The Naval War College Foundation intends to award one grant of $1,500 to the researcher with the greatest need who can make optimum use of the naval history research materials located in the Naval War College’s Naval Historical Collection, Naval War College Museum, and Henry E. Eccles Library.

DESCRIPTION OF DUTIES

 

  • Support the FMS acquisition program management full life cycle requirements of FMS systems, subsystems, and equipment throughout the FMS case life cycles.

 

  • Produce/review products for program office use that include business case analyses , trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans.

 

  • Support the acquisition of new Prime Mission Equipment (PME) and Support Equipment (SE) and supportability improvements to existing systems PME and SE.

 

  • Utilize the Defense Security Assistance Management System ( DSAMS ), the Security Assistance Manpower Requirements System ( SAMRS ), and Air Force Security Assistance Center ( AFSAC ) On-Line.

 

  • Develop and prepare LOA documents, Statements of Objectives (SOOs), and Statements of Work (SOWs), and review technical proposals in response to a solicitation.

 

  • Assist with document reviews to be performed, including export licenses and documentation submitted by contractors for government review and release, coordinate government responses, and coordinate resources (financial, management, procurement, engineering, and logistics), consolidate inputs into common documents, and assist in planning for the accomplishment of various program milestones.

 

  • Provide assistance with security, technology transfer and disclosure ( releasability , export licenses), risk management, project management, and logistics support.

 

  • Maintain and update project management documents, develop standard operating procedures, financial management, and develop and maintain an integrated master schedule using Microsoft Project.

 

  • Review and provide recommendations on Technical Order (TO) and Country Standard Technical Order (CSTO) inputs as required for updates and revisions.

 

  • Apply a full range of acquisition program management philosophy, policies/procedures, to perform a wide range of acquisition management activities in support of existing F-15 FMS programs, and future program planning.

 

  • Support the FMS acquisition program management full life cycle requirements of FMS systems, subsystems, and equipment throughout the FMS case life cycles.

 

  • Apply integration, communication, coordination, organizational and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of program direction.

 

BASIC QUALIFICATIONS

 

High School diploma. An equivalent combination of education and experience may be considered

Ten years of experience

US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret).  Must have an active Secret clearance.

 

ADDITIONAL QUALIFICATIONS

Proficient in Microsoft Office Toolset, including Microsoft Project

Working knowledge of the International Traffic in Arms Regulations (ITAR), Transportation Plan development, and the Defense Transportation System (DTS)

We seek a Corporate Communications Officer to facilitate communications across the NGA, Intelligence Community, and other external stakeholders to increase the awareness and knowledge of Persistent GEOINT and related activities.

 

Job Responsibilities

  • Campaign for Persistent GEOINT by: addressing arguments, understanding stakeholder’s wants and needs, providing reasons for how stakeholders will benefit, communicating core messages with consistent themes that resonate and adjusting messaging as relationships evolve.
  • Develop and/or implement a clear, consistent messaging strategy that promotes the Persistent GEOINT Office mission to both internal and external audiences, including facilitation of information access and sharing with the office and across the NGA Key Components and Portfolios.
  • Support Persistent GEOINT Office’s Chief of Staff (OPG CoS) or his/her designee and will also coordinate efforts with Persistent GEOINT Office managers and/or employees.
  • Take initiative, act both independently and as a team member, manage tasks with minimal supervision while remaining in line with agreed upon work plans and meet OPG communication objectives.
  • Review and analyze Persistent GEOINT documents.
  • Interface and collaborate with NGA Office of Corporate Communications, the NGA Key Component communication team, Portfolio Management communication teams and sync OPG communication plans.

3.)  Program Analyst (Change Estimator), Alion Science and Technology, Bath, Maine

 

Provide support in to the experienced Alion Bath charge estimators in assembling Change Estimates for PMS501 and/or DDG 51 Change, and other change estimating as assigned (primarily shipbuilding) to Navy, Coast Guard, and commercial customers.

 

Primary function includes evaluating proposed changes to ship and equipment configurations and identification of primary and ancillary production trade impacts, and providing input to estimate all associated costs, including but not limited to those associated with direct production labor, supervisory, material, design and engineering, disruption and loss of learning. Work with senior estimators  to learn all factors involved in assembling estimates.

 

Support all change estimating requirements from single modifications through future contract flight upgrades, sometimes with very limited scope of work descriptions.  Be able to assist in development of Rough Order of Magnitude (ROM) estimates in a clear concise format that identifies all elements and factors, with easily identifiable breakouts for labor, material, and engineering. Identify all assumptions used to develop all estimates.  Reconcile estimates with shipbuilder estimates to refine estimating assumptions.

 

Provide technical review support for changes being estimated, and follow-on technical support for resultant Engineering Change Proposals and Baseline Upgrades, to include potential assistance in Navy negotiations.  Communicate the purpose of the change and justify the estimated change cost to customer representatives.

 

Be willing to support short term estimating jobs offsite at various shipyards or industrial facilities as required for vessel availability support.

Qualifications

Willing and able to learn new processes quickly, and apply the newly acquired skills.

Job Description:

 

AECOM is seeking a C-IED Operations SME to work with training team members that will assist / lead training in Explosive Ordnance Disposal (EOD) training, IED / Counter-IED (C-IED) Intelligence, Weapons Technical Intelligence (WTI) and Law Enforcement Professional (LEP) Programs and Scenario Development. The contractor will possess significant experience in military command, control, and communications. Must have extensive background in requirements analysis, the Military Decision Making Process, advanced warfighting concepts and doctrine, and Counter-Improved Explosive Device (C-IED) tactics, techniques, and procedures (TTP). Interacts directly with unit commanders during the development of training in preparation for deployment and sustainment activities. Actively coordinates the support packages provided to meet unit and subordinate element training requirements. Assists units in applying the JIEDDO-COIC’s products, including target and network analysis packages. Applies emerging doctrine and tactics to improve unit application of C-IED methodologies. Assesses the impact of programmatic and technical options on stated user requirements and doctrine.

 

Provides expert support, analysis and research into exceptionally complex problems, and processes relating to the C-IED subject matter. Serves as technical expert on executive-level project teams providing technical direction, interpretation and alternatives. Thinks independently and demonstrates exceptional written and oral communications skills. Applies advanced technical principles, theories, and concepts, and contributes to the development of new principles and operational concepts. Works on unusually complex technical problems and provides solutions which are highly adaptive and innovative. Works under consultative direction toward predetermined long-range goals and objectives. Assignments are often self-initiated. Determines and pursues courses of action necessary to obtain desired results. Develops advanced technological ideas and guides their development into effective solutions.

– Develop plans and monitors tasks to meet contractual / project requirements for assigned Program.

– Establish and define Program plan requirements and direct or perform in-depth studies to determine optimum Program plans.

– Develop reports and analyzes performance metrics and Programmatic documents against plans to ensure that contractual, cost, and schedule objectives are met.

– Conduct research and develop solutions that assist in the improvement and development of defense, homeland security, and information systems, including financial, technical and/or engineering data.

– Provide guidance and mentorship to less experienced Program Analysts.

– Prepare and deliver various high quality communications and briefings up to and routinely including O6 level decision-makers.

– Assist with all facets of successfully executing the team’s contract with key focus areas including: scripting, designing, executing rotations and executing training rotations.

– Develop rotational scenarios for large scale military exercises across scope of combat and non-combat contingencies.

– Publish detailed scenarios in approved formats and build scenario briefs and scene setters.

– Ensure compatibility and deconfliction of scenarios with all forces.

DESCRIPTION OF DUTIES

 

  • Provide equipment specialist support to the Medium Altitude Unmanned Aircraft Systems (MAUAS) Division (AFLCMC/WII) necessary to maintain readiness and operational capability of the MQ-1/MQ-9 UAS, subsystems and support systems throughout their life cycle. This shall be accomplished by completing/performing the 12 Product Support elements outlined in AFI 63-101 and AF PAMPHLET 63-128 and captured in the following tasks.
  • Provide Maintenance Planning logistics support for the MQ-1/MQ-9 (and similar systems).
  • Serve as primary program office system expert on UAS airframe, propulsion, and or ground station equipment supporting multi-specialty teams to achieve results specified by program leadership. Provide expert advice and assistance on the timely logistics and Quality Assurance guidance to Headquarters, ACC and field maintenance supervisors.  Provide technically accurate and adequate troubleshooting and maintenance dispositions of TO 00-25-107 technical assistance requests from United States Air Force maintenance units including identifying potential issues and making recommendations for government consideration. Provide technical assistance to resolve system engineering and maintenance concerns for fielded equipment and Ground Support Equipment (GSE).
  • Perform inspections of activities executed by prime contract personnel providing production and depot repair of program aircraft.
  • Assist with the supervision and oversight of production and sustainment contracts.
  • Assist with the writing and/or approving AFTO 252 requests to correct deficiencies in existing technical data; the evaluation of the AFTO 22 requests to change technical data to ensure technical accuracy and adequacy IAW TO 00-5-1 and 00-5-3; the development and publication of interim safety supplements or emergency time compliance technical orders when urgency does not allow coordination with the Original Equipment Manufacturer (OEM).
  • Assist with the coordination and technical evaluation of all design changes to ensure maintenance, sustainment, support equipment and technical order impacts are adequately addressed and that they meet system requirements and United States Air Force expectations.
  • Review non-conformance reports and make recommendations to the government for consideration relating to potential corrective actions for technical adequacy.
  • Assist with the parts procurement process by supporting the development of procurement and fielding cost estimates and cost benefit analysis.
  • Assess aircraft availability and reliability metrics for opportunities to improve/correct the weapon system design, procedures or training to improve aircraft availability. Assist with performing oversight of Reliability and Maintainability (R&M) projects to ensure SOWs clearly define objectives, cost estimates are reasonable and design changes meet requirements
  • Review and assess OEM failure analysis reports for technical accuracy and adequacy. Identify potential issues and make recommendations for government consideration.
  • Assist with the development of initial spares support list (ISSL), RSP, and assignment of standard reporting designators.
  • Assist with LSA/logistics support analysis record reviews to assure provisioning requirements are adequately addressed.

 

BASIC QUALIFICATIONS

 

  • Master’s degree in Business, Logistics or in a field relevant to functional area. An equivalent combination of education and experience may be considered
  • Ten years of experience as an Equipment Specialist. At least five years of experience must have been performed on DoD programs.
  • Eight additional years of Equipment Specialist experience may be substituted for a Master’s degree or four years plus a Bachelor’s degree.
  • Possess a TS/SCI eligible security clearance [requires Single Scope Background Investigation within the past five (5) years].
  • Be available to support the week-long 24/7 Emergency Telephone Support line on a periodic basis.
  • MQ-1/MQ-9 functional area experience highly desirable.
  • Proficient in the use of Microsoft Office Applications (Outlook, Word, Excel, and PowerPoint) and applications for access to the World Wide Web including Microsoft Internet Explorer.

– Applies mechanical design experience to ensure design of gun systems and associated components meet design standards for function, fit and safety.

– Investigates pertinent design factors such as contractual, environmental, cost, technical performance, produceability, interchangeability, and material requirements during development and program execution.

– Performs and applies mechanical and electrical research to design, development and testing of gun systems.

– Makes layouts of complex assemblies and details parts of, mechanisms and mechanical systems using mechanical modeling tool, NX preferred.

– Works with design, project, manufacturing and quality engineers through the development process.

– Key contributor on development programs, managing assigned responsibilities and directing the work of other engineers, technicians and administrative personnel to accomplish program goals.

– Act as, or supports, lead engineer as program cost account manager to ensure accurate schedule and cost tracking.

– Presents work products at program technical reviews, proposals, or other technical meetings.

– Applies engineering knowledge in the investigation and solution of complex technical problems.

– Prepares and plans cost estimates and written technical proposals.

– Acts as a technical interface to external customers, and forms working relationships with representatives of external technical organizations.

– Develops technical relationships with vendors and suppliers, in coordination with subcontracts management and quality functions, to facilitate technical flow-down and understanding of requirements, testing, and process control.

– Supports manufacturing trade studies and early supplier involvement.

– Shares knowledge with and mentors other engineers.

 

Position Requirements:

– BS in Mechanical or Aerospace Engineering

– 10+ years of directly related mechanical design experience in defense or aerospace industry.

– 2+ years project, program, or people leadership experience. Preferably, 5+ years in a leadership role, managing a team of engineers.

– Experience in product development projects and sustainment of legacy programs for complex aerospace or defense systems

– Desire to balance people management needs and technical contributor aspects of this position and an ability to move fluidly between these roles.

– Strong mechanical design experience with complex gear trains, cams, springs, clutches, machined components, welded structures, electric motors and solenoids

– Familiarity with systems engineering processes and other specialty engineering activities within the product development process

– Working knowledge of computer aided design (CAD) software, preferably NX, and familiarity with engineering requirements and analysis tools (FEA), preferably NASTRAN and ABAQUS

– Advanced Knowledge of GD&T per ASME Y14.5M-1994

– Experience writing statements of work and estimating project scope

– Demonstrated effectiveness in achieving results through understanding and management of internal customer relationships, prioritization, and delegation of tasks.

– Demonstrated ability to manage the performance of diverse personalities, manage conflict, and administer performance improvement plans as needed.

– Experience with the operations of upstream process inputs (Lead System Integrators, Business Development, Contracts, Pricing, Program Management, Project Engineering, and Systems Engineering)

– Experience with the operations of downstream process customers (both internal and external: Modeling & Simulation, Configuration Management, Manufacturing Engineering, Manufacturing Operations, Assembly, Test, System Verification & Validation, Integrated Logistics Support, and End User)

– Experience with coaching, developing talent, and maintaining the accountability of direct reports.

– Skilled in working with Microsoft Office applications.

– Understanding of Six Sigma disciplines, design for assembly / design for manufacturing (DFA/DFM).

– Demonstrated experience with presenting complex technical concepts to audiences with a broad range of technical experience.

– Demonstrated experience in project management

– U.S. Citizen and be able to obtain a DoD Secret Clearance

Acquisition Documentation Reviews:  Review initial and revised acquisition documents and provide the enterprise level perspective to ensure consistency and accuracy. Provide comments on acquisition documentation that add value from an enterprise perspective and facilitate an integrated, system-of-systems approach across the division. Documents include, but are not limited to, Acquisition Decision Memorandums, Acquisition Plans, Life Cycle Management Plans, Acquisition Program Baselines, Nunn-McCurdy Assessments, Risk Management Plans, Program Status Review Briefs and Milestone Decision Briefs.

Monthly Acquisition Report (MAR): Maintain an enterprise-level view of program health across the division and provide feedback on program health status to division leadership. Review programs’ System Metric and Reporting Tool (SMART), MARs and corresponding Logistic Health Assessments (LHAs). Develop MAR and LHA review timelines. Coordinate division and directorate functional staff review and their comments. Distribute feedback to branches for updates as required. Assist programs with SMART guidance.

Master’s degree and 15 years of general work experience
