The pursuit of life for the wounded on the fighting fronts of World War II

Blood and plasma may be the greatest gift of the “Greatest Generation”-their life’s blood given back at home for the wounded on the fighting front. They sent more than a million pints to war! And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”

Out for Blood includes first-hand accounts of actual participants in some of the war’s toughest battles, and features actual scripts from Life to the Front.

General Role

The Military Officers Association of America (MOAA) is the nation’s largest and most influential association of over 380,000 current, former, and retired military officers and their families. The Director of Public Relations is responsible for the development, integration, and implementation of a comprehensive public relations and public affairs program relative to the strategic direction and positioning of the association and its leadership. This hands-on individual builds relationships with a broad range of media and key constituent groups across the communications spectra to enhance MOAA’s image and impact with members and other key audiences. The goal is to advance the association’s position with relevant constituents, as well as to drive awareness and support for veterans’ issues. Strong candidates will bring a track record of successful experience and leadership in managing a comprehensive strategic communications, media relations, and public affairs program to advance an organization’s mission and goals. This position reports directly to the President and CEO, MOAA.

Responsibilities include, but not limited to:

Assume overall responsibility for MOAA’s public relations program.
As a member of MOAA’s strategic communications team, develop a strategic and comprehensive communications strategy that supports MOAA’s vision, mission and goals.
Direct and trusted advisor to the President. Provide varied and integrated communications products as required, such as editorial and editorial responses; the monthly President’s Page for the MOAA magazine; and content for social media messaging.
In close collaboration with the President and staff directors, determine day-to-day and week-to week media messaging that ensures an effective, coordinated, and impactful public relations effort.
Cultivate, build, and manage relationships with media outlets and the local community.
Develop and maintain close relationships with other military-related associations and organizations.
Serve as staff public relations advisor to the Board of Directors and MOAA staff.
Provide public relations support and guidance as needed to MOAA’s nationwide network of Councils and Chapters
Interact extensively with Board of Directors, MOAA headquarters staff, and individual members by mail, phone, email, Internet, and direct contact.

Skills, Attributes, Knowledge Required

Significant senior executive experience, to include at least five years in developing and managing major public relations programs.
Hands-on experience in developing and executing a corporate/organizational level strategic communications plan.
Proven leadership, sound judgment and initiative, a flexible attitude with the ability to adapt in a changing environment, and superior political acumen.
Collaborative management style with the ability to relate well and work effectively with multiple audiences.
Strong, persuasive communicator with exceptional journalistic-style writing skills – excellent computer/technical skills.
Extensive knowledge of/connectivity to the media community.
Understand how to effectively employ electronic and social media in building brand and support for that brand.
Ability to operate as an effective tactical as well as strategic thinker.
Current defense policy knowledge preferred.
Familiarity with association management, operations, and services a plus.
Genuine passion for and commitment to the mission and purpose of MOAA.

Professional and Education Requirements

Service as a commissioned officer in one of the U.S. uniformed services preferred.
Master’s degree or equivalent work experience in public relations, mass communications, or journalism preferred.

Description of Duties:

Conduct a variety of risk assessment (cost, schedule and technical) and earned value analysis, in support of the DOD using approved processes and tools to determine program progress and future requirements.

Will conduct analyses on prime contractor’s CDRL deliverables (e.g., risk register, contractor performance reports (CPR) formats 1-5, Contract Funds Status Reports (CFSR), Integrated Master Schedule (IMS), Integrated Master Plan (IMP), etc).

Specific support activities will include the following areas: cost projections based on earned value data, risk analysis, technical baseline development, knowledge of the government acquisition process, development and analysis of program schedules, and development of models and databases.

The candidate should be able to manage/lead the risk and earned value analyses and interface directly with customer and other stakeholders to identify requirements and resolve issues.

Makes technical decisions which are authoritative and which demonstrate mature knowledge and judgment in anticipating and solving complex cost, technical and schedule analysis problems.

Work requires the technical capability to assess the cost and schedule implications of existing and projected technological advances, as well as being able to evaluate the impact of new and innovative acquisition strategies.

Strong interpersonal skills needed to support customer meetings and data collection efforts. Ability to work well both independently, as well as part of a team effort.

Strong writing skills to be able to prepare briefings, and document results, as well as strong verbal skills to deliver briefings and communicate status.

Basic Qualifications:

Description of Duties:

Primary mission is to write OE/OPFOR Capability Development Documents (CDD) and/or Capability Production Documents (CPD), as required, defining OE/OPFOR depiction requirements, provide thorough analysis and identify the critical documentation required to initiate, with the materiel developer, the formal development and Milestone B/C processes for OE/OPFOR capabilities.
Coordinate documents through the final stages of Army Capabilities Integration Center (ARCIC) and HQDA staffing and approval; respond to queries, comments, and directed revisions leading to the Materiel Development Decisions.
Work with government subject-matter experts (SMEs) to define the concept of operations (CONOPS) and codify within a JCIDS document (including supporting documents, e.g., Cost-Benefit Analysis, System Training Plan, and DoD architecture), the OE/OPFOR requirements for developing and fielding future Army OE/OPFOR training assets that portray the hybrid enemy threat.
The document writer will enable Army development of a comprehensive modernization approach to procuring and fielding assets that present both a visual and performance-based OE/OPFOR depiction against friendly forces (BLUFOR) in training. Support comprehensive analysis, development, documentation, integration, coordination, and management of live training requirements within the Army and DOD.
The Analyst is responsible for developing the Joint Capabilities Integration Development System (JCIDS) documents required to establish the OPFOR as a recognized program of record (POR) within the Army.
Collectively, these documents define need capabilities, guide material development and direct the production of capabilities.
Specific documents include the Initial Capabilities Document (ICD), DOTLMSPF Change Requirements (DCR), Capability Development Document (CDD) and the Capability Production Document (CPD).
Work with other Army organizations and activities to coordinate the analysis included in the development of needs and capabilities analysis.
The primary focus area is Maneuver, Fires and Aviation capabilities.
The secondary focus area is to work with the CTCs and the TRADOC Capability Manager for Live Training (TCM Live) to develop a modernization strategy for the OPFOR Surrogate Vehicle (main battle tank).

Specific documents include the Initial Capabilities Document (ICD), DOTLMSPF Change Requirements (DCR), Capability Development Document (CDD) and the Capability Production Document (CPD).
Work with other Army organizations and activities to coordinate the analysis included in the development of needs and capabilities analysis.

7-10 years of experience, 2-3 Specific in Capabilities Development/System Acquisition
Bachelors required.

Familiarity with Army Combat Training Centers
Familiarity with acquisition milestones and milestone graduation criteria
Familiarity with the Capabilities Development Tracking and Management System (CDTM)
US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret). Must have an active Secret Clearance. TS (Preferred) with SCI eligibility.
