The 3rd Annual MCR DC Metro Charity Golf Outing is planned for Friday, October 9, 2015 at the South Riding Golf Club, South Riding, Virginia.  Like our sister MCR charity event in New England, all proceeds go to charities with local ties.  This year, our employee committee has once again chosen to support the Wounded Warrior Project. DESCRIPTION OF DUTIES

 

The senior EVMS analyst will produce EVM related sections of acquisition reports such as Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Monthly Acquisition Report (MAR), Program Management Review (PMR), and Defense Acquisition Management Information Retrieval (DAMIR), and utilizing the System Metric And Reporting Tool (SMART) database, including the following duties:

 

  • Support IBRs , provide insight into contract cost and schedule performance issues, and utilizing the best practices and estimated to be once annually
  • Assist in verifying and validating the Program Contractor’s baseline, identifying risks and analyzing risk mitigation plans, analyzing the resources loaded into the technical baseline, Integrated Master Plan (IMP) traceability, Integrated Master Schedule (IMS) horizontal and vertical integration, all EVM related information (including CPR, Control Account Plans, etc.) and analysis of actual performance to provide insight into contract technical, cost and schedule performance baseline issues
  • Analyze and document Program Contractor Contract Performance Report (CPR), IMS, IPMR, Contract Funds Status Report (CFSR), WBS, and other applicable technical data packages for compliance with Program Contractor contractual requirements
  • Analyze, identify discrepancies, recommend corrective action, document the findings and advise the government monthly
  • Analyze an estimated annual quantity of twelve records monthly Program Contractor cost, schedule and risk analysis including Performance Measurement Baseline (PMB), variance, trend, EVM and schedule health metrics for each program
  • Analyze Program Contractor’s OTB, OTS, and any major PMB contract modification by conducting benefit analysis, proposed basis of estimate evaluation, and developing independent estimates, to provide insight into contract technical, cost and schedule performance issues

 

Basic Qualifications:

 

  • Bachelor’s Degree in Business Administration, Economics, Finance, Accounting, Statistics, Science, Technology, Mathematics or Engineering
  • 12+ years experience supporting programs requiring compliance with ANSI/EIA Standard 748C guidelines
  • 5+ years experience wInsight and Microsoft Office Suite.
  • Ability to communicate well both orally and in writing, clearly, concisely, and with technical accuracy
  • US Citizenship (Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain a DoD Secret Government Clearance.)

DESCRIPTION OF DUTIES

  • The selected senior cost estimator will develop, maintain, and update cost estimates for client projects/programs including the following duties:
  • Assess risks and schedule; align Work Breakdown Structure (WBS) elements
  • Use cost tools/software such as ACE-IT, SEER-SEM, and PRICE
  • Apply data from a published database such as USCM and document the estimates
  • Develop, maintain, and update cost estimates such as Independent Cost Estimates (ICEs), Independent Cost Analyses (ICAs), Sufficiency Reviews (SRs), Cost Excursions, Rough Order of Magnitude (ROM), Should Cost Estimates, and responses to what-if requests
  • Identify and record data/information required by the cost estimating software involved, as required
  • Analyze Program Contractor cost estimates to ensure consistency with Government cost estimating procedures
  • Analyze the Program Contractor’s basis of estimate, risks and crosscheck major WBS elements or cost drivers and the Sufficiency Review Checklist, including the record
  • keeping of analysis results
  • Gather, assess and record cost, technical and programmatic data in support of cost-related research studies
  • Publish the study via research paper or a cost model enabling estimators to apply resulting factors, observations, CERs or assessments in cost estimates
  • Research may also include investigating major issues such as cost growth in the space launch vehicles, historical cost and trends for the organization, and overhead rate changes due to business base fluctuations

 

Basic Qualifications:

  • Bachelor’s Degree in Business Administration, Economics, Finance, Accounting, Statistics, Science, Technology, Mathematics or Engineering
  • 12+ years combined industry and federal gov’t experience with aircraft and/or spacecraft estimating
  • 3+ years experience supporting space programs
  • Ability to communicate well both orally and in writing, clearly, concisely, and with technical accuracy.
  • Proficient with MS Windows and MS Office applications and software
  • US Citizenship with an active DoD Secret Government Clearance (Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain a DoD Secret Government Clearance.)

DESCRIPTION OF DUTIES

 

The senior project scheduler shall provide support to mostly large projects/programs as follows:

 

  • Work closely with project leads and major stakeholders to develop project schedules and integrated master schedules, maintained schedules throughout the project life cycle while tracking changes, apply project management principles and practices, including EVM, in developing schedules.

 

  • Employ concepts such as integrating schedules into a master project schedule, resource loading, base-lining, statuses, and earned value reporting to include earned value, planned value, actual value, performance measurement baseline BAC, CPI, SPI, EAC, and ETC.

 

  • Independently perform tasks

 

  • Calculate variances for project activities

 

  • Perform variance identification and analysis, program or financial execution reporting and reviews, cost analysis/estimates and studies, schedule analysis, earned value management (EVM) analysis

 

  • Provide technical advice and guidance to leadership on all matters relating to schedule or EVM

 

Basic Qualifications:

 

  • Bachelor’s Degree in Business Administration, Economics, Finance, Accounting, Statistics, Science, Technology, Mathematics or Engineering

 

  • 12+ years experience performing schedule management activities in support of DoD acquisitions

 

  • 5+ years experience Microsoft Project and Microsoft Office Suite.

 

  • Ability to communicate well both orally and in writing, clearly, concisely, and with technical accuracy.

DESCRIPTION OF DUTIES

 

The senior EVMS analyst will produce EVM related sections of acquisition reports such as Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Monthly Acquisition Report (MAR), Program Management Review (PMR), and Defense Acquisition Management Information Retrieval (DAMIR), and utilizing the System Metric And Reporting Tool (SMART) database, including the following duties:

 

  • Support IBRs , provide insight into contract cost and schedule performance issues, and utilizing the best practices and estimated to be once annually
  • Assist in verifying and validating the Program Contractor’s baseline, identifying risks and analyzing risk mitigation plans, analyzing the resources loaded into the technical baseline, Integrated Master Plan (IMP) traceability, Integrated Master Schedule (IMS) horizontal and vertical integration, all EVM related information (including CPR, Control Account Plans, etc.) and analysis of actual performance to provide insight into contract technical, cost and schedule performance baseline issues
  • Analyze and document Program Contractor Contract Performance Report (CPR), IMS, IPMR, Contract Funds Status Report (CFSR), WBS, and other applicable technical data packages for compliance with Program Contractor contractual requirements
  • Analyze, identify discrepancies, recommend corrective action, document the findings and advise the government monthly
  • Analyze an estimated annual quantity of twelve records monthly Program Contractor cost, schedule and risk analysis including Performance Measurement Baseline (PMB), variance, trend, EVM and schedule health metrics for each program
  • Analyze Program Contractor’s OTB, OTS, and any major PMB contract modification by conducting benefit analysis, proposed basis of estimate evaluation, and developing independent estimates, to provide insight into contract technical, cost and schedule performance issues

 

Basic Qualifications:

 

  • Bachelor’s Degree in Business Administration, Economics, Finance, Accounting, Statistics, Science, Technology, Mathematics or Engineering
  • 12+ years experience supporting programs requiring compliance with ANSI/EIA Standard 748C guidelines
  • 5+ years experience wInsight and Microsoft Office Suite.

  • The selected senior cost estimator will develop, maintain, and update cost estimates for client projects/programs including the following duties:
  • Assess risks and schedule; align Work Breakdown Structure (WBS) elements
  • Use cost tools/software such as ACE-IT, SEER-SEM, and PRICE
  • Apply data from a published database such as USCM and document the estimates
  • Develop, maintain, and update cost estimates such as Independent Cost Estimates (ICEs), Independent Cost Analyses (ICAs), Sufficiency Reviews (SRs), Cost Excursions, Rough Order of Magnitude (ROM), Should Cost Estimates, and responses to what-if requests
  • Identify and record data/information required by the cost estimating software involved, as required
  • Analyze Program Contractor cost estimates to ensure consistency with Government cost estimating procedures
  • Analyze the Program Contractor’s basis of estimate, risks and crosscheck major WBS elements or cost drivers and the Sufficiency Review Checklist, including the record
  • keeping of analysis results
  • Gather, assess and record cost, technical and programmatic data in support of cost-related research studies
  • Publish the study via research paper or a cost model enabling estimators to apply resulting factors, observations, CERs or assessments in cost estimates
  • Research may also include investigating major issues such as cost growth in the space launch vehicles, historical cost and trends for the organization, and overhead rate changes due to business base fluctuations

 

Basic Qualifications:

  • Bachelor’s Degree in Business Administration, Economics, Finance, Accounting, Statistics, Science, Technology, Mathematics or Engineering
  • 12+ years combined industry and federal gov’t experience with aircraft and/or spacecraft estimating
  • 3+ years experience supporting space programs
  • Ability to communicate well both orally and in writing, clearly, concisely, and with technical accuracy.
  • Proficient with MS Windows and MS Office applications and software

DESCRIPTION OF DUTIES

 

  • Administration and tracking of multiple program contracts, multiple seeding contracts, and multiple other government agency and FFRDC tasks including financial oversight, monitoring program milestones, and assisting with document preparation and coordination.
