Description of Duties:

 

Provide Subject Matter Expertise on a full time basis who will work collaboratively as members of an integrated government, military, and contractor team.  Personnel shall support the Source GEOINT METOC Division in providing NSG-wide centralized coordination for METOC activities affecting GEOINT processes and activities.

 

Personnel shall be adept at working in a dynamic, fast paced, team environment supporting critical GEOINT activities through their METOC and GEOINT domain expertise, effective communication skills, and the development and coordination of METOC-GEOINT products and geospatially-enabled support. The ability to operate autonomously and support 24X7 operations as the sole METOC expert available, interact with senior leaders, and manage multiple time-constrained projects is critical to success.

 

Requirements for the Position:

•(A) Five years minimum experience working in the Intelligence Community.  Bachelor’s degree in Atmospheric Sciences, Earth Sciences, Environmental Science, Geography, Geology, Geographic Information Systems, Hydrography, Hydrology, Imagery Science, Meteorology, Oceanography, Physical Science, Remote Sensing, or a related discipline. –OR- (B)  Combination of Education and Experience:

•A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option (A) plus experience that demonstrates the ability to successfully perform the duties associated with this work.

•As a rule, 30 semester (45 quarter) hours of college education is equivalent to one year experience.  Candidates should show that their combination of education and experience totals four years. – OR – (C)

•Experience: Six years of significant applied experience in the intelligence field, Imagery Analysis, the use of current GIS tools, or work related to the fields listed in (A) above.

•In an integrated operations environment, the contractor must be able to provide METOC anlyses(past and present), and apply METOC forecasting expertise to enable GEOINT processes and activities in support of national security.

•The contractor must demonstrate a keen ability to leverage METOC data, information and knowledge, to include the following types of products: ◦Tailored climatology studies and other climate-based products

◦Tailored meteorological and oceanographic analyses and forecasts

◦Tailored space weather analyses and forecasts

◦METOC data-stream assurance

◦Calibration and evaluation support

 

•The contractor must be able to provide current METOC situational awareness products and advance notification of significant terrestrial METOC and space weather events that may impact NSG operations.

•The contractor must be able to represent GEOINT METOC equities at various NSG and Defense Department working group meetings.  Specific attention must be given to NGA’s Integrated Working Group for Readiness, Response, and Recovery (IWG-R3) and the Environmental Geography Working Group of the Human Geography Community of Practice.

•The contractor must be able to provide METOC support to emerging NGA and NSG Activity-Based Intelligence efforts.

•The contractor must be able to operate with limited oversight.

•The contractor must be able to leverage non-standard data streams and sources of METOC data, information and knowledge to enable decisive GEOINT processes and activities.

•The contractor must be able to coordinate daily with other analysts and customers to develop techniques to improve processes/methods to more effectively or efficiently integrate geospatially-enabled METOC products into NSG processes and activities.

•The contractor must be able to anticipate and exploit METOC data, information and knowledge to facilitate the development of effective NGA continuity of operations procedures and, as required, the implementation of such procedures.

•The contractor should have familiarity with Open Geospatial Consortium (OGC) compliant data formats such as Web Mapping Services (WMS), Web Feature Services (WFS), Web Coverage Services (WCS), and Keyhole Markup Language (KML), as well as formats typically used to transfer METOC data, such as Gridded Binary (GriB) and Binary Universal Format for Representation (BUFR) data formats.

•The contractor must be able to participate in issue-specific Technical Exchange Meetings and working group meetings (e.g. Advanced Geospatial Intelligence Tool Kit [AGI-TK] and GEOINT Visualization Services [GVS] fora).

•The contractor must be able to develop and execute comprehensive plans and strategies to integrate Online, On-Demand METOC data, information and knowledge into all aspects of GEOINT processes and activities across NGA and the NSG.

•The contractor must be able to recommend, coordinate, and execute solutions to provide METOC data content and application services to NGA, the greater NSG community and our allies worldwide.

•The contractor must be able to recommend, coordinate, and execute solutions to enhance the METOC user’s experience through Online, On-Demand GEOINT services that provide access to content, applications, expertise, and support via a more user-friendly and unified web presence.

•It is DESIRED that the contractor have Information Technology Service experience.

•Current/Active TS/SCI clearance is required.

Assists the Sustainment Team Chief and his Lead Sustainment Logistician with the develop of the depot integration strategy/roadmap for the PdM-MAE.  Establish and recommend changes to program policies and procedures as necessary.   Support the management, schedule, execution, and update of Depot Source of Repair (DSOR) and related documents as necessary, including LORA, CLA/SoRA, CDA, BCA (Type I and II), and Best Value Analyses (BVA) per DoD, Army, and AMCOM guidance.  Develop, coordinate, manage, and execute depot facilitization requirements, plans, procedures, and schedule in support of depot utilization, integration, workloading, and associated execution activities such as the development of Depot Maintenance Work Requirements (DMWR) and establishment/management of contractor Repair of Reparable (RoR) lines.  Support development and integration of PdM-MAE Performance-Based Logistics (PBL) processes, procedures, and initiatives, including management of the Product Support Integrator (PSI) in execution of business processes.

 

Requirements for the Position:

 

•Bachelor’s degree.  An equivalent combination of education and experience may be considered.

 

•15 years relevant experience.

 

•The candidate should possess exceptional communication skills and work well in a team/IPT environment, with the ability to facilitate meetings.

 

•Must be proficient with using Microsoft Office applications; Excel, Word, PowerPoint, and Outlook.

 

•The ideal candidate will be a self-starter with the ability to recognize technical issues and risks without assistance and the written and oral communication skills to accurately disseminate for resolution.

 

•Should have an understanding of the elements of Integrated Logistics Support (ILS) as they apply to Supply and Maintenance, DoD acquisition process, and material fielding.

 

•Also need to have an understanding of Logistics Management Information (LMI) data, Level of Repair Analysis (LORA), Supportability Strategy, Life Cycle Sustainment Plan (LCSP), and Modification Work Orders (MWO).

 

Ability to identify and determine workarounds for short and long range factors affecting progress of programs, production, and projects by re-allocating assets, resolving logistical issues relating to the total life cycle, and Provisioning.

 

•Familiarity with full range of acquisition logistics functions is desired.

Description of Duties:

 

Basic Functions:  The Analyst will serve as the subject matter expert for the TRADOC G2 Training Directorate, responsible for conducting and supporting research, planning, designing, development, testing, implementation, training, management and accreditation of the OE/OPFOR Cyber and Electromagnetic Warfare (EW) capability modernization effort.  Work requires collaborative research to identify contemporary and emerging Threat Cyber/EW capabilities.  The analyst is also responsible for overseeing the operation and ongoing development of the current OPFOR Cyber Environment Replication (CER) network and overseeing development/operator efforts at the CTCs. This position is located at HQ TRADOC, Fort Eustis, in Newport News Virginia, and requires approximately 20% travel for up to 14 days at a time with some time spent in field training conditions, which includes wearing helmets and other protective gear, and riding in military vehicles.

 

Primary Duties & Responsibilities:

 

1. Plans, coordinates and supports development and fielding of OE/OPFOR modernization efforts to develop a live/virtual/constructive OPFOR Cyber/EW capability that mirrors near peer adversarial capabilities, and will challenge rotational unit Brigade Combat Teams (BCTs) to identify and respond to Cyber/EW threats/attacks.

2. Perform as a member of the G-2 Training Directorate Training Support/Accreditation Team, observing, identifying gaps and recommending solutions in Cyber/EW/CER capabilities and utilization during DATE rotations at the CTCs.

3. Captures Cyber/EW lessons learned and document best practices across the CTCs and HST in support of follow-on development of the OPFOR Cyber/EW modernization.

4.Coordinates with other services and organizations (JS J7; 1st IO Command, Joint IO Range, ARCYBER Command, Electronic Warfare Proponent Office,  INSCOM, etc) to leverage the Cyber/EW OPFOR capability for Joint applicability.

5. Participates as a member of the Army Cyber/Electromagnetic community to keep pace with Army Cyber/Electromagnetic Doctrine, Organizational, Training, Materiel, Leader Development, Personnel and Facility (DOTMLPF) modernization efforts, and working to ensure those or complimentary training aids, devices, simulators, and simulations (TADSS) are fielded to collective training programs and/or OPFOR components.

6. Monitors CER functionality, information assurance, security, and integrity of internet services; addresses technical problems with the design and delivery of internet services; collecting and analyzing internet service usage and performance statistics; evaluating new internet services and technologies; providing technical advice to internet content providers, and fostering the active portrayal of the CER as an OE enhancement during DATE Rotations.

7. Leverages existing CER-like internet and adversarial web page content developed by other Department of Defense (DOD) agencies (e.g., Kansas National Guard, Marine Air Ground Task Force (MAGTF), 29 Palms, 505th OC, Nellis, Air Force Base, etc) and integrate this content into the CER project.

8. Coordinates with CER website point of contact and Operations Group planners at each CTC to ensure that the content (web, email traffic, blogs, etc) is tailored to and integrated with rotational training scenarios.

9. Coordinates with CTC representatives for the implementation and loading of content onto servers in support of the Cyber Environment Replication (CER) initiative and ensure periodic updates are integrated into the notional internet in order to maintain data currency and improve functionality.

 

Background Requirements:

 

•Bachelor’s degree in Computer Science, Digital Media, Information Technology or related field.  An equivalent combination of education and experience may be considered.

•5+ years of operational warrant or commissioned military experience at the Brigade and above staff level, with 2-3 years focused on Cyber or EW tasks.

•Experience with web portal applications and network design.

•Program Management experience (desired).

•Position requires a Top Secret/SCI security clearance.

PRIMARY FUNCTION(S)/RESPONSIBILITIES:

 

Staff in this position will provide financial management (FM) services to include planning, budgeting, forecasting, programming, and analysis. 1. Completed technical (not operator) training for the following equipment: AN/UPX-29(V) IFF, AN/UPX-36(V) IFF, and AIMS MARK XII IFF. Training on any of the newer IFF systems is a plus.

2. Experience supporting an ISEA is a plus.

3. High School Diploma or GED, plus technical/vocational/military training.

4. Associates Degree preferred.

5. NAVSEA certified for copper and Fiber Optic connectors is a plus.

 

General Experience: A minimum of six (6) years of full-time hands on technical experience in the maintenance, installation, test, and/or repair of electrical/electronic systems/equipment incorporated in C4I systems.

 

SKILLS AND ABILITIES:

The Surface Navy Association (SNA) National Symposium will be held January 15-17, 2013, at the Hyatt Regency Hotel, Crystal City, VA.

 

The association was incorporated in 1985 to promote greater coordination and communication among those in the military, business and academic communities who share a common interest in Naval Surface Warfare and to support the activities of Surface Naval Forces.   SNA provides for its members support, programs and activities which enable professional growth, personal satisfaction and camaraderie.

Description of Duties:

 

Provide financial management and accounting functions, processes, and analytical methods to gather, analyze, evaluate, and present information required by the government. The incumbent shall assist with program reports and financial documentation and ensure compliance with DoDD5000.1/DoDI 5000.02 (and AF implementing instructions when published), AF Instruction 65 series, and DoD/Air Force Material Command (AFMC)/Defense Finance & Accounting Service (DFAS) financial management instructions and associated regulations. The incumbent shall assist with budget forecasting, program or financial execution reporting and reviews, cost estimates and studies, EVM analysis and/or provide technical advice and guidance to the government on all matters relating to budget, cost, schedule, or EVM. The incumbent shall assist in performing fact finding, analytical, cost and advisory functions using automated financial management information systems.
