***  MCR DC Metro Charity Golf Outing

The 3rd Annual MCR DC Metro Charity Golf Outing is planned for Friday, October 9, 2015 at the South Riding Golf Club, South Riding, Virginia.  Like our sister MCR charity event in New England, all proceeds go to charities with local ties.  This year, our employee committee has once again chosen to support the Wounded Warrior Project. Last year we were able to donate $9,000 to the Wounded Warrior Project. This year we want to exceed that amount and give more than $10,000!  That is why everyone is welcome to play, donate cash or raffle items, sponsor a hole, or volunteer their time.   • Leads technical discussions for project reviews. Prepares and delivers formal briefings.

 

  • Ensures that appropriate training is delivered to program technical staff.

 

  • Establishes and maintains effective relationships with customer and other outside agencies.

 

  • Acts as primary customer contact for program technical activities. Regularly meets with and updates the customer on project technical status.  Leads program technical review sessions with customer to discuss budget, schedule, and technical performance.

 

  • Develops new business or expands business with the customer. Coordinates preparation of technical proposals, proposal work statements and specifications, and operating budgets.  Participates in negotiating and contract technical changes.

 

  • Complies with quality assurance and security procedures in the performance of duties.

 

  • Performs additional duties and responsibilities as assigned.

 

  • Reports to the assigned Alion program manager.

 

Qualifications

 

  • Bachelor’s degree in naval architecture and marine engineering, naval engineering or nautical science or related technical discipline plus 10 years or Master’s plus 8 years of experience in a technical position. The ideal candidate should have at least 5 years of technical project management experience of a major ship design or construction program(s)

 

  • Shipyard experience highly desirable.

 

  • Excellent communication, presentation and interpersonal skills.

  • Analyze, interpret, prioritize and report on collected data from an “outsider’s” mindset
  • Identify critical infrastructure vulnerabilities supporting the priorities and needs of customers at both DoD and national levels to provide the customer with products about an enemy’s conventional and asymmetric capabilities and recommendations for mitigating those threats in a responsive and effective manner
  • Possess the ability to travel several times per year (CONUS and OCONUS) and brief on a partners on a continual basis
  • Write effective, polished reports and exhibit fluency in Microsoft Word, PowerPoint, Excel, and other software(s), to produce professional quality documents for the customer
  • Forecast and plan future requirements, organize assets, and submit deliverables on time; prioritize competing deadlines and effectively delegate work to team members and collection partners

 

Required Skills and Education:

 

  • Required Education: Bachelor Degree
  • Proficient in understanding, analyzing and summarizing comprehensive and complex technical, contractual, and research information/data.
  • Excellent analytical communications, both oral and written, and project management experience.
  • Demonstrated experience in conducting collection, analysis, and fusion of the collected information for a specific program.
  • Proficiency in identifying information requirements, develops collection plans, identifies information sources, and develop/conduct taskings.
  • Expertise in conducting extensive Open Source collection.
  • Demonstrated experience in managing information flow from mission partners
  • Experience in preparing activity reports as required and preparing program deliverables.
  • Experience in developing courses of action and associated plans/orders to conduct assessments in conjunction with Red Cell assets.

 

Ability to deploy for short periods of time. Deploying personnel must maintain the following criteria:

– Knowledge, skills, and abilities to ensure well balanced, safe operation.  At a minimum, personnel shall have expertise in one or more of the following areas: Terrorist Operations (Planning, Execution and Management);  Intelligence ( Collection, Fusion, and Analysis);  Information Operations (Knowledge to affect , but not limited to communications, security, logistics, transportation, and supply systems).

– Accept worldwide deployments which include high threat permissive areas representing some risks to personal safety.

– Submit to immunization for worldwide travel.

– Be able to travel on short notice, work non-standard hours and take on-call duty .

– Obtain an Official Passport.

– Possess effective oral and written communications skills.

– Be proficient with Microsoft office and other common office software applications.

– Be capable of operating in all operational and physical environments, and work closely with US government, military, and/or civilian personnel.

 

Preferred Skills and Education:

Red Cell experience a plus

The 3rd Annual MCR DC Metro Charity Golf Outing is planned for Friday, October 9, 2015 at the South Riding Golf Club, South Riding, Virginia.  Like our sister MCR charity event in New England, all proceeds go to charities with local ties.  This year, our employee committee has once again chosen to support the Wounded Warrior Project. Last year we were able to donate $9,000 to the Wounded Warrior Project. This year we want to exceed that amount and give more than $10,000!  That is why everyone is welcome to play, donate cash or raffle items, sponsor a hole, or volunteer their time. DESCRIPTION OF DUTIES

  • Technical Writer to conduct reviews and assessments of programmatic documentation for technical and regulatory accuracy and compliance to support submissions/updates of milestone decision reviews and decisions for USMC PM TRASYS programs.

  • Review program documentation and provide recommendations to the Government on program critical performance analysis in order to review Compliance with acquisition processes Documenting Program risks and mitigations, and Key Performance Parameters (KPPs) and Key System Attributes (KSAs)

 

  • Prepare milestone documentation and review assessments and provide recommendations on achieving program milestone objectives to the Government lead.

 

BASIC QUALIFICATIONS

 

  • Required Experience: The candidate will have 5 years of relevant experience reviewing, assessing, editing and updating programmatic documentation and technical reviews

 

  • Possesses outstanding written and oral communication skills

DESCRIPTION OF DUTIES

 

  • Primary mission is to write OE/OPFOR Capability Development Documents (CDD) and/or Capability Production Documents (CPD), as required, defining OE/OPFOR depiction requirements, provide thorough analysis and identify the critical documentation required to initiate, with the materiel developer, the formal development and Milestone B/C processes for OE/OPFOR capabilities. Coordinate documents through the final stages of Army Capabilities Integration Center (ARCIC) and HQDA staffing and approval; respond to queries, comments, and directed revisions leading to the Materiel Development Decisions.

 

  • Work with government subject-matter experts (SMEs) to define the concept of operations (CONOPS) and codify within a JCIDS document (including supporting documents, e.g., Cost-Benefit Analysis, System Training Plan, and DoD architecture), the OE/OPFOR requirements for developing and fielding future Army OE/OPFOR training assets that portray the hybrid enemy threat.

 

  • The document writer will enable Army development of a comprehensive modernization approach to procuring and fielding assets that present both a visual and performance-based OE/OPFOR depiction against friendly forces (BLUFOR) in training. Support comprehensive analysis, development, documentation, integration, coordination, and management of live training requirements within the Army and DOD.

 

  • The Analyst is responsible for developing the Joint Capabilities Integration Development System (JCIDS) documents required to establish the OPFOR as a recognized program of record (POR) within the Army.

 

  • Collectively, these documents define need capabilities, guide material development and direct the production of capabilities.

 

  • Specific documents include the Initial Capabilities Document (ICD), DOTLMSPF Change Requirements (DCR), Capability Development Document (CDD) and the Capability Production Document (CPD).

 

  • Work with other Army organizations and activities to coordinate the analysis included in the development of needs and capabilities analysis.

 

  • The primary focus area is Maneuver, Fires and Aviation capabilities.

 

  • The secondary focus area is to work with the CTCs and the TRADOC Capability Manager for Live Training (TCM Live) to develop a modernization strategy for the OPFOR Surrogate Vehicle (main battle tank).

 

BASIC QUALIFICATIONS

  • Bachelor’s degree in a related field.
  • 10-15 years of experience, 3-5 years of Specific in Capabilities Development/System Acquisition

 

  • Familiarity with Joint Capabilities Integration Development System (JCIDS) and defense acquisition processes and documents.

 

  • Familiarity with Operational Environment

 

  • Familiarity with Army Combat Training Centers

 

  • Familiarity with acquisition milestones and milestone graduation criteria

 

  • Familiarity with the Capabilities Development Tracking and Management System (CDTM)
