  • Coordinates with local CTC representatives for the implementation and loading of content onto servers in support of the Cyber Environment Replication (CER) initiative and ensure periodic updates are integrated into the notional internet in order to maintain data currency.

 

  • Captures lessons learned and document best practices across the CTCs in support of follow-on development of the CER initiative.

 

  • Coordinates with other services and organizations (JFCOM IO; First IO Command, IO Range, etc) to leverage the CER capability for Joint applicability.

The Anti-Access Area Denial (A2AD) Subject Matter Expert (A2AD SME) is member of the Navy Warfare Development Command’s (NWDC) Modeling & Simulation (M&S) Directorate in support of the Navy Training Baseline (NTB) and Navy Continuous Training Environment (NCTE). As Program Manager for NCTE, the M&S Director provides modeling and simulation application development, live, virtual and constructive systems integration support and in-service engineering support to US Fleet Forces (USFF), the numbered fleets, Navy systems commands, US Combatant Commanders and Navy Warfare Centers of Excellence (WCOEs). The M&S Director, NWDC, is also the Service Program Manager for Joint Semi-Automated Forces (JSAF) and the Joint Simulation Bus (JBUS), and employs these tools as the core simulation systems for the NCTE. The Service Program Manager requires the development of a process engineered to identify, publish and sustain various releasable versions of the Navy Training Baseline suite of simulation software applications.

 

Duties and Responsibilities:

 

The A2AD SME, receiving prioritized requirements from the NWDC M&S Development Lead, will employ military domain expertise in the development of detailed requirements, documenting measures of performance (MOEs) and measures of effectiveness (MOEs), performing simulation model knowledge acquisition (KA), interacting with other SMEs and developers to investigate A2AD capabilities, plan and assist in the integration and development of the JSAF simulation system and other Navy, Service, Joint and Agency training systems that will include these new capabilities into NCTE. Review and monitor A2AD requirements from Fleet Forces, CSFTL, TTGL/P.  Continually review ongoing A2AD training initiatives and evolving technology as they apply to the NCTE and ensure joint/service/agency and coalition interoperability considerations. Attend meetings as directed by NWDC and the assigned NCTE staff. Assist in the development of the distributed training architecture and the integration of live, virtual and constructive assets into the architecture.

 

Education and Experience:

 

Bachelor¿s degree plus 8 to 10 years of directly related experience is required.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

 

Knowledge, Skills, Abilities:

  • On-site support required.  Interface with customers on a daily basis.

Support the ETT section by assuming the completed and SME approved story boards from Instructional Designer and convert them into online multimedia format according to SCORM 2004 specifications to be posted on Learning Management System.

 

The incumbent will have the responsibility for converting and archiving all storyboards received from Instructional Designer into a standard flash template, pertaining to ADL courses under development.

 

MD designs and coordinates course features, interactions, navigational tools, and content with instructional designer and ETT Section Head. Supports the conversion of traditional classroom training and educational material or new storyboards into instructionally sound, interactive, web-based training.

 

Ensures all developed work is in compliance with NATO standards and requirements (e.g., SCORM 2004) and security policies and procedures.

 

Designs and develops online courses for interactive delivery systems, interactive multimedia training.

 

Designs and builds web pages using a variety of graphics software applications, techniques and tools.

 

Designs and develops user interface features, site animation and special effects elements.

 

Uses animation, audio, video, and other creative techniques to develop interactive training systems.

 

Develops innovative user involvement techniques to enhance information transfer.

 

Researches and incorporates text, audio, video data drawn from a wide range of sources in support of this effort.

 

Performs content presentation improvements and upgrades.

 

Reviews and edits all content for consistency in style, language, and reusable content.

 

Participates in meetings with the JETE staff to discuss products, site maintenance, future planning, modifications and enhancements.

 

Designs, develops, troubleshoots, debugs and implements software code (such as HTML, CGI and JavaScript) for the website.

 

Develops and updates interactive training systems in support of distance learning, distance services, and distributed simulation and information processing. Uses animation, audio, video, and other creative techniques. Designs and builds web pages using a variety of graphics software applications, techniques and tools. Ensures compliance with government standards (e.g., SCORM 2004) and security policies and procedures.

 

Designs and develops user interface features, site animation and special effects elements.

Requirements for the Position:

•Bachelor’s degree in Computer Science.  An equivalent combination of education and experience may be considered.

•3 years experience (within last 5 years) working in web based multimedia development for online courses and usage.

•3 years (within last 5) experience using graphical development tools.

•3 years experience (within last 5) using Learning Management Systems (LMS) and troubleshooting SCORM compliant issues.

•Experience in the SCORM standard and subsequent programming and creation of SCORM compliant courses.

•Experience to work independently to research and leverage industry, government and academia to develop innovative, state-of-the-art information technology.

The JDLM simulation is used to drive command and control (C2) actions through BCS3 executed by commanders and staff as they train in simulated real world combat and SASO operations and as components of Joint Task Forces.  Tapestry personnel will take guidance drawn from an analysis of customer training objectives and use the JDLM model to emulate the appropriate force structure, infrastructure, and logistics force structure in support of achieving exercise objectives.  During these exercises, the students gain an understanding of the interrelationship of Supply and Transportation systems in Distribution Management; use the Military Decision Making Process (MDMP) for Logistics Support decisions; use Army Battlefield Control Systems (ABCS) to obtain a common operating picture; use TCAIMS TO to affect the movement of commodities during exercises; and implement a logistics concept of support.  Provide support to the mission planning and mission execution processes which may include modeling the strategic deployment process down to individual entity level moves reflecting mobilization, movement and final deployment and Reception, Staging, Onward movement and Integration.  They will assist in determining the physical layout, networking and simulation architecture in support of individual exercises.  They will be capable of assisting in the design of simulations supported training events, data base design, data base build and the stimulation of logistics C4I systems such as BCS3.  These missions require an understanding of logistics and operational force structure, simulation training design, exercise objectives and being able to understand an operational plan and logistics implications of staff planning.  Personnel will be able to translate these variables into a viable JDLM scenario, assist and or build data bases and ensure C4I systems are stimulated and operate as they would on the battlefield.  Tapestry personnel will be able to operate, troubleshoot, set up, take down, establish connectivity associated with operating the JDLM model in a stand alone or federated mode.

 

Primary Job Functions

 

1)      Stay abreast of current logistics concepts and doctrine.

 

2)      Design, build, test, and execute the TLE and/or OLE events (MSEL and/or Storyboard) incorporating JDLM simulation to stimulate the BCS3 systems to support ALU’s learning objectives for the Combined Logistics Captain’s Career Course (CLC3), CLC3-Reserve Component, Warrant Officer Advanced Course, and other logistics courses (such as the Advanced Non-commission Officers Advanced Course) as designated by the government.

 

3)      Provide assistance to SGLs, instructors, and students on the TLE and/or OLE events to insure a seamless understanding of the exercise and enable the student learning process to meet the ALU learning objectives.

 

4)      Advise the government on changes to the TLE and/or OLE events to meet emerging doctrine and incorporate approved tactics, techniques, and procedures (TTPs) that support ALU’s learning objectives.

 

5)      Provide assistance to SGLs, instructors, and students on the employment of BCS3 in the distribution management process and apply distribution management techniques and its relationship to the U.S. Army STAMIS in accordance with ALU learning objectives.

 

6)      Facilitate final OLE/TLE After Action Review (AAR).

 

7)      Briefs visitors on the OLE/TLE and the capabilities of BCS3.

 

8)      Provides daily exercise reports

 

9)      Train military, government and selected contractors (those designated and filling Contracted SGL Instructor Positions) on the use of the JDLM Simulation, and BCS3.

 

10)  Assist in the Set-up of JDLM and the associated BCS3 stimulation capability.  Facilitate the movement of all required data used to stimulate BCS3 and assist the training audience in the interpretation of the data used to make logistics decisions.

 

11)  Assist in the build of logistics parameters, networks, logistics force structure, ITV and strategic and tactical movement capabilities as well as consumption regions and agents to support the requirements of the training audience supporting logistics operations, distribution management and strategic deployment and sustainment operations.

 

12)  Assist in the linkage and training of JDLM functionality in exercises and other simulation events where JDLM is linked to JCATS or CBS.

 

13)  Assist in the upgrading and system burn-in/testing of new soft ware releases for JDLM stimulation software and BCS3 software.

 

Qualifications

Education and/or Experience

 

This position requires a minimum four year degree and ten years relevant experience or fifteen years experiences with no formal degree.

 

Experience in one or more of the following areas are considered important.  Relevant Military Operations planning, Logistics, Simulation, Training and Technical systems experience includes, but is not limited to, operational planning, any Military logistics (deployment, movement, and sustainment operations), Command & Control systems, maneuver control, supply chain management, supply resource analysis and movement planning, defining system requirements and system design parameters, working with the development and/or implementation of complex computer support systems in a programmatic or phased approach; performing requirements analysis for a wide number of users in areas of Military operational training or real world operations which includes logistics planning and/or command and control, engineering development, system integration; extensive knowledge of analytical techniques, experience in gathering data to solve complex technical problems and performing analysis of that data, or experience in simulation/exercise planning using computer-based tools; producing and reviewing test steps for measuring product or performance of computer simulation systems and; interpreting evaluation and test results and developing recommendations for improvements or changes.  Specific experience can include work with the US Military as activity duty or contractor with operations, logistics, training or computer science emphasis; AAR preparation and analysis; and experience working with the following models to include Joint Deployment Logistics Model (JDLM), Vision XXI, CSSTSS, GTN, GDSS, JCATS, BCS3, LCOP and other C4I & C2 systems and other US Military Computer systems, models and planning tools.  Proven expertise in developing Military training and operational scenarios that can be used to demonstrate plans or to conduct course of action analysis is also important.  Knowledge in software installation, set-up procedures and user training as it relates to US Military training tools and environments.  Other relevant experience includes operating system set-up and working knowledge of Tapestry Solutions technical approaches and products as it relates to computer science.  This position requires a US Military clearance at the SECRET level.

 

Skills and Abilities

 

This position also requires strong analytical and computer skills background.  In addition the Analyst must be able to operate with deployed and CONUS based military operations centers and field based commands.  The Analyst must be comfortable with the workings of operations centers and the essentials of MDMP and exercise design and simulation architecture.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  This position requires the employee operate from military installations, field locations, and to support extended periods of exercise activity with limited rest, and often working at the computer viewing the screens and typing, communicating on the phone.  Duties may be carried out in extremely austere environments.

Description of Duties:

 

The contractor shall support the development, editing, and production of reports and presentation materials for internal/external customers consistent with government required formats.  Support includes preparation, scheduling, and coordination of materials/resources.  The contractor shall provide illustrator services supporting the development of the final style, format, and preparation of the illustrations.  The contractor shall assist in operating graphics workstation equipment, scanner equipment, photo reproduction equipment, and the associated software.  The contractor shall work with the directorate focal point for office supplies to ensure adequate levels of consumable items needed for presentation/graphics.   The contractor shall assist the directorate focal point in collecting and visually displaying materials at staff meetings.  The contractor shall assist in reviewing the content of the directorate electronic workflow mailbox.  The contractor shall assist with compiling and integrating data from the Senior Officer Communication and Coordination Electronic Resource (SOCCER) tool into the directorate’s Integrated Digital Environment (IDE) suspense task tracking system.  The contractor shall assist in compiling, formatting, and storing divisional inputs to taskings to support development of the directorate response.  The contractor shall assist in transmitting approved responses to specified organizations.

 

Requirements for the Position:

Support the Family of Advanced Beyond-Line-of-Sight Terminals (FAB-T) Program by providing timely and effective analysis of the prime contractor’s monthly IMS deliverables. In addition, the ideal candidate will have experience with meteorological and oceanographic weather data models, experience writing scripts in scripting languages (e.g. Python, Perl or Ruby) and have experience in working with software and systems engineers in a Test Driven Development environment. It is desired that candidates live in the Monterey, CA area. If applicable, some relocation expenses may be provided.

 

Required qualifications:

•Candidate must be a U.S. citizen.

• Candidates must have an active Secret clearance or be able to obtain one within 6 months.

• At least 5 years of experience developing and managing test plans .

• At least 3 years designing test plans in an agile development environment.
