The Position:

 

The Development Associate reports to the Development Manager and is responsible for account management/corporate relations of assigned corporate donors as well as solicitation and development of new corporate donors as directed by supervisor.  Will also be responsible for sponsor benefit fulfillment, donor communications, managing the donor database, special projects and other assignments as directed.

 

Will liaison with USO Inc. (headquarters) on shared third party corporate campaigns (e.g. Wawa) and community fundraising efforts such as Team USO and will communicate regularly with USO Inc. relative to those shared relationships.

Will work with Supervisor and Vice President Marketing and Development (VPM&D) on the development, implementation and execution of third party (cause marketing) promotions with corporate partners. Identifies new corporate prospects for third party fundraising and develops a marketing strategy to solicit and secure their commitment. Will manage current third party fundraisers and those corporate relationships.

Will manage select local sports partnerships (pro and collegiate) as identified by Supervisor, identifying assets each can deliver to USO-Metro and targeting those to be developed further from a fundraising perspective and overall asset valuation. Will collaborate with other M&D managers as needed to assist, input and help activate the sports partnerships.

Will handle corporate donor development to support other Marketing & Development areas including but not limited to communications campaigns and special fundraising events and assist as needed in supporting other department needs as appropriate.

 

May also be assigned additional special projects and responsibilities such as proposal writing, in-kind procurement, development of sales presentation materials, planning and coordination of an annual Sponsor Summit event and other key assignments yet to be determined.

 

Responsibilities:

 

•             Corporate Development and Account Management

•             Manage/grow existing donors and develop new corporate relationships for program, center or event sponsorships, third party campaigns or other fundraising opportunities.

•             Provide account management to assigned corporate donors to include serving as main point of contact to and from donor, manage contracts and agreements, initiate billing and payments in coordination with USO-Metro finance team, and ensure all sponsor benefits are fulfilled.  Build a superior professional relationship with corporate sponsors to enable a mutually beneficial experience that exceeds the sponsor’s expectations.

•             Foster a positive and collaborative environment with all USO-Metro departments including but not limited to Programs & Services, Mobile USO, Hospital Services, Airports and Center staff.

•             Work with Supervisor and Communications team to develop and maintain development collateral materials. Serves as the daily point-of-contact for third party/cause partners, sports partners and strategic alliance partners and attends respective partner events related to marketing program.

•             Works with Marketing & Development Coordinator to prepare tracking and analysis report on third party/cause marketing activities and revenue performance. Ditto for sports partnerships.

•             Actively participates in coordination of marketing and development corporate sponsor/promotional activities and special events which may require evening and weekend work.

•             Assists as needed in preparation of meeting materials for various meetings/events and coordinates attendance/appearance of staff or volunteers at events.

•             Regularly reports on progress of assignments.

•             Maintains positive relationships with board members, donors, volunteers, staff and other key stakeholders.

In support of the Air Force Space and Missile Systems Center’s (SMC) Space Development and Test Directorate, Launch Systems Division, individual will be involved with the development and maintenance of Rocket Systems Launch Programs (RSLP) Systems Engineering processes and plans.  RSLP stores and maintains the DoD’s Excess Ballistic Missile (XBM) fleet to maintain launch readiness in support of small launch programs.  Duties will include supporting the development and maintenance of RSLP’s Risk Management process.  This includes managing RSLP risks in Active Risk Manager (ARM) and updating and documenting Risk Management Lessons Learned.  Update and review RSLP Command Media and policies and Operating Instructions (OI).  Oversee Systems Safety Working Groups.  Conduct Feasibility Assessments on Sounding Rocket Destruct System or other ordnance train items for rocket motors or launch vehicles.  Conduct Trade studies on Ballistic Missile Guidance, Electronics and Propulsion technologies.  Review entry and exit criteria and provide assessments for major launch vehicle mission reviews.  Individual will be functioning in an integrated team environment cooperating with the military, civilian, Federally Funded Research & Development Center FFRDC), and Systems Engineering and Technical Assistance (SETA) government personnel.

HQ SACT requires a qualified experienced individual to assist in the development of Air C2 capability requirements and Capability Packages (CP) meeting Alliance goals for continuous improvement of Air C2 capabilities and Air C2 interoperability among Alliance nations.

•Support and assist the HQ SACT staff on all Air C2 related areas to aid in identifying and documenting capability requirements for NATO Air C2.

•Support the development of detailed JFAC augmentation and training plans as tasked by the IMS.

•Liaise with Single European Sky ATM Research (SESAR) Integrated Project Team (IPT) and US representatives for Next Generation (NextGen) air traffic services on capability areas impacting NATO Air C2 systems.

•Monitor Mode 5 implementation plans and implementation status for requirement and implementation impact on NATO and National systems.

 

Requirements for the Position:

The Propulsion System Test Lead is responsible for the propulsion test effort in support of the Dream Chaser (DC) vehicle program. This individual must be technically competent in propulsion system design, test planning, test procedure preparation, test facility planning and development, development and verification disciplines and able to perform engineering analysis and design, as well as be able to manage others supporting this effort, as required. Additionally, the test lead position will need to act as the single point contact to plan, coordinate and provide leadership for the DC propulsion system test program. The ideal candidate will be experienced in the design, development and operations of propulsion system or launch vehicle stage test stands using high pressure gases, fluids and/or solid motor elements, providing all test documentation including plans, procedures, status and test reports and integration of subsystems into an integrated test system test bed. Scheduling, facility construction and modification, data acquisition system and personnel management experience are strongly desired.

 

Required Skills:

For the DC program, the propulsion test lead’s function will design, develop, and implement the DC propulsion vehicle systems test program. Assist in the development of the validation and verification methodology required to verify the analytical tools needed to perform all of the mission profiles of the Dream Chaser vehicle requiring propulsion system function.

• Perform the Propulsion system test planning required to meet the program milestones.

• Develop, and/or propulsion direct other engineers in the development, of the necessary test plans, procedures, reporting documentation to provide certification of the DC propulsion system.

• Evaluate subcontractor’s proposals and results to determine their applicability in meeting the DC programs requirements.

• Develop propulsion system level validation and verification events and support DC system level testing events as directed.

• Support the DC System Engineering requirements development and verification.

 

PRIMARY RESPONSIBILITIES INCLUDE:

 

Understand, plan, and execute technical activities in accordance with SNC policies, procedures, and work instructions and specific Customer requirements

• Bachelor’s degree in engineering with a graduate degree strongly desired.

Provide detailed network defense recommendations in designated products and meetings to mitigate threats to the MCEN. The contractor shall provide the following deliverables under this optional task: – Database entry input on classified networks within 48 hours from detection of the incident that meets CJCSM 6510.01A or S-2 SOP reporting requirements. – Cyber Threat (Intel) Report (e.g. entity, event, or phase II reporting) – Report released on classified networks within 5 business days of detected incident that meets CJCSM 6510.01A or S-2 SOP reporting requirements. Assessments released that detail threat capabilities, intentions, actions that threaten the MCEN. The reports meet standards established in CJCSM 6510.01A, S-2 SOPs, Intelligence Community Directive (ICD) 203, and ICD 206. – Cyber Threat (Intel) Indications and Warning / Recommendations Report – Report released on classified networks within 24 hours from receipt of community intelligence report and meets standards established in S-2 SOPs. Description of Requirement

HQ SACT is developing a capability to facilitate Strategic Communications (StratCom) implementation towards enhancement of StratCom performance for HQ SACT interaction with subordinate Commands, other NATO Commands and more broadly, with other NATO and Non-NATO Actors. This emergent capability consists of the following pillars which will serve as enablers to HQ SACT Strategic Communications Operations and contribute to Capability Development lessons.

a. The first pillar, and the primary requirement for this Statement of Work, supports the HQ SACT leadership mandate whereby all internal deliverables and enablers within the Command must field a comprehensive and updatable Communications Plan.

b. The second pillar is a requirement for coordination and monitoring of the level of Communications Plan implementation for all ACT subordinate commands and the provision for providing staff training on the primary concepts of Strategic Communications and building
StratCom Champions.

A StratCom Implementation Coordinator (SIC) is a functional specialist maintaining responsibility and accountability for deliverable and enabler program linkages drawing from StratCom best practices identified through Capability Implementation Plan actions, NATO direction and guidance on
operational frameworks and narratives, and Communications Plans mandated through PPM. The SIC must not only have intimate knowledge of NATO StratCom disciplines with focus areas in areas of

• public affairs and key leader engagements
• civil military operations
• information operations

but should also have a network of StratCom professionals to draw information from for enhanced training, and an understanding of current ACT challenges for NATO transformation.

The SIC would serve as the primary cross-division interviewer, coordinator, and training POC for HQ SACT for issues related specifically to the establishment of a cost effective and consistent StratCom Communication Plan training and implementation battle rhythm for HQ SACT and associated staffs. Additionally, the SIC would be the primary interviewer, coordinator, and training POC for HQ SACT related specifically to the establishment of a cost effective and consistent StratCom Implementation Training program, to be conducted bimonthly, aiming to :

• create and educate brand groups of transformation professionals to serve as ACT mission and message envoys;
• raise SME’s reputation inside the HQ and their nations
• empower ACT staff members

The work shall consist of three main areas which the StratCom Contractor shall provide support for:
i. Communications Plan assessment, development and execution
ii. StratCom internal staff training and Communications Plan integration execution
iii. StratCom Champion training coordination

Required Experience
• Strategic Communications (StratCom) experience (at least 3 of last 7 years) working in: A NATO environment, a government environment, or in a distinct multi-national working environment in the private sector.

• StratCom experience conducting briefings and/ or training of executive personnel.

• StratCom experience working on Public Affairs or outreach programs (at least 1 of last 3 years)

• Experience organising or leading training or education and workshops or conferences on one of the topics within the StratCom disciplines.

• Experience (at least 3 of last 7 years) developing and performing program surveys and interviews.

• Experience in documentation management or archive procedures.

• Demonstrable knowledge of key priorities, policy, direction, and guidance for NATO StratCom.

• Demonstrable experience conducting or contributing directly to international relations in a government environment.

Description of Duties:

Provide Subject Matter Expertise on a full time basis who will work collaboratively as members of an integrated government, military, and contractor team. Personnel shall support the Source GEOINT METOC Division in providing NSG-wide centralized coordination for METOC activities affecting GEOINT processes and activities.

•The contractor must be able to develop and execute comprehensive plans and strategies to integrate Online, On-Demand METOC data, information and knowledge into all aspects of GEOINT processes and activities across NGA and the NSG.
•The contractor must be able to recommend, coordinate, and execute solutions to provide METOC data content and application services to NGA, the greater NSG community and our allies worldwide.

Description of Requirement

HQ SACT is developing a capability to facilitate Strategic Communications (StratCom) implementation towards enhancement of StratCom performance for HQ SACT interaction with subordinate Commands, other NATO Commands and more broadly, with other NATO and Non-NATO Actors. This emergent capability consists of the following pillars which will serve as enablers to HQ SACT Strategic Communications Operations and contribute to Capability Development lessons.

a. The first pillar, and the primary requirement for this Statement of Work, supports the HQ SACT leadership mandate whereby all internal deliverables and enablers within the Command must field a comprehensive and updatable Communications Plan.

b. The second pillar is a requirement for coordination and monitoring of the level of Communications Plan implementation for all ACT subordinate commands and the provision for providing staff training on the primary concepts of Strategic Communications and building StratCom Champions.

A StratCom Implementation Coordinator (SIC) is a functional specialist maintaining responsibility and accountability for deliverable and enabler program linkages drawing from StratCom best practices identified through Capability Implementation Plan actions, NATO direction and guidance on operational frameworks and narratives, and Communications Plans mandated through PPM. The SIC must not only have intimate knowledge of NATO StratCom disciplines with focus areas in areas of

• public affairs and key leader engagements • civil military operations • information operations

but should also have a network of StratCom professionals to draw information from for enhanced training, and an understanding of current ACT challenges for NATO transformation.

The SIC would serve as the primary cross-division interviewer, coordinator, and training POC for HQ SACT for issues related specifically to the establishment of a cost effective and consistent StratCom Communication Plan training and implementation battle rhythm for HQ SACT and associated staffs. Additionally, the SIC would be the primary interviewer, coordinator, and training POC for HQ SACT related specifically to the establishment of a cost effective and consistent StratCom Implementation Training program, to be conducted bimonthly, aiming to :

• create and educate brand groups of transformation professionals to serve as ACT mission and message envoys;

• raise SME’s reputation inside the HQ and their nations

• empower ACT staff members . The work shall consist of three main areas which the StratCom Contractor shall provide support for:

i. Communications Plan assessment, development and execution

ii. StratCom internal staff training and Communications Plan integration execution

iii. StratCom Champion training coordination

Required Experience

• Strategic Communications (StratCom) experience (at least 3 of last 7 years) working in: A NATO environment, a government environment, or in a distinct multi-national working environment in the private sector.

• StratCom experience conducting briefings and/ or training of executive personnel.

• StratCom experience working on Public Affairs or outreach programs (at least 1 of last 3 years)

• Experience organising or leading training or education and workshops or conferences on one of the topics within the StratCom disciplines.

• Experience (at least 3 of last 7 years) developing and performing program surveys and interviews.

• Experience in documentation management or archive procedures.

• Demonstrable knowledge of key priorities, policy, direction, and guidance for NATO StratCom.

• Demonstrable experience conducting or contributing directly to international relations in a government environment.

• Demonstrable experience writing reports and conducting research for governmental organisations.

Education Requirement • Bachelor’s Degree or international equivalent in Communications or related discipline

Description of Duties:

 

The incumbent shall accomplish test and evaluation tasks as necessary to support day-to-day FMS operations within the Simulator Division. The incumbent shall be capable of independently performing the most complicated and technical test and evaluation tasks to include:

•Assist in the designing, planning, execution, analysis and reporting phases of test and evaluation programs (including any applicable FAA certifications and procedures) to assess the performance of aeronautical systems, subsystems and equipment, as they progress through the various acquisition phases and milestones.

•Recommend, assess, and analyze test and evaluation strategies, requirements and objectives.

•Recommend and assess test data requirements necessary to meet program test objectives within program cost and schedule constraints.

•Provide recommendations to the Government on integrated data processing, software and analysis considerations.

•Prepare, maintain, update, and review the full range of test and test-related documentation for adequacy, specification/performance requirement compliance, conformity with mandatory guidance, and provide recommendations as necessary for improvement.

•Propose and coordinate detailed test plans and programs to include determination of objectives, schedules and cost.

•Interface and coordinate with lateral Wright Patterson organizations, i.e. headquarters, major commands, aircraft wings/squadrons, test agencies and Air Force Centers or other external agencies as required to accomplish assigned tasks:

•Participate in Value Stream Mapping activities and Air Force Smart Operations for the 21st Century (AFSO21) Program Facilitation, understand the AFSO21 initiative and shall be able to apply and facilitate performance improvement events and actions, and provide any process improvement recommendations to include on-site test facility improvements to government officials.

•Assist in scheduling and securing required test resources in support of project/program office objectives and  provide assistance to schedule data collection support, provide data sufficiency evaluations, and necessary recommendations on adequacy of data collection methodology, instrumentation, and procedures, format data to facilitate computer processing and analysis, and perform first and second generation data reduction.

•Perform tradeoff studies and recommend alternative test strategies and approaches to the government and participate in integrated test teams, test readiness reviews and other test related program events as necessary by:.

•Assisting in the determination of capability and availability of major DoD and civilian test resources and facilities.

•Monitoring, assessing status, and reporting on test and evaluation efforts of any and all types of systems at both weapon system contractor and government facilities.

•Performing data analysis using modeling and simulation techniques, models, computer simulations or other tools/methods and using analysis results to recommend changes in testing techniques, procedures, and/or to identify.

•Active Secret security clearance required.

•Ten years of acquisition experience, five of which were directly involved in a aeronautical weapon system acquisition logistics.

Division Communications Manager

 

The ATK Division Communications Manager performs day-to-day, “hands-on” management and execution of external and internal communications activities supporting the priorities of the Small Caliber Systems division.

 

Reporting. The Communications Manager reports directly to the Vice President and General Manager for the Small Caliber Systems division. The Communications Manager works closely with the SCS division leadership team to drive communications initiatives aimed at achieving business goals and objectives. The Communications Manager reports functionally (dotted line) to the ATK Defense Group Communications Director, to ensure that communications plans, priorities and activities are coordinated, and align with the vision, mission, priorities and goals of the Defense Group and ATK Corporate.

 

Requirements. This position requires a well-rounded communications generalist with proven results in successfully applying effective external and internal communications solutions. The Communications Manager is expected to plan, manage and execute in fast-paced and complex environments involving multiple organizations, deadlines, conflicting priorities and simultaneous projects. Initiative, motivation to continually improve, collaboration and the ability to tactfully and professionally exert influence are key enablers of success. The position will be based in Independence, Missouri. Occasional travel to Corporate and other Defense Group division site locations and/or trade show venues is required.

 

Roles and Responsibilities.

 

A key focus of this position is to raise the visibility and awareness of the division’s programs/capabilities with customers, the industry and the media. This is accomplished through proactive planning and execution of external communications activities encompassing public relations, media relations, advertising, marketing communications and community outreach, as well as coordinating messaging, graphics, brand alignment and marketing collateral for domestic and international tradeshows. This focus will be executed in collaboration and cooperation with division Business Development leaders.

 

An equal focus is to develop and execute internal communications programs that effectively inform, align and engage employees in the workplace. This includes preparing and disseminating employee communications materials in support of business objectives, campaigns, events, workforce issues and crisis communications. Examples include, but are not limited to, leader messages, employee presentations, all hands meetings, internal articles, intranet content management, social media platforms and other internal communications vehicles. This focus will be executed in collaboration and cooperation with division Human Resources leaders.

 

Key responsibilities include:

– Research, plan, execute and measure activities encompassing public relations, media relations, internal communications, marketing communications, advertising, community relations and crisis communications.

– Coordinate responses to media inquiries, support media interviews and act as spokesperson when designated.

– Develop, edit and coordinate approvals for news releases, talking points, product data sheets, visual media products, internal stories, organizational announcements and presentations.

– Support planning, messaging, collateral development and brand alignment for campaigns, programs, tradeshows and events.

– Develop content and coordinate placement on internal and external websites, and social media platforms.

– Support crisis communications planning and response.

– Foster and maintain relationships with key internal and external stakeholders.

 

Education: and Experience.

– Bachelor’s degree in Communications, PR, Journalism or related field.

– Minimum 8 years current and direct related experience in managing and executing external and internal communications programs.

– Experience in planning, executing and measuring effectiveness of communications programs and activities.

– Knowledge and experience in communications principles, theory, planning processes, execution tactics and a variety of communications platforms (e.g., print, digital, visual, verbal, social, etc).

– Outstanding writing, verbal communications, presentation and project management skills.

– Working knowledge of Associated Press style.

– Demonstrated expertise writing for web and print.

– Inclusive, team player with proven ability to collaborate and problem solve.
