***  Out for Blood

The pursuit of life for the wounded on the fighting fronts of World War II

Blood and plasma may be the greatest gift of the “Greatest Generation”-their life’s blood given back at home for the wounded on the fighting front. They sent more than a million pints to war! And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

 

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

 

Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”

 

Out for Blood includes first-hand accounts of actual participants in some of the war’s toughest battles, and features actual scripts from Life to the Front.

***  The Surface Navy Association CAPT Raymond Komorowski Photography Award for 2015.

The award was initiated to pictorially represent the professional activities and life of the diverse elements of the Surface Warfare Community and their contribution to naval warfare; to educate the citizens of the United States as to the purpose of the Surface Warfare department and its achievements; to provide archival material; and to reinforce interest in the Surface Warfare profession.

This year the awards will be divided into three categories:

  1. Ships
  2. Operations (gunner, refueling, etc)
  3. Personal Interest and/or Family

Thee photographs from each category will be selected.  From these a single Grand Prize Winner will be determined. The Grand Prize Winner will receive $500 and an invitation to attend SNA’s Annual Symposium.  The other 8 finalists will be awarded $100 each.   The contest is open to both amateur and professional photographers.   Limit of three (3) submissions per photographer.

All photos become the property of the Surface Navy Association for exclusive use until thirty days after the SNA Annual Symposium.  Prize photos will be submitted for possible publication in Surface Warfare Magazine. The winning photographs will be displayed appropriately at the annual SNA Symposium.

Submissions are currently being accepted via email at awards@navysna.org.  All submissions must be 300dpi images or greater and must be scalable to poster size for possible display during the symposium.  Submission deadline is 1 November.

Entries must not have been previously published, in any media accessible to the general public or Navy-wide. Prior publication could result in the relinquishment of prize awards

Description of Duties:

 

  • Site Lead and Program Manager for the OASIS-EPASS F-16 task order.
  • Manage MCR’s support contract for the EPASS-F-16 task order.
  • Single point of contact for government customer (Hill AFB) to advise, support and ensure all staffing, training, and technical, cost, and schedule performance is meeting or exceeding contractual obligations.
  • Provide day-to-day interface necessary to establish and maintain effective communication processes with our Hill AFB, DM AFB, and WPAFB customers and MCR’s on-site Task Lead, F-16 Program and CORs within the EPASS F-16 Team.
  • Ensure quick reaction to the urgent needs of the customer, including the identification, effective and responsive correction, and resolution of any problems or concerns.
  • Provide the experience required to support enterprise activities which spans requirements, acquisition and sustainment and includes: understanding doctrine, assisting in identifying and defining requirements, developing horizontally integrated acquisition and investment strategies, integration of technologies, integration of intelligence, and development of sustainment strategies.
  • Assist in milestone planning, tracking, scheduling, briefing preparation, staff coordination and decision documentation preparation, developing and analyzing key program metrics, and developing and integrating risk management plans and strategies.
  • Apply integration, communication, coordination, organizational and planning expertise to technical acquisition efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of program direction. Perform studies to support program office initiatives.
  • Demonstrate and apply an understanding of Air Force Program documentation (such as, Acquisition Decision Milestones (ADMs), Acquisition Program Baseline (APB), Analysis of Alternatives (AoAs), Business Case Analysis (BCA), Initial Capabilities Document (ICD), Capability Development Document (CDD), Capability Production Document (CPD), Cost Analysis Requirements Description (CARD), Expectation Management Agreement (EMA), Acquisition Strategies, Life Cycle Management Plan (LCMP), Life Cycle Sustainment Plan (LCSP), Logistics Health Assessment (LHA), Program Office Estimate (POE), Program Objective Memorandum (POM), Program Management Directive (PMD), Request for Proposal (RFP), Prime Contractor Proposals, Urgent Operational Need (UON), etc.) to assist in the development, writing, and approval processes for these acquisition documents.
  • Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities including System of Systems (SoS), Family of Systems (FOS), systems, subsystems, and equipment.
  • Perform a wide range of program management activities to include, gathering program information, conducting analyses, including evaluation and validation, assist in pre-acquisition and acquisition strategy planning and implementation, assist in the review and analysis of prime and subcontractor EVM performance, development of pre- and post-award documentation, milestone planning, tracking, scheduling, briefing preparation, staff coordination and decision documentation preparation.
  • Support the DoD Planning, PPBE process, as well as the DoD acquisition directives and assigned program documentation.

 

Basic Qualifications:

 

  • Bachelor’s degree in related field; Master’s degree desired.
  • Certified Acquisition professional or equiavelent (PM, Logistician, Engineer).
  • Ten plus years leading/managing organizations.
  • Experience working with the standard Microsoft Office toolset, including MS Project, schedule assessment tools, Earned Value Management (EVM) assessment tools and government reporting systems, including the Systems Metrics and Reporting Tool (SMART).
  • US Citizenship with an active DoD Secret Government clearance. (Applicants selected will be subject to a Government investigation and must meet eligibility requirements to retain an active DoD Secret Government clearance)

DESCRIPTION OF DUTIES

 

  • Execute SMC Directorate’s security programs to include; Personnel Security, Industrial Security, Information Security, Operations Security (OPSEC), Physical Security, Program Protection Planning, Communications Security (COMSEC) and Sensitive Compartmented Information (SCI) Operations to effectively assist the Government in delivery and sustainment of warfighting capabilities in support of the Air Force’s Space and Missile Systems Center (SMC). These duties include, but are not limited to:

 

  • Review, update and distribute the Directorate Security Operating Instruction (OI) and review evolving security concepts and policies
  • Participate in Air Force Level Inspections, to include the Air Force Inspector General (IG), HQ Air Force Space Command (AFSPC) IG, Air Force Audit Agency (AFAA) and SMC Integrated Program Reviews
  • Manage personnel conducting SCI debriefings and processing Non-disclosure Agreements and Top Secret Attestations, processing incoming and outgoing visit request via fax or the Joint Personnel Adjudication System (JPAS) and reviewing organizational plans, exercises and activities to verify OPSEC compliance
  • Provide Directorate with quarterly training on the handling, marking, safeguarding and accountability of classified material, in accordance with DoDM 5200.1, Vol 1-4, and AFI 31-401
  • Develop, maintain, coordinate and distribute DD Form 254 and review each DD254 to confirm that Facility Security Clearance levels are appropriate for the level of information required to be handled and/or processed
  • Plan, coordinate and conduct OPSEC assessments and report findings in accordance with DoDD 5205.02 and AFI 10-701
  • Review and update the Top Secret Control Plan and provide the Directorate training on the handling, marking, safeguarding and accountability of classified material in accordance with DoD 5200.01-R and AFI 31-401
  • Review billet establishment request letters and billet nominations in accordance with DCID 6/3, DCID 6/9, ICD 503, ICD 704, OGA Requirements, DoD 5105.21-M1 and DoD SCI Administrative Security Manual
  • Establish Communications Security (COMSEC) accounts and inventory COMSEC equipment in accordance with DoDI 8523.01, DoDI 8560.01, AFI 33-211 and AFI 33-275
  • Maintain access control and access lists to the Directorate’s SCIF and coordinate physical security issues with the 61st Security Forces Squadron in accordance with Directorate OIs, AFI 31-101 and local procedures at Los Angeles Air Force Base
  • Basic Qualifications:

 

  • Bachelors’ Degree in a related field such as Engineering, Management, Business or Computer Science

 

  • Minimum of five (5) years of experience in acquisition and management of National Security Space (NSS) programs with at least five of those years in an information assurance or cybersecurity environment

 

  • Broad knowledge of SMC organizational missions and acquisition management, program management, contracting, budget/finance/cost estimation principles and methodologies. Knowledge of DoD cybersecurity instructions, policies and guidelines; logistics; systems security engineering and operational support planning

 

  • Proficient in the standard Microsoft Office toolset, including MS Project, schedule assessment tools, acquisition strategy planning and documentation

 

  • US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret). Must have an active Top Secret Clearance with TS/SCI eligibility.

 

Additional Qualifications:

 

Certifications such as Professional Engineer (PE), Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM) desired
