Lead Cost Analyst, MCR, San Diego, CA

DESCRIPTION OF DUTIES

The selected lead cost estimator will independently develop, maintain, and update cost estimates for client projects/programs including the following duties:

• Align Work Breakdown Structure (WBS) elements with product based work scope
• Use a variety of cost and analysis tools/software such as ACE-IT, SEER-SEM, PRICE, and @Risk
• Apply data from basic research data and published databases such as USCM and document the estimates
• Assess risks using simulation based techniques to ascertain confidence levels for cost and schedule
• Develop, document with sound basis of estimates, maintain, and update cost estimates such as Independent Cost Estimates (ICEs), Independent Cost Analyses (ICAs), Sufficiency Reviews (SRs), Cost Excursions, and Rough Order of Magnitude (ROM) forecasts
• Establish will cost positions and objective Should Cost Estimate goals
• Develop or support with program office direction responses to cost excursions and “what-if” requests
• Identify and record data/information required by the cost estimating software involved, as required
• Analyze Program Contractor cost estimates to ensure consistency with Government cost estimating procedures
• Analyze the Program Contractor’s basis of estimate, earned value performance data, risks and crosscheck major WBS elements/ cost drivers and the Sufficiency Review Checklist, including the record keeping of analysis results
• Gather, assess and record cost, technical and programmatic data in support of cost-related research studies
• Publish the study via research paper or a cost model enabling estimators to apply resulting factors, observations, CERs or assessments in cost estimates
• CARD Preparation for program office
• Research may also include investigating major issues such as cost growth in the space launch vehicles, historical cost and trends for the organization, and overhead rate changes due to business base fluctuations
BASIC QUALIFICATIONS
• Bachelor’s Degree in Business, Economics, Engineering, Science, Mathematics/Operations research. An equivalent combination of education and experience may be considered
• 10+ years of cost estimating, budgeting, cost analysis and operations research on major acquisition programs involving military equipment.
• Excellent communication skills with the ability to develop and write technical memos that will effectively communicate the results of evaluations and analysis
• MS-Windows and MS-Office applications expertise required
• US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Top Secret). Must have an active Top Secret clearance with SCI eligibility.

• ICEAA certification
• Experience with MS-Excel, @Risk simulations, PRICE TruePlanning, SEER Suite, ACEIT, and other Cost Estimating Tools.

DESCRIPTION OF DUTIES

• Provide operational insight and expertise in support of the AoA and be responsible to liaise across all AoA working groups to collect AoA requirements and findings, represent and coordinate equities for stakeholders. The Contractor shall:
• Provide subject matter expertise to other Working Groups as required to determine capability gaps, assess risk, and identify most efficient solutions. This will include supporting the Project Coordinator’s efforts to determine the most efficient team structure, build interdependent schedules, track required efforts, report status, and recommend alternative approaches to government as required. This will also include supporting risk assessments, threat assessments, operational effectiveness efforts, and comparing alternative solutions.
• Facilitate and monitor the efforts of working groups as assigned by Government Lead and Project Coordinator developing reports, briefings, etc. as required and directed. The Contractor shall maintain familiarity with related operational documents and support the development of others as required.

BASIC QUALIFICATION
• Seven (7) years experience in BMC2 operations, particularly Surveillance, Identification and C2 related to air and ground based radars/sensors (the subject area of analysis)
• Two (2) years experience in internal and cross-service staffing of activities, processes and policy
• Two (2) years experience with JCIDS, specifically dealing with the Functional Capabilities Board (FCB) and Joint Requirements Oversight Council (JROC) activities and processes within the past three (3) years
• Master’s degree in analytical, technical or management business administration
• TS/SCI clearance is required for this position

DESCRIPTION OF DUTIES

 

The senior EVMS analyst will produce EVM related sections of acquisition reports such as Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Monthly Acquisition Report (MAR), Program Management Review (PMR), and Defense Acquisition Management Information Retrieval (DAMIR), and utilizing the System Metric And Reporting Tool (SMART) database, including the following duties:

 

  • Support IBRs , provide insight into contract cost and schedule performance issues, and utilizing the best practices and estimated to be once annually
  • Assist in verifying and validating the Program Contractor’s baseline, identifying risks and analyzing risk mitigation plans, analyzing the resources loaded into the technical baseline, Integrated Master Plan (IMP) traceability, Integrated Master Schedule (IMS) horizontal and vertical integration, all EVM related information (including CPR, Control Account Plans, etc.) and analysis of actual performance to provide insight into contract technical, cost and schedule performance baseline issues
  • Analyze and document Program Contractor Contract Performance Report (CPR), IMS, IPMR, Contract Funds Status Report (CFSR), WBS, and other applicable technical data packages for compliance with Program Contractor contractual requirements
  • Analyze, identify discrepancies, recommend corrective action, document the findings and advise the government monthly
  • Analyze an estimated annual quantity of twelve records monthly Program Contractor cost, schedule and risk analysis including Performance Measurement Baseline (PMB), variance, trend, EVM and schedule health metrics for each program
  • Analyze Program Contractor’s OTB, OTS, and any major PMB contract modification by conducting benefit analysis, proposed basis of estimate evaluation, and developing independent estimates, to provide insight into contract technical, cost and schedule performance issues

MCR is pursuing a contract at Allied Command Transformation (ACT) to provide strategic communications support. MCR is seeking a viable candidate to be our “Key Personnel” in our proposal.

Position: Strategic Communications Implementation Coordinator

Description of Requirement

HQ SACT is developing a capability to facilitate Strategic Communications (StratCom) implementation towards enhancement of StratCom performance for HQ SACT interaction with subordinate Commands, other NATO Commands and more broadly, with other NATO and Non-NATO Actors. This emergent capability consists of the following pillars which will serve as enablers to HQ SACT Strategic Communications Operations and contribute to Capability Development lessons.

a. The first pillar, and the primary requirement for this Statement of Work, supports the HQ SACT leadership mandate whereby all internal deliverables and enablers within the Command must field a comprehensive and updatable Communications Plan.

b. The second pillar is a requirement for coordination and monitoring of the level of Communications Plan implementation for all ACT subordinate commands and the provision for providing staff training on the primary concepts of Strategic Communications and building StratCom Champions.

A StratCom Implementation Coordinator (SIC) is a functional specialist maintaining responsibility and accountability for deliverable and enabler program linkages drawing from StratCom best practices identified through Capability Implementation Plan actions, NATO direction and guidance on operational frameworks and narratives, and Communications Plans mandated through PPM. The SIC must not only have intimate knowledge of NATO StratCom disciplines with focus areas in areas of

• public affairs and key leader engagements • civil military operations • information operations

but should also have a network of StratCom professionals to draw information from for enhanced training, and an understanding of current ACT challenges for NATO transformation.

The SIC would serve as the primary cross-division interviewer, coordinator, and training POC for HQ SACT for issues related specifically to the establishment of a cost effective and consistent StratCom Communication Plan training and implementation battle rhythm for HQ SACT and associated staffs. Additionally, the SIC would be the primary interviewer, coordinator, and training POC for HQ SACT related specifically to the establishment of a cost effective and consistent StratCom Implementation Training program, to be conducted bimonthly, aiming to :

• create and educate brand groups of transformation professionals to serve as ACT mission and message envoys;

• raise SME’s reputation inside the HQ and their nations

• empower ACT staff members . The work shall consist of three main areas which the StratCom Contractor shall provide support for:

i. Communications Plan assessment, development and execution

ii. StratCom internal staff training and Communications Plan integration execution

iii. StratCom Champion training coordination

Required Experience

• Strategic Communications (StratCom) experience (at least 3 of last 7 years) working in: A NATO environment, a government environment, or in a distinct multi-national working environment in the private sector.

• StratCom experience conducting briefings and/ or training of executive personnel.

• StratCom experience working on Public Affairs or outreach programs (at least 1 of last 3 years)

• Experience organising or leading training or education and workshops or conferences on one of the topics within the StratCom disciplines.

• Experience (at least 3 of last 7 years) developing and performing program surveys and interviews.

• Experience in documentation management or archive procedures.

• Demonstrable knowledge of key priorities, policy, direction, and guidance for NATO StratCom.

• Demonstrable experience conducting or contributing directly to international relations in a government environment.

• Demonstrable experience writing reports and conducting research for governmental organisations.

Education Requirement • Bachelor’s Degree or international equivalent in Communications or related discipline
