The United States Naval Institute, a non-profit publisher in Annapolis, MD seeks permanent,  full-time Associate Editor to edit manuscripts for accuracy, clarity, presentation and length. Applicants must have experience in editing documents and coordinating the publication process through design, layout and printing. Experience as line/copy editor or substantive/developmental editor required.  Able to edit under pressure and turn copy around on tight deadlines.  Strong interest in Sea Services required.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

•             Responsible for multiple columns and articles as assigned.

•             Edits manuscripts for accuracy, clarity, presentation, and length. Checks grammar, style, spelling, and punctuation. Pulls out and develops sidebars, if appropriate. Requests and selects illustrations for articles. Verifies or corrects statements and data, including quoted sources. Works with authors to identify and incorporate needed changes and codes manuscript for InDesign.

•             Works with the design director to develop article layouts. Writes subheads, captions, titles, author’s biographical information, selects pull quotes, and other such copy as needed. Checks galleys, incorporating changes by author and staff. Proofs master copies, finals, and blue lines.

•             Attends scheduled photo/cartoon meetings, making recommendations for illustration of assigned articles. Assists the Photo Editor in the acquisition of illustrations.

•             Helps to identify authors to cover current issues for Proceedings and encourages same to write for publication.  Similarly, helps to identify contributors for Naval History.

•             May attend Naval Institute seminars and conferences/conventions of other Sea Service organizations to represent the magazines, promote membership, and gather information. Keeps abreast of professional developments through ancillary publications routed to the staff and professional contacts.

 

DESIRED QUALIFICATIONS:

•             Must have excellent knowledge of English grammar and style and be familiar with the basic structure of magazine articles.

•             Familiar with
the editorial process for magazines required.

•             Proficiency in Word, Internet research, and e-mail required.

•             Ideal candidate is a self-starter and must enjoy working as part of a small team.

•             Must be able to edit under pressure and turn copy around on tight deadlines.

Description of Duties:

 

•Will work within the FMF office of the National Geospatial-Intelligence Agency (NGA) at Springfield, VA. Duties include:

•Assists the government with financial management operations and financial analysis.

•Assists the government in identifying, recommending and implementing improvements to financial management and accounting business processes.

•Supports government representatives at meetings and briefings at all levels.

•Assists in the development of detailed financial statements and reporting.

•Provides support in preparing audit documentation artifacts and related activities.

•Make recommendations related to and update existing NGA PP&E valuation methodologies, where applicable, to account for changes in the NGA financial management system (GEO-F) and the NGA Cost Accumulation Framework (CAF) [NGA Instruction 7260.1].

•Update standardized PP&E templates and tools to provide consistency in application of review procedures, collection of sufficient supporting documentation and work papers.

•Identify and review agency contracts and transactions per reassertion methodologies to aid in documenting the existence and occurrence, completeness, rights and obligations, and valuation of PP&E.

•Reconcile physical inventory results with the contracts analysis and review.

•Research standard or unit prices for non-developmental items found with unknown values and apply associated values to the inventory results.

•Observe execution of documented physical inventory procedures to ensure consistent and complete execution across all NGA campuses, sites, and other facilities identified in the NGA Baseline Valuation and Inventory Plan.

•Prepare and maintain summaries of executed procedures observed at each inventory site and notify SI and FM of significant execution discrepancies or inconsistencies as inventory procedures are being executed.

•Support preparation of journal vouchers and associated supporting documentation to adjust GEO-F for new or updated PP&E values resulting from the reassertion effort including inventory results.

•Assign and document the appropriate accounting treatments to the NGA reassertion population.

•Provide controlled data management to ensure standardized handling, processing, and analysis; data organization; data control; and data quality.

•Support government personnel and participate in discussions and briefings with NGA auditors, management, and oversight associated with the PP&E reassertion and all contributing activities.

•Support preparation of agency PP&E accounting policies, business rules, and valuation methodologies to include those related to Internal Use Software (IUS).

•Support identification, development, implementation, and performance of robust risk, change, issues, and resources management methodologies and plans to maintain the PP&E re-assertion goals, objectives, and schedules.

Description of Duties:

 

As a Data Management Specialist, provide support to the Fixed Wing Project Office (FW PO) in the management and execution of data management for all FW platforms.  Provide critical support in the areas of configuration and data management tasks associated with receipt, processing, and maintaining configuration and data management files for Engineering Change Proposals, Airworthiness Directives/Service Bulletins/Technical Directives, as well as preparing for Configuration Control Board.    Provide input to reviews of Performance Work Statements/Statements of Work as it pertains to implementation of data management requirements.  Development of Contract Data Requirements List (CDRL), managing and tracking of contractor delivered CDRL data to include generation of metrics and reports.  Working knowledge of Government policy directives, standards, specifications, handbooks, pamphlets, as well as DoD adopted industry standards, relating to configuration/data management.  Working knowledge of CDRL preparation in support of Contract Requirements Packages and the use of the ASSIST database tool and Data Item Descriptions.  Contract Data Management, including use of the ASSIST database tool and DIDs, issuing data calls, assisting with data reviews and use of distribution statements.  Extensive working knowledge of TopVue database used to store, process, and manage configuration and data management information.  This position is located in government office, located off Redstone Arsenal, which provides Technical, Contract and Business support for the Project Manager.

***  Ceremonial christening and launch of Perry’s Longboat

 

You are cordially invited to join the Maritime Museum of Sandusky and the Perry Group- Friends of Perry’s Victory and International Peace Memorial for the ceremonial christening and launch of Perry’s Longboat.  The Longboat was commissioned by the Perry Group to be built for the 200th Anniversary of the Battle of Lake Erie.  The boat was constructed by John Riddle of Riddle Boat Works and is currently being finished at the Maritime Museum of Sandusky.

 

The christening and launch of Perry’s Longboat will be held at the Shelby Street Boat Ramp in downtown Sandusky, Ohio on Saturday June 15th at 10:00a.m.  It will coincide with the Maritime Museum’s Classic Boat Show at the Paper District Marina that same Saturday from 9am-5pm.  The Longboat will later be taken to Put-In-Bay for display at the Perry’s Victory International Peace Memorial and used in the Bicentennial Celebrations over Labor Day weekend.

 

Come join us and the local community in commemorating our history and the important role it played on a national scale in 1813.  This is a great opportunity to kick-off the Battle of Lake Erie Bicentennial Celebrations for 2013 and get a look at this beautiful Longboat before it sails into history!

Description of Duties:

 

Planning, Programming, Budgeting, and Execution (PPB&E) support, to include Financial Management, for the Office of the Under Secretary for Intelligence (OUSD-I) on the Chief of Staff’s (CoS) Budget & Contracting (B&C) Team. Portfolio to include: DUSD – Warfighter Support (all directorates); OUSD – Intelligence & Security (all directorates).Weekly financial reconciliation of databases.  Research obligation discrepancies between OUSD(I)/IRMA-I and WHS/WAAS. Create and task the Obligation Status Report to OUSD(I) functional components. Process sub-allocation of resources documents. Reconcile weekly sub-allocation reports.

 

Provides program, budget, and financial management support to the Under Secretary of Defense for Intelligence’ Chief of Staff (CofS) office.  Provides subject matter expertise to senior leadership on all phases of the DoD Budget Process. Responsible for all Planning, Programming, Budgeting and Execution  (PPB&E) system cycles as it relates to the direct operating budget. Manages all PPB&E phases  of funding, and provides technical advice and analytical support to the Chief of Staff.  Develops budget review data requirements for inclusion in the budget submission as directed by instuctions issued by the Under Secretary of Defense – Comptroller (OUSD0C) and Washington Headquarters Service (WHS.  Interprets complex legislative and regulatory policy guidance to determine effects on the Under Secretary of Defense for Intelligence’budget and programs, providing advice and guidance to Chief of Staff, Deputy Chief of Staff, Budget, and Management personnel of OUSD(I) to include internal Directorates, Direct Report Offices (DROs), making adjustments in allotments to affected programs and activities.  Provides technical advice, and analytical support in identifying requirements, prioritizing resources, continually improving processes, and executing funds.  Prepares unclassified and classified Budget Ehibits for multiple Program Elements across all Appropriations.  Reviews Congressional Justification Book (CJB) dreaft submissions, providing editorial feedback and finalized entries.  Solicits and gathers data to formulate responses for COngressional Requests for Information (RFSs).  Provides independent recommendations to senior leadership regarding allocation of funding for mission related capabilities.  Works closely with Intelligence Program Managers on the submission of financially sound, adequately resourced Military Interdepartmental Purchase Requests (MIPRs), Interagency Agreements (IAs), and Contracting funding packages and actions.  Reconciles contract and program execution data to ensure the accomplishment of organizational goals and compliance with benchmarks set forth by the Under Secretary of Defense – COmptroller.  Frequently interacts and liaises with members of the Intelligence Community, Defense Agencies, Combatant Commands (COCOMs) Field Sites, Special Activities, and Special Access Programs (SAPs).

 

Requirements for the Position:

•Requires Financial, Budget and Contract Support for all phases of the Planning, Programming, Budgeting and Execution (PPBE) process, as well as acquisition / contracting, through expert technical advice and analysis. Equivalent experience accepted.

•Knowledgeable of Microsoft Office suite.

•Detailed knowledge of EXCEL, PowerPoint and Word.

•Able to perform detailed financial analysis using EXCEL.

•Knowledge of intelligence funding (Military Intelligence Program).

•Familiarity with Congressional Justification Book.  .

•Bachelors degree is required.

•TS/SCI Required.

RESPONSIBILITIES AND DUTIES:

Include, but are not limited to:

•Provide unit staff drills, functional command post, and  integrated command post training events and exercises

•Provide technical knowledge and analysis in a number of professions including national security, international relations, military and/or related fields, which require masters’ level knowledge of the subject matter

•Provide company/battery/troop echelon formations with collective training environments and events (includes both offensive & defensive operations and stability & support operations) based on the commander’s training objectives

•Employ and incorporate the models and simulations, JLCCTC MRF and ERF, into exercises to provide realistic and in depth training environments to the training audience

•Provide and develop training to assist the Unit Commander in rapidly developing and improving his Unit Leader Teams (formations & battle staffs)

•Review and update existing scenario products to insure completeness and compatibility with Army doctrine and training.

•Conduct combat leader interviews and interact with senior leaders to develop combat leader training programs and leadership training opportunities

•Assist in providing media support, production and review for media products or related support environments

•Position is TEMPORARY and valid only through 31 December 2013

MINIMUM TANGIBLE QUALIFICATIONS: •Degree Requirements: Bachelor’s degree from an accredited college or university  plus 4 years of task related experience or 8 years related experience

•Understanding of virtual and constructive simulations

•Understanding of Army/Joint Doctrine

•This position requires a SECRET security clearance

PREFERRED QUALIFICATIONS: •Understanding of current operational environment with deployments to Afghanistan or Iraq

•Media support experience: Directing/editing/processing multi-media AV products for on-line use

•Able to employ Adobe Premiere Professional, Adobe After Effects, and Adobe Audition or similar products
