Communication Specialist – Team Lead, MCR Federal, Washington, DC

 

Description:

Lead a team of 3-5 communication specialist in support of Naval Enterprise Networks (NEN) Program Office (PMW 205).  Candidate will develop communications strategies to engage industry in support of the PEO-EIS and Program Office initiatives to foster fair and open competition and to inform industry audiences of potential business opportunities. Prepare, write, update and maintain outreach and marketing materials that are used throughout all facets of the Public Affairs Program for PEO-EIS and/or the Program Office, and in particular used as part of the outreach activities. Responsible for the completion of several high level reports to include program reports to Chief of Naval Operations (CNO) and the Assistant Secretary of the Navy Research Development and Acquisition. Update of the Naval Enterprise Network New Hire Orientation Briefing and manage the monthly Program Management Review meeting agenda.

 

Requirements: 

  • Participate in weekly meetings in support of program office requirements
  • Manage the development of a Strategic Communications Plan
  • Attend the Program Management Review (PMR) to take record meeting minutes
  • Develop/design and disseminate weekly newsletter, the “NAVY Networker”
  • Manage/write white papers as required
  • Assist in the analysis and implementation of conference venues
  • Prepare, write, update and maintain brochures and product fact sheets
  • Provide conference support for industry interaction events as directed by the program office
  • Manage the ordering, artwork and cost estimating of such promotional items
  • Participate/Oversee webinars
  • Oversee and ensure that technical inputs are provided for presentation at all CTR/CIO webinars
  • Interact directly with the Executive Cell team to convey information related to various presentations to include acquisition strategy
  • Interact directly to provide input for Tasker Management
  • Additionally administrative duties as required to support the program office

 

 

Education: Bachelor’s degree in Communication or Business Administration. Master’s degree in relevant field strongly preferred.
Clearance: Active DoD secret clearance required

 

Experience: 10 years’ experience in a professional environment, 5 years of experience working with Public Affairs in a DoD environment, highly desired.

Salary Range: $75K – $85K

And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

 

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

 

Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”

Apply the 32 EVMS Guidelines. Interact with customers and colleagues effectively when resolving problems; exercise sound judgment and discretion; apply demonstrated leadership skills and the ability to develop and train intermediate and entry level IPM analysts; work independently or as a Contractor team lead and conduct assessments on program cost, technical and schedule baselines, identify key cost, schedule and technical risk areas, and translate the identified risk areas into program schedule and cost impacts; apply communication skills (oral and written) and the ability to communicate complex issues and present results to senior NRO managers and others in a clear and concise manner. Corporate support includes identifying, proving materiality and resolving suppliers identified EVMS deficiencies in a timely manner independent from program advocacy while maintaining constructive and positive relations with all parties. Provide IPM training with the ability to perform instruction system design, workforce survey development and implementation and training gap analysis.

  • EVMS analysis in space and software intensive systems
  • Schedule analysis to include uncertainty types, correlation, sensitivity analysis, risk register integration into SRA models, probabilistic branching, Monte Carlo simulations, assessing simulation results for senior executive decision making, and independent evaluations and simulations of development Contractor SRAs.
  • Integrating EACs with Program Management and government budget process
  • Identifying and integrating technical performance or similar measures that are aligned with objective performance measurement (BCWP) in EVMS supporting predictive schedule forecasts and EACs.
  • IBRs and related assessments.
  • US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (TS/SCI).  Must have an active TS/SCI clearance.

Apply principles, theories, and methods of cost analysis, develop cost estimating relationships and design cost estimating methods. Develop cost estimates, collect data, and develop models/methods for space systems and their associated ground and launch systems across multiple space related product lines. Apply advanced statistical techniques and interact with customers and colleagues expertly and effectively when resolving problems; apply leadership skills and the ability to manage competing priorities, multiple tasks and work requirements; apply highly effective customer service skills, and work effectively with teams to foster a collaborative work environment across the organization; develop and train immediate and entry contractor cost analysts; work independently as a contractor team lead and conduct assessments on program cost, technical, and schedule baselines, identify key cost and technical risk areas, and translate the risk areas into program cost impacts; apply highly effective communication skills (oral and written) and communicate complex issues and present results to senior NRO managers and others in a clear and concise manner.

 

BASIC QUALIFICATIONS

  • Master’s degree. An equivalent combination of education and experience may be considered.
  • 4 years of relevant experience.
  • Space Hardware Cost Estimating Experience (e.g. Bus, Payload) and multiple space related lines; IMINT, SIGINT, and COMM
  • Space System Cost Estimating Experience (e.g. NRO systems, NASA/AF systems)
  • Launch System Cost Estimating Experience (e.g. mission management, command and control, processing, ground terminals, communication networks, data centers
  • Software Cost Estimating
  • Parametric and Analogy Estimating
  • Data Collection and Normalization
  • Model Development
  • Methods Development (e.g. multivariate regression analysis, risk analysis (Monte Carlo simulation tools), and cost improvement curve analysis).

  • Provide overall technical direction and guidance for Earned Value Management System (EVMS) compliance evaluation review activities; organize, plan, schedule, conduct, and close-out EVMS reviews; establish and maintain a compliance evaluation framework, interpret the 32 guidelines in ANSI/EIA-748; improve and maintain compliance and surveillance toos; propose compliance determination recommendations, and develop formal reports with supporting exhibits; ensure consistency of guideline interpretation and evaluation methods with IC mission partners, DCMA and PARCA; understand how the guidelines apply to suppliers’ EVMS and how they apply to a compliance/surveillance evaluation review framework; remain objective and independent; servide in a non-advocacy role when performing independent evalulations of assigned suppliers and programs.

Perform schedule diagnostic/health assessments; trend analysis; schedule realism analysis of status and remaining durations; correlation of schedule and cost performance analysis; total float growth – erosion status on primary, secondary and tertiary path(s). Apply the 32 EVMS Guidelines. Interact with customers and colleagues effectively when resolving problems; exercise sound judgment and discretion; apply demonstrated leadership skills and the ability to develop and train intermediate and entry level IPM analysts; work independently or as a Contractor team lead and conduct assessments on program cost, technical and schedule baselines, identify key cost, schedule and technical risk areas, and translate the identified risk areas into program schedule and cost impacts; apply communication skills (oral and written) and the ability to communicate complex issues and present results to senior NRO managers and others in a clear and concise manner. Corporate support includes identifying, proving materiality and resolving suppliers identified EVMS deficiencies in a timely manner independent from program advocacy while maintaining constructive and positive relations with all parties. Provide IPM training with the ability to perform instruction system design, workforce survey development and implementation and training gap analysis.

  • Integrating EACs with Program Management and government budget process
  • Identifying and integrating technical performance or similar measures that are aligned with objective performance measurement (BCWP) in EVMS supporting predictive schedule forecasts and EACs.
  • IBRs and related assessments.

Blood and plasma may be the greatest gift of the “Greatest Generation”-their life’s blood given back at home for the wounded on the fighting front. They sent more than a million pints to war! And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

 

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

 

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

 

Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”

DESCRIPTION OF DUTIES

 

The vacancy will be for an initial 6 months with potential for extension subject to internal circumstance and your performance.

  • Review and propose improvements to current business processes and policies related to Life Cycle Cost estimation
  • Establish LCCE policies and processes
  • Work with project managers to develop life cycle cost estimates for future acquisitions using the appropriate cost and pricing models
  • Work with project managers and the financial staff to estimate the Agency’s project management costs for future acquisitions using the appropriate cost and pricing models
  • Develop Cost Estimating Relationships (CER) and metrics where possible
  • Support standardization and update of Operations and Maintenance (O&M) estimates
  • Develop and maintain price proposal cost and pricing templates
  • Review the pricing section of IFB Bidding Instructions (pricing only) and provide feedback
  • Conduct cost and price analysis of competitive and non-competitive bids for supplies and services offered to the Agency
  • Provide training to NCI Agency staff on cost estimation methods

 

BASIC QUALIFICATIONS

 

  • Bachelor’s Degree in Economics, Engineering, and Math (An equivalent combination of education and experience will be considered)
  • Minimum 15 years of relevent experience in Life Cycle Cost Estimating (LCCE) and particularly within the Federal Government sector
  • Experience with developing LCCE policies and processes
  • Experience with rough order of magnitude, budgeting, definitive estimates, and other lifecycle requirements
  • Experience with the different types of cost data required to develop cost models for acquisition programs
  • Experience analyzing cost and programmatic data from various sources
  • Knowledge of Basis of Estimates that support any estimates developed
  • Ability to document and explain how estimates are derived
  • Dedication to high quality products and the ability to function with minimal supervision

Looking for male or female age 50-65 with military experience to co-host a radio show for military/veteran topics.

Payment is not guaranteed, but possible funders have been identified and will be approached once a few pilot episodes are made.

Blood and plasma may be the greatest gift of the “Greatest Generation”-their life’s blood given back at home for the wounded on the fighting front. They sent more than a million pints to war! And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

 

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

 

Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”

DESCRIPTION OF DUTIES:

 

  • Provide technical support to the Product Manager (PdM) Common System Integration (CSI) office within the Project Manager (PM) office for Unmanned Aircraft Systems (UAS). Serve as a Subject Matter Expert (SME) on a number of topics related to UAS, One System Remote Video Terminal, and the Universal Ground Control Station (UGCS) interoperability.

 

  • Serve as the lead for one of the Sub-Groups of the PM UAS Interface Control Working Group (ICWG) and provide oversight on several Integrated Product Teams (IPTs) and Tiger Teams chartered by the ICWG to focus on specific areas dealing with interoperability between aviation and ground systems.

 

  • Serve as the chair of an ICWG chartered Interoperability Profiles (IOP) Sub-Group supporting the development of v3.x IOP. Coordinate the development and staffing of Engineering Change Requests (ECRs) levied against the IOP with the ECR authors and SMEs.

 

  • Act as the PdM CSI Interoperability Co-Lead representative for the Joint Technology Center/Systems Integration Lab (JSIL) Certification Center responsible for IOP risk reduction and certification testing events for all PM UAS systems. Provide technical oversight of IOP compliance, verification, and waiver processes; coordinate with all PM UAS Product Offices to ensure IOP compliance across the fleet.

 

  • Coordinate all Network Integration Evaluation (NIE) submission packages with the NIE Triad organization for all PM UAS sponsored proposals; provide NIE field support as the PM UAS representative for the bi-annual NIE field exercises.

 

  • Serve as the lead for PdM CSI for all Army and Joint Interoperability Certifications for PM UAS; ensure each product is certified for Army and Joint Interoperability.

 

  • Interact with and evaluate contractor system interoperability and make recommendations on enhancing system interoperability.

 

  • Develop courses of action to present to the PM leadership for decisions.

 

BASIC QUALIFICATIONS:

 

  • Bachelors of Science degree in one of the following areas: Computer Science, Software Engineering, or Electrical Engineering. An equivalent combination of education and experience may be considered.

 

  • Eight to 10 years of experience working in the areas of software engineering, systems interoperability, network architectures, Joint Interoperability Test Command (JITC) system certifications, or open architectures.

 

  • Have experience organizing groups to accomplish specific objectives and goals.

 

  • Understand the Army’s Level of Interoperability (LOI) and how to achieve each level.

 

  • Have experience working with UAS interoperability and understand the principles of Manned Unmanned Teaming and how to achieve increasing levels of interoperability.

 

  • Understand Future Airborne Capability Environment (FACE) standards and how to apply these standards to UAS, aviation, remote video terminals, or ground control stations to ensure interoperability.

 

  • Understand JTIC system certification process.

 

  • Capable of written and oral communication as part of a staff to conduct research, analysis and other related staff coordination requirements.

 

  • Possess a good working knowledge of the Army Battle Command Systems including the messaging and interfaces used by the system. In addition, possess knowledge of the Army Software blocking system.

 

  • Experience working with Internet Protocol based networking technologies.

 

  • Proficient with using Microsoft applications (Word, Excel, and Outlook).

  • Education and Experience
  • At least 5 years system administration in a real world setting.

  • Must be able to write scripts utilizing Shell, Perl or other scripting language.
  • Must be able to obtain a Security+ Certification and an applicable OS certification within 6 months of hire.
  • Must have or be able to attain a DOD security clearance.

Section 904 of the Carl Levin and Howard P. “Buck” McKeon National Defense Authorization Act for Fiscal Year 2015 directs the establishment of the Office of the Net Assessment (ONA) as an independent organization within the Department of Defense and requires the Director to be a direct report to the Secretary of Defense.

The Director of Net Assessment is the Principal Staff Assistant and advisor to the Secretary of Defense for net assessment matters.  The Director’s primary function is to develop assessments that compare the standings, trends, and future prospects of U.S. military capability and military potential with that of other countries.

This position reports to the Secretary and Deputy Secretary of Defense.

As directed by the Secretary of Defense, the Director of Net Assessment carries out a variety of assignments that are high priority, sensitive, and significant to the Administration, requiring an intimate knowledge of the views and intentions of senior leaders.

Directs and coordinates the performance of working groups, task forces, and other provisional bodies, as appropriate, in the development of net assessments.

The Director may act for the Secretary of Defense as his official representative in a variety of contacts with the White House, Cabinet Members, Intelligence Community, staffs of Congressional Committees, and representatives of foreign countries, industry, and other areas of the private sector in the area of assigned responsibility.

Supports and coordinates the net assessment work of the Department and interagency net assessment groups created from time to time to produce national or joint net assessments.

Leads and manages the ONA in its mission of assessing the future strategic environment.  He/she must be positioned to be more integrated with, and responsive to, the needs of the top leadership of the Department, over time, across a spectrum of policy issues and planning scenarios.

Coordinates and integrates the work of the various Department staffs to ensure that appropriate net assessment work is accomplished, that there is no unnecessary duplication of effort among the several staffs, and that net assessment results are suitably summarized for incorporation into the planning and decision making of the Department.

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification, and other qualifications, if applicable, listed below.

 

EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your action. Please limit your written statements to no more than two pages per ECQ.  Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs.

 

ECQ 1 – Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

 

ECQ 2 – Leading People: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

 

ECQ 3 – Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

 

ECQ 4 – Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

 

ECQ 5 – Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

 

DoD Joint Enterprise-Wide Experience Statement

 

In addition, DoD requires the Enterprise Perspective.  The incumbent should possess the ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.

 

A separate narrative statement is not required.  This information should be embedded within the application package (Resume, Technical Qualifications and Executive Core Qualifications).

 

TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications.   1. Demonstrated experience in the development and coordination of net assessments of trends and future prospects of U.S. military capabilities and military potential in comparison with those of other countries, and the ability to identify emerging future threats to the United States.

 

  1. Expertise in the development and evaluation of senior level strategies, strategic planning, and related studies and processes supporting policy decisions and Administration goals and/or initiatives.

 

  1. Demonstrated ability to analyze and understand complex net assessments, future trends, and emerging threats, and communicate effectively, both orally and/or in writing, on matters concerning net assessments.
