The Homeland Security Studies and Analysis Institute (HSSAI) is a federally funded research and development center operated by
Analytic Services on behalf of the Department of Homeland Security. HSSAI delivers independent, objective analysis and specialized technical expertise to help transform homeland security goals and objectives into meaningful strategies, operational requirements, and metrics.

 

The Applied Systems Thinking (ASysT) Institute, established in 2007, is a collaborative endeavor of Analytic Services. We created ASysT out of a mutually recognized need to apply systems thinking principles to problems of national significance while simultaneously developing an educational enterprise for all levels of leadership, as well as practitioners, throughout the national security, homeland security, intelligence, and broader policy communities.

 

Brief Description

Provide technical, analytical and administrative support for ATFP and CBRN programs and systems.  Work with clients to review, analyze, and assess CBRN defense programs/systems from operational, financial, engineering, and requirements-related perspectives.  Serve as integrator of CBRN medical programs across client domain.  Provide program support in the areas of JCIDS, PPBES and Defense Acquisition System processes, functions and methods.

 

Detailed Description

Candidate will support government client at government site ATFP/CBRN expertise and management support. Candidate will provide expertise in administrative, logistical, and financial functions as well as technical knowledge and experience in ATFP and CBRN domains.   The candidate will support day-to-day efforts within the client support team, the contractor team lead and the client program manager. The candidate will serve as part of the CBRN domain team and will work closely with the client to ensure accomplishment of all assigned tasks. Candidate will be expected to support a broad range of functions in support of the client and contractor team to include: maintaining and updating schedules, calendars, and continuity books; managing financial records, travel arrangements, security areas, and files/databases; preparing and coordinating reports, memoranda, briefings, publications and documentation; and providing graphic and visual arts support to the client staff.  JCIDS, PPBES and/or Defense Acquisition System (DOD 5000) knowledge and experience desired. The ATFP and CBRN technical, operational, or programmatic experience considered a significant plus.

 

Job Requirements

Expertise, knowledge & 5 years’ experience in administrative, logistics and/or financial processes, systems and methods required;  ATFP and/or CBRN defense systems, programs, concepts knowledge and experience preferred.

 

Military service preferred

 

Associates degree required; Bachelors degree desired.

 

Knowledge of Defense Department decision support systems (JCIDS, PPBES, DAS) desired.

Description of Duties:

 

Direct customer support within National partner organization to SIGINT Enterprise Systems Engineering (ESE) team responsible for all enterprise systems engineering functions to include: requirements management, lifecycle readiness, configuration management, schedule assessment, risk and opportunity management, and performance assessment.  The ESE is responsible for identifying and leading assessments of acquisition and operational activities and conducting predictive analyses in support of system closure activities.  The ESE will interface with the infrastructure and services divisions and leverage matrix support from the requirements, assessments and VV&T branches to ensure End-to-End System Closure.  The SIGINT ESE will support the customer establishment of an IC JARM-based ASP-ISP capabilities and services development, delivery and support model to enable and optimize the collective customer mission.  Assess the ability of the customer’s ASP strategy and single ISP environment as to support the end-to-end SIGINT mission.  Identify and develop enterprise and system requirements/needs, support CONOPs and use case development, evaluate acquisition activities and schedules, and identify system risks and mitigation strategies.

Brief Description

Provide technical, analytical and administrative support for ATFP and CBRN programs and systems.  Work with clients to review, analyze, and assess CBRN defense programs/systems from operational, financial, engineering, and requirements-related perspectives.  Serve as integrator of CBRN medical programs across client domain.  Provide program support in the areas of JCIDS, PPBES and Defense Acquisition System processes, functions and methods.

 

Detailed Description

Candidate will support government client at government site ATFP/CBRN expertise and management support. Candidate will provide expertise in administrative, logistical, and financial functions as well as technical knowledge and experience in ATFP and CBRN domains.   The candidate will support day-to-day efforts within the client support team, the contractor team lead and the client program manager. The candidate will serve as part of the CBRN domain team and will work closely with the client to ensure accomplishment of all assigned tasks. Candidate will be expected to support a broad range of functions in support of the client and contractor team to include: maintaining and updating schedules, calendars, and continuity books; managing financial records, travel arrangements, security areas, and files/databases; preparing and coordinating reports, memoranda, briefings, publications and documentation; and providing graphic and visual arts support to the client staff.  JCIDS, PPBES and/or Defense Acquisition System (DOD 5000) knowledge and experience desired. The ATFP and CBRN technical, operational, or programmatic experience considered a significant plus.

Description of Duties:

 

Prepares budget justification documents for both the National Intelligence Program and Military Intelligence Program President’s budget and five-year Program requests.  Compiles and analyzes data from various components and provides products to the Office of the Under Secretary of Defense (Intelligence) and the Director of National Intelligence.  Makes recommendations concerning supplemental funding needs, submits requirements, and monitors funding.  Adjusts resources in the National/Military Intelligence Program, as required, to accommodate revised thresholds and priorities.

•4 years experience in consultation and facilitation of professional services to US Government agencies, with concentration on the Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) system and United States Intelligence Community, and/or with a concentration on the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPE) System. Familiarity with the National Geospatial-Intelligence Agency and the functional area of geospatial intelligence (GEOINT).

 

•Must have good verbal and written communications skills.

 

•Proficient with using MS Office applications; Excel, Word, PowerPoint, and Outlook.

Description of Duties:

 

The Contractor shall analyze the client’s needs to determine budgetary requirements as they apply to the client’s management systems. Specific tasks include but are not limited to: Lead Budget Analyst for JCITA; provides budgetary guidance to the Director, JCITA, for Planning, Programming , Budget and Execution (PPBE); reviews client engagements and participates in client problem-solving and in developing plans including budgets and schedules to meet project requirements for several major portions of a program. Contractor shall assist Deputy Director, JCITA and government budget leaders with identifying, validating, and prioritizing resource requirements for the National Intelligence Program (NIP), Foreign Counterintelligence Program (FCIP), and Military Intelligence Program (MIP). Contractor shall assist in preparing and submitting the NIP Intelligence program Budget Submission (PBS) and Congressional Budget Justification Book (CBJB), and the MIP Integrated Program Budget Review (IPBR), Budget Estimate Submission (BES) and Congressional Justification Book (CJB). The Contractor shall provide financial expertise in Program Objective Memorandum (POM) build, forecasts techniques to evaluate contract and program status, and ensures compliance. The Contractor shall monitor cost performance against plans to ensure contractual cost obligations are met, prepare financial reports, and conduct financial analysis. The Contractor shall support financial reports and budget analysis.

Requirements for the Position:

•Bachelor’s  degree in Business, Finance, or Accounting.  An equivalent combination of education and experience may be considered

•5 years relevant experience, including 2 years in the use and application of management improvement systems and programs supporting US Government agencies, with a concentration on Department of Defense Planning, PPBE System.

•Must be proficient with using Microsoft Office applications (Word, Excel, Outlook, and PowerPoint).

•Excellent verbal and written communication skills are required.

•US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (TS/SCI).  Must have an active TS/SCI Clearance.
